Section 1 – General Information and Background
1.1 – General Information
The National Park Service (NPS) requires a contractor to operate no-cost seasonal transportation service for visitors between a parking facility at the South Entrance to Yosemite National Park and the Mariposa
Grove of Giant Sequoias. Six heavy-duty, 40-foot, 40-passenger low-floor transit buses will be provided by the U.S. Government. The contractor is required to provide service for up to eight months per year, April through November. All operations and maintenance costs will be paid through this contract under a firm, fixed price.
Yosemite National Park attracts approximately four million visitors annually. The Mariposa Grove is a forest of giant Sequoia redwoods that has existed for thousands of years, with trees renowned for their massive size and longevity. The Mariposa Grove can be visited by as many as 5,000 visitors in a day, but varies from 2,000 or 4,000 on most days in peak season.
Between 2015 and 2018, pre-existing commercial services, a paved motorway, and a visitor parking area were removed from the Mariposa Grove and the natural landscape largely restored. A visitor parking area intended to serve disabled motorists remains within a smaller footprint. However, the majority of peak season visitors enter the grove by riding the no-cost shuttle service. Visitor parking is available adjacent to the South Entrance to the park, where visitors may board a bus for transportation to and from the grove.
The length of the Mariposa Grove Road from the South Entrance Station to Mariposa Grove is 2.2 miles.
The Mariposa Grove is located in Mariposa County, California, with regional access provided through
Fresno and Madera Counties via State Route (or Highway) 41. The distance from Wawona, location of the nearest commercial services, to the Mariposa Grove is 7.9 miles. General information about the park, its natural resources, history, culture, management are found at the park’s web site: www.nps.gov/yose.
For specific information about the restoration of the Mariposa Grove of Giant Sequoias, select the link to
“get involved,” then planning, where the Mariposa Grove Restoration plan is available for downloading.
The plan may be at the following URL: https://www.nps.gov/yose/getinvolved/mgrove.htm.
1.2 – Purpose and Objectives
The Mariposa Grove shuttle operator (contractor) will provide safe, reliable, and efficient transportation for visitors to the Mariposa Grove of Giant Sequoias. The transportation service facilitates greater numbers of park visitors than what can otherwise be supported by facilities and the available parking supply in the Mariposa Grove. The free shuttle provides a higher-quality visitor experience at Mariposa
Grove by consolidating parking for the greatest number of visitors in a remote location, while reducing numbers of vehicles, traffic congestion, and vehicle emissions in the Mariposa Grove. The Contractor will:
• Provide frequent, convenient, and measured shuttle service at no cost to park visitors, under regular schedules and on a fixed route.
• Employ drivers and support personnel who are properly trained and capable of providing courteous, helpful, and safe operations with an efficient and pleasant visitor experience.
https://www.nps.gov/yose/getinvolved/mgrove.htm
• Ensure that all equipment is repaired or maintained in good working order and in accordance with all applicable local, state and federal regulations, manufacturer’s specifications and industry standards, allowing the shuttle system to continue ongoing service and daily operations without interruption.
1.3 – Partnership
The National Park Service preserves unimpaired the natural and cultural resources and values of the
National Park System for the enjoyment, education, and inspiration of this and future generations. The
National Park Service cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The goal of the performance work statement is to appoint a professional and reliable transportation service provider who will operate shuttle buses, helping park managers reduce traffic congestion and parking requirements at the Mariposa Grove. As the NPS is charged with protecting resources and providing for visitor use and enjoyment, a transportation services contractor (hereinafter referred to as
“Contractor”) will play a crucial role in promoting the ecological health and long-term viability of the
Mariposa Grove, in the effective operation of a transportation service, and in the enjoyment, inspiration, safety and well-being of park visitors. The Contractor will exercise some autonomy and discretion in the daily operation of transportation services at the Mariposa Grove. The characteristics of seasonal and daily visitor use and visitation patterns, weather conditions, and economic trends require that the Contractor be flexible, reliable, and devoted to the principle of providing exemplary customer service and satisfaction for the routine transportation needs of visitors to Mariposa Grove. The Contractor and the NPS will work as partners in providing the best and most efficient visitor services possible while operating under the terms of this contract.
The Contractor will be integral to park operations in the Wawona Ranger District and is expected to maintain regular communications with the district ranger and staff, to respond to requests for information, and to participate in meetings pertaining to local park operations, as requested by the NPS.
1.4 – Term
This is a firm fixed price contract with a base year plus four option years. Option years will be exercised at the sole discretion of the Government. Service in the base year will begin Thursday, May 26 and conclude November 30, 2022. Service in option years will extend from April 1 to November 30 annually.
Whether and road conditions permitting, public transportation service will be provided, weather conditions permitting, from early April through the end of November, from 8:00 A.M. to 30 minutes after sunset.
1.5 – Scope
The Contractor shall provide all personnel, equipment (buses excepted), tools, materials, supervision, and other items and services necessary to provide the transportation services defined by this Statement of
Work (SOW). The Contractor is responsible for fully operating Mariposa Grove Transportation Service to ensure safe, efficient operations and a high-quality visitor experience and in accordance with all federal, state, and local regulations as well as with general industry standards.
The Contractor will provide timely, safe, and courteous service on a fixed route and schedules approved by the NPS. The Contractor must hire support staff, including courteous transportation system representatives, to assist visitors utilizing the system.
The Contractor must maintain all vehicles associated provided under the SOW in a safe and cleanly manner and in accordance with manufacturers’ recommendations as well as with all federal, state, and local regulations and general industry standards. The Mariposa Grove Transportation Service consists of 6 heavy-duty, low floor, 40-foot, 40-passenger accessible diesel electric hybrid buses.
The Contractor is responsible for hiring qualified employees and for ensuring that all employees are properly trained to conduct their duties.
While the shuttle routes are expected to remain similar to the current routes, the NPS anticipates there will be some changes to the system throughout the term of the contract. To maintain an efficient system that provides the highest level of visitor service possible, both the NPS and the Contractor will remain flexible and will collaborate to implement system improvements. Changes to the system may include, but are not limited to, a permanent or temporary reduction or increase in frequency and operating hours on any of the routes and changes in the duration of seasonal routes in response to visitation and visitor needs; the permanent or temporary addition, subtraction or substitution of stops; and the addition of a temporary or pilot route. In particular, the Tusayan Route could be extended for a longer season or begin operating on a year-round basis.
The Contractor must provide transportation to and from special events on the fixed route when requested by the NPS, during routine service periods. The Contractor is required to work with the NPS on
Yosemite’s Emergency Evacuation Plan, and, when directed by the NPS, operate transit vehicles to participate in any evacuation requiring the movement of large numbers of park visitors and residents.
