STATEMENT OF WORK
Book Plan for Barksdale AFB Library, 744 Douhet Dr Bldg 4244
Revised 7 July 2022
1. GENERAL: Contractor shall provide Adult hardcover and pre-bound books as selected by the Barksdale AFB Library staff. The contractor will provide means for the library to select adult hardcover books to add to the library collection. Items selected will be shipped directly to the library in a timely manner to arrive on or before the release date for each item.
2. PERFORMANCE PERIOD: One base year and four option years.
3. GENERAL SCOPE OF WORK: Work includes partial processing (protective covers for hardcover, cataloging spine labels, identification of the library leasing the items), packaging and shipping of books from orders generated by the library.
4. SPECIFIC REQUIREMENTS FOR ADULT HARDCOVER PLAN: Contractor shall provide monthly online catalog of selections for new and soon-to-be published books (at least one month in advance of the publication date of the materials involved). Title information for each item shall include the necessary ordering information, brief summation of contents, and referral to major reviews as applicable. Contractor shall allow ordering via phone and website, to include items on both the selection list and older items that are still available. Contractor shall allow ordering of items not in the catalog, as long as they are available via the contractor’s normal sources. Contractor shall allow the ordering of multiple copies of titles. The plan will allow for the selection of 25-35 books per month (variation according to individual book price).
Contractor shall allow return of damaged items for credit or exchange. Contractor shall provide postage-paid return labels for materials returned. A lease plan must allow for an inventory of 800 or more books, must allow an option for some books to be retained (added to the library’s permanent collection), must have a policy for dealing with lost or damaged books that does not require the library to pay for them separately, and must not require strict return-by dates for no-longer-needed items. All allowances are not required to be used each month by the Library staff, but the total available amount may not be exceeded. Monthly point allowances or book allowances will roll over and accumulate both from month to month and from year to year.
