I. Contracting Activity.

52 Contracting Squadron, Spangdahlem AB, Germany

II. Nature and/or description of the action being processed.

52 Maintenance Group has the requirement to purchase the brand name Clean Laser for the CL 1000 AF High Power Cleaning Laser system and associated components. The Clean Laser 1000 will be used by the fabrication flight by providing efficient surface treatments, cleaning and paint removal applications. The system will be used to remove contaminants, production residue and coatings without damaging critical Air Force maintenance equipment. The system requested has been tested across the Air Force and has proven to be more cost and time effective than other industrial cleaning methods.

III. Description of supplies/services required to meet agency needs.

Items required include;

CLIN 0001 Laser system CL 1000 1 Each (Cooling System Air-Water, Specified power of beam source (W) 1000, Wavelength (nm) 1064, Laser Class 4) CLIN 0002 Filter unit LFE 4011 with HEPA and coal filter 1 EACH (50 ft hose and 230V) CLIN 0003 Set up support, consulting, training, design support, 1 EACH CLIN 0004 Shipping to Spangdahlem AB 1 EACH

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The use of the brand name laser system descriptions in the acquisition are essential to the Government’s requirements.

The government is open to other laser systems if they meet the same technical requirements as the Clean Laser CL1000 system.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The solicitation will be posted to Beta.sam.gov, GSA Advantage and sent to the 3 CL 1000 distributors who were found through market research efforts. This requirement was previously posted for quotes under RFQ FA5606-19-Q-A011and received 5 quotes all offering the Clean Laser CL1000 system. Award was not at that time due to funds not being available.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

A fair and reasonable determination based on competitive quotes is anticipated for this requirement. Additionally, this requirement is listed under GSA schedule (Contract 47QSWA18D006X) which was previously negotiated and approved as a fair market price. As previously stated under RFQ FA5606-19-Q-A011, 5 quotes were received.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A sources sought was posted on Federal Business Opportunities and emailed to vendors on 17 May 2019. Two companies showed interest and stated they were able to provide this requirement. Internet searches were also used to

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

We will include all interested, authorized CL 1000 sources in the solicitation to maximize competition.
