Statement of Work (SOW)
2025 AVIATION NATION AIR SHOW
SECURITY CONTRACT
Description of Service:
General Requirements: Contractor shall provide security system/operations to support the Nellis Air Force Base Aviation Nation Air Show, 4-6 Apr 2025.
Background: The Nellis Air Show is an event held at Nellis Air Force Base, NV. The event is expected to have nearly 200,000 viewers over a three-day period. The event features aerial demonstrations, military displays, and food and drinks.
Contractor Requirements: The Contractor shall furnish, assemble, manage, provide training, disassemble, and remove all items/equipment necessary for performing expedited and accurate security screening for the show at both locations; Las Vegas Motor Speedway (7 sets) and Nellis Main Base (5 sets) security screening areas. The security equipment must be highly technical equipment that enables individuals to walk through the scanners and enable security forces to quickly identify the specific location (i.e., left back pocket or right-side pouch of backpack) on the person or carry item containing the prohibited. While the person is walking through the tower detection device, a member of our security team is looking at a high rez video on an iPad or something similar monitor of the guest. The identification mechanism shows up on the high rez screen and the individual is asked to go over for a more thorough screening process to the side to retrieve the item. In the meantime, the other guest continues to go through screening tower devices; flow of guest is not interrupted. Security screening devices that are not acceptable would-be magnetometers or other similar type of screening set up, they are too slow for the crowd to expeditiously get screened (ideal flow is 3600 persons per hour going through each tower screening device). The requested system must quickly and accurately detect location of the item to expedite the search of that individual, while allowing other guest to pass through screening systems. The system must have a program to provide the daily attendance tally of all who walked through the security screening devices (crowd count). The contractor will also provide security screening wands that are industry standard sensitivity and accuracy utilized at large professional events (i.e., NFL games, NHL, MLB, etc.). We need four wands per search area, total of 36: with the contractor bringing spares in case of failure. Contractor will bring enough spare batteries for each wand to make two battery changes per day per wand. Contractor will also provide eight-foot heavy duty hard plastic tables, preferably white in color. Contractor will provide enough tables; four tables per search tower device (36 tables) and additional 20 for each security screening “express lanes”
Within three business days of contract award, the contractor shall meet with the government Director of Ground Ops, and Security Forces leads for 99th and 432d. This meeting will be a coordination meeting to pinpoint and clarify locations and set up requirements called for in this contract. Further, arrangements to have a demonstration of the system at Nellis will be discussed at no additional cost to the government. If contractor or event organizer is unable to have this demonstration, the contractor will be prepared to conduct this in-depth demonstration on 3 Apr 25.
Additional Requirements: The contractor shall be on duty and ready to respond to issues, or malfunctions with any of the contracted security equipment operations. Contractor representative will be required to be on site at both the Nellis main base and Las Vegas Motor Speedway daily from 0800L until 1800L 5-6 Apr 2025. The contractor will conduct an extensive training session(s) with both 99th and 432d Security Forces and augmentees on 3 Apr 2025. Contractor and Security Forces will coordinate the date and time for the equipment set up and operational check. Security equipment must be in place and operational at a minimum 2 hour before gates opening each day.
Contractor Requirements: The contractor must provide all power sources to operate the security tower devices systems. The contractor will provide a set up and teardown team. This same team may be required to relocate the security screening tower devices to the overflow parking screening areas. This must be coordinated in time to ensure no interruption of guest flow. There are two additional overflow parking areas at LVMS, none at Nellis main base. The contractor will provide enough individuals to do a system training session(s) to 99th and 432d Security Forces and throughout the Air Show have a team ready to respond to either the LVMS or main base security areas to work issues with the equipment to keep them operational.
Period of Performance: Contractor shall arrive at Nellis Air Force Base not later than 1200 PST 2 April 2025. Contractor shall not depart Nellis Air Force Base prior to 1900 PST on 6 April 2025, and if staying until Monday will plan on departing NLT 1000 PST on 7 April 2025.
Pre-Show Requirements: The Contractor will have all equipment assembled, in place and ready to conduct a training session(s) no later than 3 Apr 1000 and each day of the air show an operational check will be performed no later than 1 hour prior to the gates opening.
