About this file

This single source justification document outlines the requirement for 20 additional 3M Peltor Comtac V headsets for the 140th Security Forces Squadron. The existing squadron equipment stocks 10 of these headsets already, and procuring more of the same model ensures continuity of equipment, seamless integration, and simplified part replacement. Only the 3M Peltor Comtac V headsets integrate properly with the squadron's helmets, PRC-152 radios, and allow convenient Push-to-Talk capability without removing helmets. Maintaining a single source preserves uniformity, compatibility, and reliability, ultimately enhancing operational effectiveness and safety. Efforts to obtain competition were unnecessary as this requirement is for a specific brand necessary to integrate with existing equipment. To avoid future sole source awards, the document states that market research will be conducted when the headsets become unserviceable to identify potential alternative solutions.

The related federal contract opportunity document provides solicitation number W50S6V23Q0015 for SFS Field Gear - Q&As dated July 18, 2023. However, it does not specify any required products or services and appears to be just questions and answers or an appendix, rather than the full solicitation.

Provide a brief nontechnical description of the suppliesservices to be acquired: 20 3M Peltor COMTAC V headsets for ACE/DOMOPS communications.
Document efforts to obtain competition For example did market research identify any other companys that can provide your required product or service or was a sources sought synopsis issued by contracting to try to find another source: Market research has been completed and these are the same headsets the majority of other squadrons through out the Air Force have to complete FAS, ACE, and Domestic operations. This is a brand name requirement, not sole source. Market research indicates that there are multiple resellers for this item and the Government expects adequate price competition.
Provide a statement of actions to be taken by the requiring activity to preclude the necessity for future sole source acquisition of the same suppliesservices eg conducting a market survey to determine potential future sources: This purchase will fully equip the 140th SFS and no future procurement of this item is anticipated until these headsets are no longer serviceable. At that time market research will be conducted to determine if there are new solutions that will meet the Governments need. Until then, this will remain a brand name only requirement.

Provide a clear/concise statement of the facts justifying the award of a single source or brand name contract:
For example:: To complete the full outfitting of the 140th Security Forces Squadron, an additional 20 3M Peltor Comtac V headsets are required, complementing the existing stock of 10. By sourcing the additional headsets from the same supplier, we ensure continuity with our current bench stock, enabling seamless integration and simplified part replacement. The 3M Peltor Comtac V headsets integrate seamlessly with our existing equipment, including helmets and PRC-152 radios, while retaining the convenient Push-to-Talk (PTT) feature on the wire. This integration offers flexibility in radio placement options, and the inclusion of rail adapters allows for convenient use without the need to remove the helmet. By maintaining this single source, we ensure uniformity, compatibility, and reliability, ultimately enhancing the operational effectiveness and safety of our squadron.
