About this file

This document is a Request for Information (RFI) from the Air Force Life Cycle Management Center's Homeland Surveillance Branch Atmospheric Early Warning System (AEWS) Program Management Office. The RFI seeks a vendor to supply a single composite-material radome zenith panel for a 28" diameter SCR-T28D (AN/FPS-124) Radome, with a specific NSN of 6110-01-723-2208. The replacement panel must include functional equivalents of existing accessories like an acrylic dome, photocell/thermostat, lightning rod, and radio antennae mounting points, and critically must incorporate a personnel fall-arrest system with four anchor points compliant with OSHA 1910.140 standards.

The RFI is solely for information and market research purposes, with no commitment to contract. Interested vendors are requested to submit white papers in unprotected PDF format by 2 April 2025 at 14:00 MST, limited to 10 pages of text/mixed content and 5 additional pages for photos or screenshots. The Government intends a single-source award but is verifying vendor capabilities through this RFI. Respondents will bear all costs associated with preparing their submissions, and non-response does not preclude potential future participation in a subsequent solicitation.

Request for Information for a 28 Foot Radome Zenith Panel with Fall Arrest System

Statement of Need:

The Air Force Life Cycle Management Center’s (AFLCMC) Homeland Surveillance Branch (HBDI) Atmospheric Early Warning System (AEWS) Program Management Office (PMO) is seeking a vendor to supply a single composite-material radome zenith panel, with included fall arrest and other accessories, to fit a 28” diameter SCR-T28D (AN/FPS-124) Radome NSN: 5985-01-588-3405.

Background:

The AEWS PMO is seeking to replace the zenith panel NSN: 5985-01-365-2307 of one SCR-T28D Radome with an equivalent panel with additional built-in fall arrest system for use by maintenance personnel. The replacement zenith panel assembly NSN: 6110-01-723-2208 shall include functional equivalents of the existing accessories (acrylic dome, photocell/thermostat, lightning rod, local Ground-Air-Ground radio antennae mounting points, etc.), while also including a personnel fall-arrest system comprised of four anchor points, built in accordance with personnel fall-arrest requirements found within OSHA 1910.140.

With this RFI, the AEWS PMO is seeking the supply of a single zenith panel assembly as described above. The AEWS PMO is not interested in supporting development, design, or testing in this pursuit.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.

This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

The Government intends to award this effort as a single-source award. However, the Government is posting this RFI to determine if any vendors can meet the capabilities and requirements of this effort.

Interested parties are requested to respond to this RFI with a white paper.
