Section B: Description of the Supplies/Services Required

ULTMILKITC Snap-On Heavy Duty Diagnostics Military Kit C covers commercial and military specific vehicles from light diesels to Class 8 heavy duty trucks construction equipment with Original Equipment Manufacturer (OEM) proprietary coverage for major systems such as engines, transmissions, Anti-Lock Braking System (ABS), instrument cluster, emissions, Selective Catalytic Reduction (SCR), body controls and more.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW AFI 24-302 para 12-1 & TO 36-1-191 Para 3.13.16 & 3.17.8, Military Kit C standardizes technology for all Air Force Units and covers commercial and military specific vehicles. Vehicles from light diesels to Class 8 heavy duty trucks, Pro-Link Ultra offers licensed and tested, OEM-proprietary coverage for major systems such as engines, transmissions, ABS, instrument cluster, emissions, SCR, body controls and more, which makes the tool ideal for everything from fleets, dealerships and owner-operators to repair shops, municipalities and mobile truck services. Pro-Link Ultra provides a wide range of coverage for the systems used by the major OEMs including JCB, Freightliner, International, Volvo, Mack, Paccar, Kenworth and Peterbilt. Pro-Link Ultra provides essential maintenance functions that let technicians read and clear fault codes, monitor vehicle and driver performance with trip data, create health reports and view live system data. It also includes powerful repair functions such as live data graphing for finding tough problems, special tests to verify component failures, and the ability to program replacement components and perform custom Electronic Control Unit (ECU) programming.

All devices download executable files from the vehicle vendor's web site for transfer to on-board vehicle computer systems. Consequently, vehicle diagnostic devices cannot connect to the manufacture's web site from Air Force networks. For standardization, this tool is used by all technicians, who receive training on its use for all Air Force vehicles. SNAP-ON has built this kit specifically for the Military, it does not have to hook up to a wireless internet and can be mobile to be used anywhere in the field if vehicles breakdown.

Section D: Efforts to Obtain Competition

This is a BRAND NAME for standardization technology across Air Force wide. Competition is allowed via Snap-On distributors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Per AFI requirements, tool kits are to be standardized (see section C). Competition is allowed via Snap-On distributors.
