Fitness & Sports Center (Non-Personal Services)
DESCRIPTION OF SERVICES / GENERAL INFORMATION
1. Description of Services. This is a non-personal service contract. The contractor shall provide certified personnel, fitness routines, class administration and music to verify functionality of equipment and conduct aerobics and group cycling classes at the United States Air Force Academy (USAFA) Community Center Fitness & Sports Center.
1.1. Group Exercise Certified Instructors. The contractor shall ensure group exercise instructors, herein after referred to as instructors, meet the requirements of certification, training, conduct, and knowledge as required by each certification program in accordance with (IAW) DAFI 34-114 Para 3.2.7. Group exercise instructors must have and maintain a primary instructor certification by a DoD recognized organization. (See Appendix A).
Instructors must obtain the additional necessary specialized training and certifications for specialized classes such as step, cycling, and kickboxing fitness. Group exercise instructors must maintain current first aid certification and either the American Heart Association's Basic Lifesaving automatic external defibrillator or the cardio-pulmonary resuscitation certification at all times. Instructors will provide a copy of their certifications and CPR/First Aid training card to the Program Manager or designated representative prior to instructing the first class or within 5 days of renewal. The Program Manager will keep a copy of the certifications and cards on file.
1.1.1 Additional Certifications: The contractor will be responsible for maintaining an active certification of three types of certifications: Level 1 Cardio-Pulmonary Resuscitation Training Certificate, Level 1 CPT (Certification Personal Training) Certification, and Level 1 TRX Suspension Training Course Live Virtual Edition Certification. A copy of each trainer’s certification must be on file for each trainer’s folder with the COR/supervisor among the fitness & sports center. Contractor will not perform duties with the fitness & sports center if certification is no valid.
1.2. Aerobics Class Schedule. The contractor shall provide instructors to perform aerobics classes at USAFA on the scheduled days and times found in Appendix E. NO CLASSES will be conducted on Federal Holidays or designated Family Days. Classes may be interrupted or cancelled during military exercises and instructors/customers may be required to simulate real world responses (i.e. shelter-in-place and evacuation procedures.) The schedule may be changed with 30 days’ notice by the government. See Appendix E for a sample class schedule.
1.2.1. Aerobics Class Types. The types of classes that are required on the aerobics class schedule may include some or all of the following:
a. Low Impact
b. Intermediate
c. High Impact
d. Step Aerobics
e. Sports Conditioning
f. Yoga
g. Pilates
The government will notify the contractor at least 30 days in advance which of these class types are to be conducted on the class schedule. Class types are subject to change dependent on government needs.
1.3. Group Cycling Class Schedule. The contractor shall provide instructors to perform group cycling classes at USAFA on the scheduled days and times found in Appendix E. NO CLASSES will be conducted on Federal Holidays or designated Family Days. Classes may be interrupted or cancelled during military exercises and instructors/customers may be required to simulate real world responses (i.e. shelter-in-place and evacuation procedures.)
The schedule may be changed with 30 days’ notice by the government. See Appendix E for a sample class schedule.
1.3.1. Group Cycling Class Types. The types of classes that are required on the group cycling class schedule may include some or all the following:
a. Endurance
b. Interval
c. Strength
d. Spin Tone/Spin Abs
e. Other (i.e. Hills and Powers, Heart Rate Training)
The government will notify the contractor 30 days or more in advance which of these class types are to be conducted on the class schedule. Class types are subject to change dependent on government needs.
1.4. Conduct of Classes.
1.4.1. Room Safety. Doors to the group cycling room are to remain closed during the class unless authorized to be open by the fitness Staff. Participants must sign in at the front counter and receive a pass for the class. fitness staff will collect passes prior to class starting. Instructors shall not allow class entry to those who do not have a pass or after class has started to allow proper warm up for participants.
1.4.2. Reserved.
1.4.3. Instructor Attire. The contractor shall ensure instructors adhere to DAFI 34-266 para
3.1.4. Appropriate clothing must be worn to maintain a proper image in a military and family fitness facility. Attire should be conservative and modest in nature without obscene and offensive language or graphics. Athletic attire and athletic-type shoes will be worn in all activity and equipment areas. For specific classes (i.e. Yoga) which require participants to be barefoot, footwear may be foregone, and adequate sanitary practices should be followed.
