ATTACHMENT 1

BULK PROPANE

ITEM DETAILS AND SPECIFICATIONS

This requirement is for one base year and four potential option years for bulk propane deliveries to the Portsmouth Naval Shipyard. The estimated yearly usage is approximately 22,500 gallons of propane with the minimum usage being 10,400 gallons per year and the maximum usage being 30,500 gallons per year. Deliveries will be required biweekly or as needed, for approximately 750 to 1000 gallons per delivery. There will be three (3) 499 gallon horizontal tanks that will be accessible by any size standard truck the vendor may utilize. All current industry standards shall be adhered to by the vendor in the delivery and transfer of the propane fuel, including DOT, NFPA, OSHA, and any other industry/service applicable.

During the term of this contract, propane tanks will be moved to a new a location on Portsmouth Naval Shipyard. An additional 499 gallon horizontal tank will be incorporated, for a total of four (4) 499 gallon tanks. Date for movement of tanks will be determined by an active NAVFAC construction contract separate from current. NAVFAC’s construction contractor will be responsible for, recovery of propane, movement of existing propane tank, installation of existing propane tank at new location, addition of one (1) propane tank to existing set, testing integrity of tank(s) post movement, testing integrity of system, and any certification requirements.

Conditions:

The Shipyard operations are 0630-1500 Monday-Friday, exclusive of Federal holidays and any planned and scheduled shipyard curtailment days (the day after Thanksgiving for instance).

· All contractor employees who enter the Shipyard must be U.S. citizens.

· All contractor employees who enter the Shipyard must be able to pass a background check.

· All contractor employees who enter the Shipyard must have a photo ID in their possession.

· All contractor employees who enter the Shipyard must be able to gain access to DBIDS pass.
