About this file

This document is a Brand Name Justification (BNJ) to support the acquisition of Sliding Gate Operator and Drive Rails by a U.S. Navy unit in San Diego, CA. The procurement will be competed on the GSA eBuy platform to ensure the government receives the best value. The requirement is for a HySecurity Sliding Gate Operator (Part #222E21) and HySecurity Grooved Aluminum Drive Rails (Part #MX3885). This is a one-time purchase order procured under NAICS code 423610, set aside for small businesses. Quotes must be for the specified brand name parts, and the award will be made on a lowest price technically acceptable basis. The government conducted market research and determined that no other qualified sources are available to meet the requirements. The deadline for submitting quotes is July 10, 2024 at 4:00 PM EST.

1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY

The requiring agency is a US Navy unit stationed at San Diego, CA for Sliding Gate Operator and Drive Rails. The contracting activity is the General Services Administration.

2. NATURE OR DESCRIPTION OF THE ACTION BEING APPROVED

This Brand Name Justification (BNJ) serves to support the acquisition of Sliding Gate Operator and Drive Rails.

3. DESCRIPTION OF THE AGENCY’S NEEDS

The following material list details the complete requirement:

Part Number Description Quantity

222E21 HySecurity Sliding Gate Operator 40-1hp

230VAC/1PH 1

MX3885

HySecurity Grooved Aluminum Drive Rail, Standard Underside Grooves 2

4. IDENTIFICATION OF JUSTIFICATION RATIONALE

The circumstances and rationale for limiting consideration to select schedule contractors for award follows:

In accordance with FAR Part 8.4056(b)(1), “Agency requirements shall not be written so as to require a particular brand, name, product...peculiar to one manufacturer, thereby precluding consideration of a product manufactured by another company.” Additionally, this limited source justification will document that this requirement is essential to the Government’s requirements and the market research, which indicates that no other brand is qualified to meet the Navy’s requirements.

5. DEMONSTRATION OF THE UNIQUE NATURE OF THE REQUIRED SUPPLY

This procurement is for HySecurity Sliding Gate Operator and HySecurity Drive Rails. The items being procured are replacing a non-functioning Gate Operator that already has the existing pad, the correct existing wiring, bolt pattern, height for the Gate Drive Bar, Exit Loops, Safety

Loops, and Card Reader. Overall the existing equipment was designed and built for the items being procured. There are three other gates with the same model and manufacturer.

If another model is selected, there is a highly probable chance that all or most of the other equipment would need to be replaced as well, which could take weeks and interfere with day to day operations as well as add $40,000-$60,000 to the bottom line.

6. DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE

The order will be competitive on GSA eBuy to ensure the government is receiving the most competitive price.

7. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED

Market research was conducted in May 2024. This research consisted of reviews of similar previous procurements and a market survey through search engines of open market contractors and Federal Supply Schedule contractors. Search engines utilized include Google and GSA Advantage catalog as well as AbilityOne.gov and UNICOR.gov using the part numbers, description, and manufacturer. Items with a similar description were found; however, the part numbers were not the same for the Sliding Gate Operator. For the Driver Rails, the item was found on GSA Advantage. However, due to the importance of the procurement, it was determined the course of action would be to solicit on eBuy because the Driver Rails is a small portion of what is needed.

8. STATEMENT OF ACTIONS TO OVERCOME BARRIERS TO COMPETITION

Prior to any subsequent procurement the market will be reviewed to assess whether any other qualified sources are available and are able to meet the Government’s requirements.

9. CONTRACTING OFFICER CERTIFICATION AND APPROVAL
