About this file
This document is a Memorandum for Record documenting a brand name justification for a restricted competition procurement under FAR 12.102(a).
The 47th Contracting Squadron at Laughlin Air Force Base seeks to procure Mastercam v2025 CAD/CAM software for the Maintenance Division (MXD) to support programming of CNC mills and lathes used in maintaining the T-6 Texan II and T-38 Talon aircraft fleets. Market research determined that only Mastercam v2025 can fulfill this requirement due to integration constraints with MXD's existing operational infrastructure. The division currently operates Mastercam software and maintains an extensive historical library of previously programmed aircraft component files that cannot be seamlessly transferred to alternative CAD/CAM software packages. The requirement explicitly includes a "Mastercam CONNECT Renewal for Previous Network License," which is proprietary to Mastercam, and no equal product offers seamless integration with the existing Mastercam CONNECT network infrastructure and NetHasp industrial security keys. Transitioning to an alternative software suite would necessitate complete retraining and would result in severe aircraft maintenance delays and unacceptable rates of wasted raw material during calibration and test runs.
The Contracting Officer, Valentin Figueroa (GS-13, USAF), determined that the MXD CAD/CAM software requirement cannot be fulfilled through competitive sourcing of equal products and that a brand-name-restricted acquisition is strictly necessary and in the best interest of the Government. The memorandum recommends proceeding with this restricted procurement to ensure continuous operational readiness and avoid detrimental delays to the pilot training mission. The document was executed on 17 August 2026.

DEPARTMENT OF THE AIR FORCE
47TH FLYING TRAINING WING (AETC)
17 August 2026
MEMORANDUM FOR RECORD
FROM: 47 CONS/PKP
47th Contracting Squadron
171 Alabama Ave Bldg 7
Laughlin AFB, TX 78843
SUBJECT: Mastercam V2025 Brand Name Justification
(RFO 12.102(a), Restricting Competition.)
1. In accordance with RFO 12.102(a), market research was conducted to determine whether the
Maintenance Division (MXD) computer-aided design and manufacturing (CAD/CAM) software requirement could be satisfied through competition or if a brand-name description without allowing for “equal” products is necessary to meet mission capabilities.
2. The market research determined that only the Mastercam v2025 CAD/CAM software suite can fulfill this critical flight-line maintenance requirement. While other commercial CAD/CAM software packages exist in the manufacturing sector, they cannot integrate with MXD’s existing operational baseline. MXD currently operates using Mastercam to program its CNC mills and lathes for the T-6 Texan II and T-38 Talon fleets. Procuring an “equal” product would sever compatibility with the division’s extensive historical library of previously programmed aircraft component files. No equal product offers seamless integration with MXD’s existing Mastercam
CONNECT network infrastructure and NetHasp industrial security keys, and the requirement explicitly includes a “Mastercam CONNECT Renewal for Previous Network License,” which is proprietary to the Mastercam brand. Transitioning to an alternative software suite would require complete retraining, resulting in severe aircraft maintenance delays for every part requiring new programming, and unacceptable rates of wasted raw material during the calibration and test runs of an unfamiliar system.
3. I hereby determine that the MXD CAD/CAM software requirement cannot be fulfilled through the competitive sourcing of “equal” products, and that an acquisition restricted to the
Mastercam brand name is strictly necessary and in the best interest of the Government. I recommend proceeding with this procurement utilizing the brand-name restriction to ensure continuous operational readiness and to avoid detrimental delays to the pilot training mission.
