About this file
This document is a brand-name justification for a sole source acquisition under the simplified acquisition threshold. The Department of Veterans Affairs Network Contracting Office 17 intends to procure one Philips Expression Patient Monitor unit for the El Paso VA Health Care System to upgrade its existing vital signs monitoring system. The monitor and related accessories, operating system software, and installation services will be used by VA medical personnel in the radiology department. Market research identified two or more verified service-disabled veteran-owned small businesses capable of meeting the requirement, so the procurement will utilize competitive procedures set aside for SDVOSBs. The contracting officer certified that the brand-name justification is accurate based on the existing unit's familiarity improving efficiency, retraining costs, interchangeability, and safety in the MRI area.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The brand-name justification for acquiring a Philips MRI safe Vital Signs monitor is based on several factors. Firstly, the familiarity of our employees with this equipment is essential in ensuring its efficient use. This will eliminate the need for costly and time-consuming retraining sessions. Additionally, the fact that we already have another unit that is exactly the same is an added advantage. This will facilitate the use of both units interchangeably, making it easier to carry out our operations. BIOMED's familiarity with servicing our current unit also makes it easier to maintain and repair the equipment. The ease of use and safety of the Vital Signs monitor in the MRI area further adds to its value. Therefore, we believe that acquiring this equipment is a wise investment that will improve our efficiency and safety.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted using Vendor Information Pages (VIP), and Federal Procurement Data System (FPDS). Based on the market research conducted, two or more VIP verified and capable SDVOSBs were identified and appeared capable of performing the requirement. Therefore, it is anticipated that all SDVOSBs will be solicited for this requirement using competitive procedures.
