VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C260-21-AP-0868
1. Contracting Activity: Department of Veterans Affairs, VISN 20, Seattle VA Medical Center, through
Regional Procurement Office West, NCO 20.
2237 #: 663-21-4-2563-0007
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a onetime purchase of a 15 Gallon Innowave Unity Sonic Irrigator. The Sonic Irrigator will be used to clean surgical instruments through a process called Cavitation that removes small particles of soil on the surfaces.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
terile Processing Service (SPS) physical plant through a future funded construction project. All supplies and equipment for this project must be purchased this fiscal year to ensure construction is not delayed with all deliverables by 9/30/2021.
SPS falls under VHA Directive1116(2) dated 23 March 2016 Sterile Processing Service which includes specific requirements for the standardization of equipment types and for ensuring that reprocessing requirements are met. This Directive applies anywhere sterile processing or HLD occurs in VA facilities. AUTHORITY: 38 U.S.C. 7301.
Based on the requirements for SPS and 38 USC 7301, the Puget Sound VAMC is required to standardize this reusable medical equipment (RME) sterilization operation. Currently the Seattle VAMC has 16 total SPS systems and 9 are Steris equipment. By standardizing this process to Steris, the VAMC will not only meet the requirements under 38 USC 7301, but also improve the safety to both staff and veteran patients. By reducing the operation between different manufactures systems, we reduce the likelihood of user/operator errors and ensure the best possible outcome for RME sterilization. Additionally, this allows the station to stock and manage less supplies used in operation of the SPS systems as well as reduce and consolidate Maintenance costs by using one
4. Description of market research conducted and results or statement why it was not conducted:
As above this is part of a new SPS system being designed into the VA Medical Center. The station conducted market research by review of VHA Directives, public law, internet equipment searches, and communication with Steris as the OEM. It was found that Steris not only brings the VAMC in compliance with public law but supports VA directives for standardization and standard operating procedures. No other system was found to be compatible with Steris and not considered for this award.
