Overview:
This Performance Work Statement (PWS) is for Pre-Deployment, multi-spectrum, full-mission profile
(FMP) training in a simulated Africa environment for spin-up purposes. This event will be executed 21 -
27 Feb 2023 for the Personnel Recovery Task Force (PRTF). Request for contractor support will happen in two scenarios, the 1st Scenario will occur 21 Feb 23 and the 2nd Scenario will occur 24 Feb 23. The two scenarios will be on the same training range with different desired learning objectives. Scenarios are planned to accommodate one 7-man ground team with 2, 4-man rotary wing crews. There are 97 total military personnel participating. FMP scenarios and scripts will be developed by the 347 RQG OSK and will be provided to the contractor. Avon Park Air Force Range (AFR) in Sebring, FL will be the base of operations and training events will happen at Pinecastle Impact Range, Ocala National Forest, Altoona
Fl. All training will start and end at Avon Park AFR. Lift for all scenarios will be provided by Air Force
Rotary-Wing (RW) aircraft; in the event of mechanical failure or weather concerns, the 347th RQG will provide vehicles for ground movement to and from the training sites for their respective parties.
The contractor is being requested to provide all logistical and manpower support required to enable execution of quality FMPs for a successful Africa deployment Spin-Up. Training enhancement simulators and manpower to include Live Tissue Training, pyrotechnics, role players and Opposing Force (OPFOR) personnel, uniforms, body armor, weapons, blanks, and sim-munitions will also be required deliverables by the contractor. Contractor will also need to be able to coordinate and move all contracted personnel
(25-35) to, from and around all training sites to facilitate timely execution of FMPs each day.
PWS Specific Requirements:
1.0 Instructors. Collectively include operational JSOC experience for tactical types of training and/or recognition as a national level subject matter expert in the types of training listed in Section 3.
1.1 Contractor must provide a JSOC level PJ (with a minimum of 3 deployments within the last 10 years) as Course Director to provide relevance for tactical debrief and AAR. JSOC level PJ must have at minimum of 1 year experience in Operating Training Course in order to ensure the highest level of
Pararescue standards and procedures instruction are delivered to the team for mission planning support, execution planning, as well as debrief and AAR.
1.2 Full Mission Profiles. Ensure realistic scenarios are used to culminate part task training.
- Scenario 1: Ground force support up-armored vehicle extrication with live tissue training (LTT)
- Scenario 2: Isolated Personnel recovery soft skin extrication with LTT
1.3 Length of Training: The contractor is responsible for adhering to the training schedule that is within the constraints the government indicates members are available for.
1.3.1 Training alert schedule for Personnel Recovery Task Force (PRTF) personnel will be a 12-hour window daily to stay within crew rest requirements.

1.3.2 Training schedule shall not exceed the indicated days of availability unless act of nature, God, or war causes a disturbance directly to the schedule.
1.4 Must have employees that have been qualified as JTAC-I/-E in the past five (5) years, and that have served with Tier 1 or Tier 2 special operations units in this timeframe, with at least 50% of them having prior Tier 1 experience for every event.
1.4.1 Must have instructors with Operation Enduring Freedom (OEF) and/or Operation Iraqi Freedom
(OIF) or Africom theater experience.
1.4.1.1 Instructor Qualifications: Collectively include operational SOCOM experience for tactical types of training and/or recognition as a national level subject matter expert
1.4.2 Contractor must be able to relate knowledge, experience and role playing to the Africa area of operation (AO) that the teams will be deploying to.
1.4.3 All personnel must have at least a Secret clearance for training events/locations. Must have an understanding current theater Special Instructions (SPINS), assisting intelligence officers in building mission products, etc., as required.
1.4.4 Contractor should have training equipment to sustain staff for range evolutions. Controlled equipment exempt.
1.4.5 Contractor must provide all mobility, food, lodging and equipment for all contracted personnel.
1.4.6 The contractor shall ensure that employees have current and valid professional certifications specific to the type of training they will be conducting before starting work. The contractor shall maintain all certifications.
1.4.7 Contractor must provide OPFOR that has worked with contractor on a minimum of 2 RQS pre-deployment spin ups within the past 48 months
1.5 Role Players. Contractor will provide costumed role players that have life-like injuries applied.
1.5.1 Contractor must provide “host-national” role-players with appropriate cultural attire.
1.5.2 Contractor must provide “military” role-players with appropriate military uniform and armor, radios etc.
1.5.3 Contractor must provide all ground force players
1.5.4 347 RQG will provide moulage’ d human patients in order to fly in military aircraft
2.1 Extrication. Utilize Guardian Angel extrication tools to gain access to a confined space, collapsed structure, aircraft, military and/or commercial vehicles. The Government will provide all necessary tools required to conduct and accomplish training. Contractor will provide 1X up-armored vehicle in Scenario
1 and 1x soft skin vehicle for Scenario 2.
2.2 Up-Armored vehicle must have armor and doors that will meet DLOs in Scenario 1.

