About this file

This document is a contract clauses compilation for a federal procurement contract (N0018926QL112) issued by the Navy.

The file incorporates Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses by reference and in full text, establishing the legal and operational framework for contract performance. Key contractual requirements include: small business rerepresentation obligations for contractors initially certified as small businesses, with rerepresentation required within 30 days of novation or merger, and within 60-120 days prior to the end of the fifth contract year for long-term contracts; item unique identification and valuation requirements for delivered items exceeding $5,000 in unit acquisition cost, with mandatory data matrix marking compliant with ISO/IEC 16022 standards and reporting via Wide Area WorkFlow (WAWF) or the Department of Defense Item Unique Identification Registry; and expedited contract closeout procedures waiving entitlements for residual dollar amounts of $1,000 or less. Additional provisions address payment methods, security prohibitions, whistleblower protections, small business subcontractor payment acceleration, hexavalent chromium prohibition, and prohibitions on certain procurements from the Xinjiang Uyghur Autonomous Region and business operations with the Maduro regime. The contract includes authorization for use of AbilityOne Program support contractors for closeout functions, with provisions for non-disclosure agreements. Award is based on price unless past performance information indicates that the lowest price may not represent best value, in which case the Government reserves the right to conduct price and past performance tradeoff analysis. All clauses carry February 2026 effective dates with designated deviations, and the Contracting Officer is Joseph Frech, located at 1968 Gilbert Street, Norfolk, VA 23511.
