About this file
This document appears to be a description of an Enhanced-Use Lease (EUL) program opportunity related to the redevelopment of vacant and underutilized assets at the U.S. Department of Veterans Affairs Central Arkansas Veterans Health Care System (CAVHS) in Little Rock, Arkansas.
The EUL program provides a mechanism for a non-VA entity to develop and operate supportive housing for homeless and at-risk Veterans and their families on VA property. The VA will enter into a long-term ground lease with a private, not-for-profit, or local government entity, who will finance, develop, construct/rehabilitate, operate, and maintain the project throughout the term of the lease.
The VA will be hosting an online Industry Forum on September 19, 2024, from 6pm to 7pm ET, to present information about six (6) buildings and solicit feedback from developers regarding the proposed project. Interested parties should contact Richelle Wagner, Real Property Specialist, at Richelle.Wagner@va.gov by 5:00pm EST on Friday, September 6, 2024, to attend the event either in person or virtually.

Central Arkansas EUL Site Map
EUL Program Overview:
An EUL provides a mechanism for a non-VA entity to develop and operate supportive housing for homeless and at-risk Veterans and their families on VA property. VA enters into a long-term ground lease with a private, not-for-profit, or local government entity, who finances, develops, constructs/rehabilitates, operates, and maintains the project throughout the term of the lease. Through this innovative tool, Veterans are provided with both housing and an expanded range of services that would not otherwise be available on medical center campuses.