IAW AFI 34-266, para 3.2.1.3. Contractor Attire: Contractors wear uniforms as specified in the government or individual service contract and will be appropriate for the activity as well as for a military environment. Contractor personnel shall present a clean, neat, and professional appearance and be easily recognized as contractor personnel. This may be accomplished by wearing distinctive clothing showing the name of the company and the individual or by wearing appropriate badges that contain the company name and employee name and do not interfere with or create a hazard in contract performance. Contractor employees not wearing proper attire will be asked to change into appropriate exercise clothing or leave the facility.
1.4.4. Class Times.
1.4.4.1. Arrival Time. The contractor shall ensure instructors arrive 5-10 minutes prior to class start to ensure the functionality of the aerobics/group cycling room and equipment. The instructor shall report concerns to government fitness staff.
1.4.4.2. Start Time. All necessary equipment and supplies shall be in place at the start of the class to ensure classes begin on time. The contractor shall ensure no more than 10% of all classes conducted during the month fail to begin at the published time through fault of the instructor. Fitness & sports center staff will monitor class start times and document any late starts and the apparent cause. The Government will report late starts to the Contracting Officer Representative (COR) for resolution.
1.4.5. Music. The contractor shall furnish music for aerobics/group cycling classes.
1.4.6. Equipment and Safety. The contractor shall review proper use/familiarity of exercise equipment prior to class and ensure participants follow the rules of the aerobics/group cycling area. Instructors shall monitor the conduct and safety of customers in aerobics/group cycling classes.
1.5. Class Cancellations. The contractor's management shall notify the fitness & sports center management at least 24 hours in advance if a class must be cancelled and state the reason.
No more than two classes per month shall be cancelled regardless of the reason.
1.6. Class Duration. Total class length for Aerobics and Group Cycling classes are one (1) hour.
Within that hour, instructors should allow warm up and cool down time for participants.
1.7. Class Limit. The contractor shall ensure instructors are not scheduled to provide more than three classes per day, per instructor.
1.8. Class Schedule. The contractor shall provide a written monthly schedule, to include assigned instructors’ names, to the COR the month before actual scheduled times. Specific classes requested may change but the scheduled days and times are not expected to deviate.
1.8.1 Federal Holidays and Family Days.
New Year’s Day, January 1st or the Friday preceding or Monday following.
Martin Luther King’s Birthday, 3rd Monday in January.
President’s Day, 3rd Monday in February.
Memorial Day, Last Monday in May.
Juneteenth, 19th June.
Independence Day, July 4th, or the Friday preceding or Monday following.
Labor Day, 1st Monday in September.
Columbus Day, 2nd Monday in October.
Veteran’s Day, November 11th or the Friday preceding or Monday following.
Thanksgiving Day, 4th Thursday in November.
Christmas Day, 25th December.
A list of Family Days will be provided by the Government at the beginning of each Fiscal Year.
1.9. Quality Control. The contractor shall develop and employ quality of services efforts to ensure contracted services are performed IAW this PWS. The quality efforts employed shall include cause analysis, corrective actions, and assurance of non-reoccurrence of defective services.
1.9.1 Quality Records. The contractor shall make quality records available to the government upon request. The records shall indicate the deficiency cause, analysis made, the number and type of deficiencies found, and the nature of corrective action(s) taken as appropriate.
2. Services Summary. The Services Summary (SS) is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by government personnel. Each performance threshold represents the minimum acceptable level of contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this contract and do not excuse the contractor from performance of other requirements identified in this PWS.

3. Government Furnished Incidentals Equipment. The Government shall provide the facility and all required equipment except for personal equipment. See Appendix D for full listing of Government Furnished Incidentals Equipment.
a) Spin Room: Music sound system, spin bikes, room, and water fountain.
b) Aerobics Room: Music sound system, mats, bands, room, and weights.
