About this file

This is a Memorandum for Record documenting a brand-name justification for a restricted procurement in accordance with FAR 12.102(a). The 47th Contracting Squadron at Laughlin Air Force Base, Texas, has determined that the Security Forces Squadron (SFS) Counter-small Unmanned Aerial Systems (C-sUAS) kinetic defeat requirement can only be satisfied by the SMASH 2000L Advanced Fire Control Sight, and recommends proceeding with a sole-source acquisition restricted to this brand name.

The market research findings establish that while commercial alternatives such as smart scopes and hunting cameras exist, they lack the military-unique specifications required for this application. The SMASH 2000L specifically provides 24/7 day/night precision targeting, multi-operational effectiveness against ground targets up to 300 meters and sUAS up to 100 meters, MIL-STD ruggedization for Nuclear and Aircraft Security missions, and integration with C4I/Battle Management System (BMS) networks. The system's add-on design enables immediate mounting on standard rails for existing SFS rifles (M4A1, AR 5.56, DMR 7.62) without costly modifications. The acquisition is supported by prior validation through Joint Interagency Task Force 401 (JIATF 401), which procured the identical product for Air Force Global Strike Command (AFGSC) operational field testing. Contracting Officer Valentin Figueroa, GS-13, determined on August 13, 2026, that the brand-name restriction is strictly necessary and in the best interest of the Government to ensure operational readiness.

DEPARTMENT OF THE AIR FORCE

47TH FLYING TRAINING WING (AETC)

13 August 2026

MEMORANDUM FOR RECORD

FROM: 47 CONS/PKP

47th Contracting Squadron 171 Alabama Ave Bldg 7 Laughlin AFB, TX 78843

SUBJECT: SFS SMASH 2000L C-sUAS Kinetic System Brand Name Justification (RFO 12.102(a), Restricting Competition.)

1. In accordance with RFO 12.102(a), market research was conducted to determine whether the Security Forces Squadron (SFS) Counter-small Unmanned Aerial Systems (C-sUAS) kinetic defeat requirement could be satisfied through full and open competition or if a brand-name description without allowing for “equal” products is necessary to meet mission capabilities.

2. The market research determined that only the SMASH 2000L Advanced Fire Control Sight can fulfill this highly specialized requirement. While commercial “smart scopes” and hunting cameras exist, they are not designed or tested for defeating airborne threats in a combat environment. The core requirement is military-unique, demanding MIL-STD ruggedization for “Nuclear and Aircraft Security” missions, which places the necessary product firmly outside the typical commercial market. No equal product offers its combination of 24/7 day/night precision targeting, multi-operational effectiveness (ground targets up to 300 meters and sUAS up to 100 meters), and C4I/Battle Management System (BMS) network integration. Furthermore, its add-on design allows for immediate mounting on standard rails, upgrading existing SFS rifles (M4A1, AR 5.56, DMR 7.62) without costly modifications. The unique utility of this specific system has been validated by Joint Interagency Task Force 401 (JIATF 401), which purchased this exact product for Air Force Global Strike Command (AFGSC) operational field testing.

3. I hereby determine that the SFS C-sUAS kinetic system requirement cannot be fulfilled through the competitive sourcing of “equal” products, and that an acquisition restricted to the SMASH 2000L brand name is strictly necessary and in the best interest of the Government. I recommend proceeding with this procurement utilizing the brand-name restriction to ensure operational readiness.
