About this file
This is a Statement of Work (SOW) for construction services at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The project (668-23-101) requires the contractor to construct a new 4,000 gross square foot chiller plant with cooling towers on the roof adjacent to building 44's boiler plant. The scope encompasses site preparation, electrical routing for emergency and normal power from the existing loop, loop modifications, construction of the new building to house three chillers with roof-mounted cooling towers, installation of all electrical equipment, chillers, support systems (pumps, towers, water treatment), and connections to the existing chilled water loop. The contractor must also provide Building Management System (BMS) integration and controls for all new systems. The total project duration is 630 calendar days, with performance taking place at 4815 North Assembly Street, Spokane, Washington 99205.
Additional requirements include engaging a qualified manufacturer's representative to verify installation conformance, oversee system commissioning, and conduct complete test and balance (TAB) documentation for both the building air system and chillers. The contractor must perform operating tests in the presence of the Contracting Officer's Representative (COR), provide comprehensive commissioning documentation, and deliver demonstrations and training to VA personnel covering chiller settings, pump configurations, flow settings, and equipment balancing. Deliverables include as-built drawings and a detailed owner's manual with step-by-step operational instructions for all plant equipment as an integrated system, including electrical gear documentation. The contractor is responsible for all equipment and supplies, with final system acceptance requiring a complete controls and instrumentation validation and demonstration performed by the installer before the COR.
