Statement of Objectives (SOO) Broad Agency Announcement (BAA) FA9453-19-S-0001 Call 009 Topic: Characterization of Small Scale Structure of the Ionosphere Dated 1 May 2023 I. Scope:

To provide real-time modeling capabilities to specify the high frequency (HF) field aligned backscatter of the Ionosphere in order to meet various Air Force ionospheric diagnostic needs. These models will be made to complement current AFRL technology for Ionospheric environment and are to be modular. In particular, AFRL is seeking a model of small-scale structure of the Ionosphere.

II. Overall Objectives:

The DOD is interested in HF technologies. In order to enhance operational capabilities, AFRL/RVBX will enhance current software with up-to-date models on the Ionosphere.

AFRL’s HF Propagation tool currently uses a climatologically driven small scale structure model to determine the presence and amount of Doppler spread the ionosphere imparts on a signal for a particular area. The best existing model was not intended for use below VHF and has proven ill-suited to the tool both in efficiency to produce an answer and the accuracy of that answer over time. As a result of that, AFRL is looking for a module that would replace a climatological model and instead look to provide the Doppler spread based on a received signal and the amount of spread seen in that signal.

The purpose of this call is to augment current capabilities for modeling the targeted regions of the Ionosphere in the methods as followed: To develop an ability to interpret the measurement of a one way channel scattering function in the HF in terms of a two way measurement both along the same propagation path and for neighboring paths in time and space. To develop a real time model for small scale structure in the Ionosphere.

III. Technical Objectives:

Design, develop, implement, and test a prototype code of a small scale structure module that will be added onto the AFRL HF Raytracer. Develop method to measure one way channel scattering in terms of a two way measurement. Ensure that the models accurately show the Doppler spread.
