About this file
This is a Performance Work Statement (PWS) issued by the Department of the Air Force at Hurlburt Field, Florida, dated August 24, 2026, for the repair, component overhaul, and safety/load testing of one Government-owned Grove Mobile Crane, Model RT530-E (Serial Number: 231891). The contractor must provide all personnel, equipment, tools, materials, supervision, and transportation necessary to complete the work in accordance with original equipment manufacturer (OEM) specifications, professional industry standards, and federal environmental/safety regulations.
The scope of work encompasses four primary tasks: (1) removal of the main boom lift cylinder from the crane, transport to a specialized hydraulic facility (Tampa Hydraulic Shop or equivalent), and reinstallation upon completion; (2) cylinder overhaul including rod resurfacing/re-chroming to OEM specifications, complete resealing with a primary lift cylinder seal kit, and replacement of the holding valve with a new OEM-equivalent component; (3) operator seat safety switch replacement with integration into the crane's safety interlock loop to ensure engine/hydraulic functions cut out when the operator leaves the seat; and (4) system testing including hydraulic system bleeding, leak checks, operational verification of the new holding valve and safety switch, and certified load testing in strict compliance with OSHA 29 CFR 1910.180 and ASME B30.5 standards. All primary disassembly, overhaul, and specialized component restoration work shall be performed off-site at the contractor's authorized facilities, with the Government providing on-site access during designated duty hours (0700–1600, Monday–Friday, excluding Federal Holidays) for removal, reinstallation, and final testing. The period of performance is thirty (30) calendar days from notice to proceed. Key deliverables include no hydraulic leaks, successful operator interlock switch function, and a certified load test certificate with zero structural/holding drift, with the contractor responsible for correcting any defects at no additional cost to the Government.

PERFORMANCE WORK STATEMENT (PWS)
DEPARTMENT OF THE AIR FORCE
Hurlburt Field, FL 32544
PROJECT TITLE: Grove Crane RT530-E Repair, Component Overhaul, and Safety/Load Testing DATE: August 24, 2026
1.0 DESCRIPTION OF SERVICES
1.1 Scope of Work
The Contractor shall provide all personnel, equipment, tools, materials, supervision, transport, and other items or services necessary to perform complete repair, component overhaul, safety, and operational load testing on one (1) Government-owned Grove Mobile Crane, Model RT530-E (Serial Number: 231891).
All work shall be performed in accordance with original equipment manufacturer (OEM) specifications, professional industry standards, and federal environmental/safety regulations.
1.2 Background
The Grove RT530-E crane is a critical mission-support asset located at Hurlburt Field AFB, FL. Due to wear and tear, the crane's main boom lift cylinder requires removal, specialized hydraulic shop re-chroming and resealing, safety component replacements, and subsequent certified load testing to return the asset to fully mission-capable (FMC) status.
1.3 Specific Tasks / Technical Requirements
Task 1: Boom Cylinder Removal, Logistics, and Reinstallation
• Removal: The Contractor shall safely disconnect, secure, and pull the main boom lift cylinder from the Grove RT530-E crane body at the vendor job site.
• Logistics & Transport: The Contractor shall transport the removed main boom lift cylinder to a specialized hydraulic facility (Tampa Hydraulic Shop or equivalent certified facility) for overhaul.
• Reinstallation: Upon completion of off-site overhauls, the Contractor shall transport the cylinder back to the Tallahassee/Hurlburt Field facility, safely align, and reinstall the overhauled cylinder into the crane chassis.
Task 2: Cylinder Overhaul, Rod Resurfacing, and Resealing
• Resurfacing/Re-chroming: The Contractor shall strip, inspect, and resurface/re-chrome the main cylinder rod to restore the surface finish to OEM specifications.
• Resealing: The Contractor shall perform a complete cylinder rebuild, replacing all internal seals and packing using a primary lift cylinder seal kit.
• Holding Valve Replacement: The Contractor shall replace the cylinder holding valve with a brand new OEM-equivalent valve component to ensure appropriate load-holding capability and safety margins.
Task 3: Operator Seat Safety Switch Replacement
• Removal & Disassembly: The Contractor shall remove the faulty operator seat safety switch.
• Installation: The Contractor shall install a new, fully compatible replacement seat safety switch.
• Integration: The Contractor shall wire and integrate the safety switch back into the crane’s safety interlock loop to ensure the engine/hydraulic functions cut out if the operator leaves the seat.
Task 4: System Testing, Calibration, and Certified Load Testing
• System Bleeding & Leak Checks: The Contractor shall fill the hydraulic systems with appropriate fluids, bleed any air from the lines, and conduct a thorough pressurized inspection to verify no leaks exist in any newly installed or repaired hydraulic connections.
• Operational Checks: The Contractor shall perform complete operational testing of the new lift cylinder holding valve and verify the proper functioning of the newly installed seat safety switch.
• Certified Load Test: The Contractor shall perform a full hoist holding-valve load test to verify structural and mechanical integrity. The load test must conform strictly to OSHA 29 CFR 1910.180 and ASME B30.5 standards. A certified load test certificate must be provided to the Contracting Officer Representative (COR) upon successful completion.
2.0 GOVERNMENT-FURNISHED PROPERTY (GFP) AND SERVICES
• Access: The Government will provide the Contractor with access to the crane on-site at Hurlburt Field AFB during designated duty hours for removal, reinstallation, and final testing.
• Escort: If required by base security protocols, the Government will provide a personnel escort for Contractor employees while performing work on-site at Hurlburt Field AFB.
