Statement of Work For

Basic Electronics Maintenance Trainer II Technical Hardware Refresh

1. Scope This Statement of Work (SOW) defines the overall work to be performed as part of the Basic Electronics Maintenance Trainer II technical hardware refresh effort. The purpose of this SOW is to define the tasks, products, equipment, supplies, facilities, data items and required labor hours to accomplish the tasks associated with maintaining Operational Capability and technical hardware refresh for the BEMT II System Experiment Cards, and Testing, Measurements and Diagnostics Equipment (TMDE), and serviceability of Student Training Console (130ST).

Technical Refresh is attained when all units and/or organizations scheduled to receive an upgrade are capable to employ and maintain the system as intended. The Contractor shall provide all resources necessary to fabricate, ship, install, test the required systems equipment, and provide New Equipment Training (NET).

1.1 Background

The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to procure modernization upgrades of the BEMT systems, providing technical hardware refresh to existing BEMT II Systems. The BEMT II program is a technology hardware refresh through the replacement of hardware past manufacturer’s warranty. The program will follow standards and regulations that allows BEMT II System software and courseware for placement on Army enterprise networks. Due to cost of sub-component repair, the Government believes replacement of the systems is the best course of action to ensure the system remains suitable and effective throughout the planned lifecycle while staying within cost constraints. Hardware, including the Servers, Instructors Operators Stations (IOS), Student Training Stations (STS), Student Training Console (STC), Experiment Cards (EC) and TMDE, will be replaced with updated components compatible with courseware and mandated operating systems. In addition, a serviceability refresh that will repair, align, or replace any assembly or component that would restrict or reduce the Model 130ST from operating at 100% capacity. As part of the serviceability refresh all Model 130ST consoles will be granted a warranty extension for 5 years. The software and hardware will be network ready and meet Cybersecurity (CS) and Risk Management Framework (RMF) requirements. These BEMT II Systems will provide critical basic electronics training for more than 40 Military Occupational Specialties (MOS) to include 15E / F / J / N / X / Y, 35T, 88L, 89D, 91A / B / C / D / E / F / G / K / L / H / J / M / P / W / X / Z, 94A / D / E / F / H / L / M / P / R / S / T / W / X / Y / Z, 890A, and 948B / D. The BEMT II is currently used for training at Training and Doctrine Command (TRADOC) institutions, National Guard, and Army Reserve readiness training sites.

The BEMT II System shall be a stand-alone, training device designed to support live training of students in all aspects of basic electronics, including theory and hands-on application. The BEMT II shall provide a highly realistic training environment through various training scenarios that will require students to perform basic electronics tasks and allow instructors to assign lesson modules to either a class or an individual student. The BEMT II System shall allow instructors