2.3 Contractor must provide a soft skin vehicle to meet DLOs in Scenario 2 and have the ability to manipulate the vehicle to simulate an aircraft crash on site or prior to delivery. If able contractor provides an aircraft (it is preferred to have downed aircraft) that the team can cut/pry apart at any location (no restrictions on cutting areas)
3.1 Opposition Force (OPFOR). Provide OPFOR role players with simulated weapons, rounds, RPG/mortar simulation and explosives to meet DLOs.
3.1.1 OPFOR must be familiar with standard military small unit tactics and deliver aggressing force that is accurate to current enemy tactics in the area of operations concerned.
3.1.2 Contractor must have full comprehension of safety and ORM mitigation, FAA regulations to safely deconflict civilian airspace, as well as providing relative AAR’s.
3.2 Contractor must provide their players with radios that will communicate with military radios without
COMSEC.
4.1. Live Tissue Training (LTT) requirements- Contractor must provide Live Tissue Training models to teams and work within military AC with group level approval of civilian logistical support flying on military AC’s.
4.1.2 Contractor is responsible for storing and movement of LTT to and from training location
4.1.3 Contractor must be able to remain with LTT to include flying on military rotary wing aircraft to ensure LTT remains in a subdued state for the duration of the flight
4.1.4 Contractors in charge of LTT will be placed on Mission Essential Personnel (MEP) documentation
IOT be placed on military rotary wing aircraft
4.1.5 Contractor must provide 5 LTT (2 in scenario 1, 3 in scenario 2) to execute both scenarios according to above requirements.
5.1. Safety. Safety of all personnel and performance of work shall conform to the Office of Safety and
Health Administration (OSHA) requirements and the FAA.
5.2 Contractor must provide an on-site exercise controller that will coordinate with a 347th RQG provided liaison/controller prior to and during each scenario to ensure safety of training in accordance with military regulation and stipulations.
5.2.1 Emergency Medical Services. In case of accidents or incidents resulting in life-threating injury, EMS will be provided by Government.
5.2.1.2. All other medical needs will be provided by local civilian EMS services or by the contractor.
5.2.1.3 347 RQG will coordinate all medical coverage for military personnel.
5.2.1.4 347 RQG members executing training will all have basic medical gear on their person and each team will have a set of medical narcotics present on site for initial treatment as required.

5.2.1.5 Contractor exercise controller and 347 RQG site liaison will coordinate daily and communicate the day’s medical plan to all personnel prior to first training event execution.

*Any OPFOR aggressors need to be evenly equipped with small arms and/or heavy machine gun blanks and Simunition® or UTM rounds (nonlethal training rounds).
Scenarios must be prepared prior to mission execution timeline. Timelines will be coordinated prior to execution dates.

• 4x military vehicles, 1 will be up armored for extrication to establish convoy.
• 1x large CCA engagement with pyro effects throughout the entire scenario. Requiring 2 re-attacks, 3x RPG simulators, 1x geographically separated mortar team.
• Victim/Patient Role Players: 2 LTT
Personnel, Government Provided:
• Victim/Patient Role Players: 3 patients (provided by RQG).
Friday (24 Feb): Scenario 2 – light skinned extrication IP pickup no ground team required.