4. Base Access.
4.1. Contractor Identification. All Contractor personnel shall always wear a Government-issued-badge to identify themselves as a Contractor employee. Contractor employees shall identify themselves as being a Contractor when attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties (e.g., clients, vendors, customers, public contacts, etc.) to avoid creating an impression that they are Government officials.
5. Contract Administration
5.1 The Contractor shall provide all supervision, personnel, equipment, tools, materials, and vehicles necessary to perform all tasks and functions as defined in this Performance Work Statement (PWS).
5.2. Incident/Mishap Reporting. In the event of a safety incident/mishap, the Contractor shall take reasonable and prudent action to establish control of the scene, prevent further damage to persons or property and preserve evidence until released by the investigative authority.
Immediately report the incident to the COR (IF THE CONTRACT DOES NOT HAVE A COR, THEN USE A POC) and the USAFA Safety Office. If the Government elects to investigate, the Contractor shall cooperate fully and assist Government personnel until completed.
5.3. Emergency. Police, Medical and Fire can be reached by calling 911. Caller will reach El Paso County dispatcher and needs to identify that they are located on USAF Academy.
5.4. Fire Prevention and Protection. Base fire prevention personnel will make periodic Government provided facility inspections for regulation compliance.
5.5. Maintaining Clean Work Areas. The Contractor shall ensure all work areas assigned under the PWS are neat, clean, and maintained at all times and immediately report any facility and safety discrepancies to the Government.

APPENDIX B - Sample Description of Classes
Back to Basics: Taking it back to the basics, this class is circuit based, with low intensity exercises designed to get you moving. Don't be fooled by "low intensity;" you sweat and feel the burn. Great for individuals looking to get back in the gym but may not know where to start.
Bootcamp: work your entire body, heart, and muscles, going to and from one exercise to another with no rest. Involves calisthenics and other bodyweight exercises. Your challenge is to take your body to its limit. You work, you sweat, and best of all, you burn calories like crazy.
Kickboxing: This class consists of box aerobics, kickboxing and martial arts moves, put them all together in a fast action, exciting and powerful format. Works all major muscle groups to include cardio and can be modified to any fitness level.
Triple Threat: Step intro, kick, and tone in motion to include weights & balls.
Spin Interval: Emphasis on speed, temps, timing, and rhythm. Movements may include high rpm pedaling on the flats, acceleration drills and recovery stretches. The goal is to develop the ability to recover quickly after work efforts.
Spin Strength: Hills and more hills, this class is characterized by muscular endurance drills, both seated & standing.
Spin Abs: This class combines traditional spin, with an emphasis on the entire midsection, to give you an intense ab/cardio workout.
Total Body Sculpting: A strength and callisthenic class created to really target and sculpt each muscle group.
TRX: A form of suspension training that uses bodyweight exercises to develop strength, balance, flexibility, and core stability simultaneously.
Yoga: A class designed to improve the health, performance, and mental acuity of athletes or individuals interested in improving their level of fitness.
APPENDIX C- Applicable Publications and Forms
Publications and forms applicable to this Performance-based Work Statement (PWS) are listed below. The contractor has coded publications as mandatory (M) or advisory (A). The contractor shall follow those publications coded as mandatory to the extent (that is, the specific procedure in a paragraph, section, chapter, or volume) specified in the PWS. The contractor shall be guided by those coded advisory to the extent necessary to meet requirements in this PWS. At the start of the contract, the Government provides all publications and forms listed. The Government may issue supplements or amendments to listed publications from any organizational level during the life of the contract. The contractor shall keep all issued publications up to date. The contractor shall immediately implement those changes in publications that result in a decrease or no change in the contract price. Before implementing any such revision, supplement, or amendment that will result in an increase in contract price, the contractor shall submit to the administrative contracting officer (ACO) a price proposal for approval. Price proposals shall be submitted within 30 calendar days from the date the contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. The Government will consider changes in the contract price due to supplements, and amendments shall be considered under the "Contract Terms and Conditions-Commercial Products and Commercial Services" clause. The Government will continue to supply the Government forms needed for daily operations. Upon completion of the contract, the contractor shall return to the Government all issued publications and unused forms.
