About this file

This Statement of Work (SOW) details a procurement for Tactical Combat Casualty Care (TCCC) training mannequins for the 737th Training Group's Basic Military Training program at JBSA-Lackland. The government requires six Upper Trauma Trainer Manikins, six Lower Patient Simulator Trauma Trainers, and two Female Modular Manikins with left leg amputation. The mannequins must provide advanced medical training capabilities including simulated breathing, intubation, wound simulation, tourniquet application, and anatomically realistic features. Additional contract requirements include three days of new equipment training, eight instances of an annual repair program, and shipping to the specified address in Texas. The training will be used during PACER FORGE, a simulated combat zone exercise where approximately 900 Basic Military Training trainees and instructors practice medical response techniques each week.

The SOW outlines comprehensive technical specifications for the mannequins, requiring features such as remote control operation, water-resistant construction, and specific weight limits. Contractor responsibilities include providing manufacturer warranties, designating an on-site project manager, maintaining safety protocols consistent with OSHA requirements, and complying with base fire regulations and security protocols. Work can be performed between 0600 and 1800 hours Monday through Friday, with potential for weekend or holiday work upon approval. All installation personnel must be U.S. citizens, complete a Local Area Check, and meet specific vehicle and identification badge requirements. The government will inspect all work, and the contractor must correct any non-conforming work at no additional charge.
