STATEMENT OF OBJECTIVES

For

GIANT VOICE SYSTEM REPLACEMENT

At

Aviano AB, Italy

8 August 2023

1.0 SCOPE

This statement of objectives (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System at Aviano AB, Italy. The current GV system consists of ten (10) GV poles (i.e., towers), which includes seven (7) omni-directional and three (3) directional ASC siren arrays. The new GV system shall consist of ten (10) new outdoor GVTs total and shall provide the emergency, intelligible voice, tones, and pre-recorded alert notifications for the entire Aviano AB, Italy populace. It shall be able to communicate over the existing, wireless, Very High Frequency (VHF) communications infrastructure. The new, stand-alone GV system shall provide sufficient intelligible voice coverage for the entire base populace with real time emergency alerting messages and accurate health system activities. This project covers the following technical objectives:

1.1 The contractor shall utilize the existing wireless radio frequency (RF) Giant Voice two-way communications infrastructure. The audible siren speaker messages shall be optimized, tested, controlled, and adjusted to prevent bleed-over noise into the surrounding communities, i.e., have volume control capabilities.

1.2 The contractor shall install the PC based Central Controllers Consoles (stations), alert graphics display, Central Communication Units and two-way communication alert software with detailed graphics screen and customized range map for control, activation, monitoring, and display of siren status and GV system health status.

1.3 The contractor shall provide a GV solution for ten (10) new siren controller units (SCU), new directional, and new omni-directional speaker arrays to provide adequate and intelligible live voice and pre-recorded messages for the entire Aviano AB, Italy populace.

1.4 The new GV system shall provide terrorist attack announcements, weather warnings, Force Protection, active shooter, exercises, physical and procedural security, mass notification and alert warnings, and local accident information affecting base operations. Specific information on “canned tone announcements” will be defined at walk-through.

1.5 The Contractor shall utilize pre-proposal walk through information to analyze the project requirements, provide sound propagation analysis, perform engineering design tasks, and develop the data deliverables.

1.6 The contractor shall provide all personnel, equipment, installation, configuration management, labor, material, documentation, and services in support of this project. Services shall include: project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, training, and warranty. The contractor shall perform all necessary efforts in the completion of this project to receive system acceptance.

2.0 REQUIREMENTS

2.1 GENERAL REQUIREMENTS. The existing Giant Voice System contains the current total of ten (10) GV poles with ASC speaker arrays. The new GV system shall communicate over the existing wireless VHF radio infrastructure to the ten (10) outdoor Giant Voice poles.

The contractor shall provide all equipment, software, speakers, wiring, electrical power, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to EDFI&T the new, turnkey GV system as stated in this SOO. All equipment, supplies, and materials provided shall be new and not refurbished.

Contractor shall show and explain in their proposal/quote how they will meet the requirements specified in this SOO and provide a list of the major equipment and materials to be purchased and installed under this project.

2.1.1 Safety Requirements

The Contractor shall meet with the base safety officer upon arrival on site for review of the specific safety requirements prior to installation (pre-performance conference safety briefing).

The Contractor shall be responsible for ensuring all personnel engaged in the performance of this contract observe all host country laws concerning safety and in particular D. lgs. 81/2008 and latest reviews. Contractor shall consider in advance interference hazard through a preliminary assessment plan: the DUVRI - Documento Unico per la Valutazione Rischi da Interferenze shall be coordinated with 31 FW/CCPP Base employees safety representative (Phone 0434 30 5709), in accordance with Legislative Decree 81/08. Contractor shall develop a site-specific plan for operational safety (POS - Piano Operativo di Sicurezza) in accordance with Legislative Decree 81/08, prior to starting planned work activities. Employees training certificates shall be included in the POS documents. Contractor's representatives shall receive a safety briefing during the pre-performance conference from Base 31 FW/SEG Occupational Safety Office. Electronic copy of POS will be provided to 31 FS/SEG (Phone 0434 30 7233).

2.1.2 Security Requirements

2.1.2.1 Security Clearances. There are security requirements in the performance of this Task Order. Some of this work may take place in secure areas where Contractor employees shall be escorted at all times. The Contractor shall coordinate access to secure areas at least fourteen (14) calendar days ahead of time. It is the Government's responsibility to provide escorts. The primary contractor shall provide adequately cleared personnel for the performance of this task order. Contract personnel required to perform work within the Command Post do not require a Secret security clearance; Contractor shall confirm this with 31 CS/SCX.

2.1.2.2 Base Access. The Contractor shall process a SFS Contractor/Vendor/DV Pass Request Spreadsheet and provide to 31 CS/SCX within 5 calendar days after contract award. This spreadsheet shall identify the names (as shown on the driver’s license), driver’s license numbers and state of issue, SSN and birth date of the personnel who will be performing work under this SOO, company name, address, phone number and contract number, start date and end date. This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the Government site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations.

2.1.3 Environmental Management. The Contractor shall comply with the most stringent environmental, Aviano AB local laws and regulations, and Air Force policies, instructions, plans, and directives. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Aviano AB, Italy. The Prime Contractor shall ensure their sub-contractors comply with these specifications.

2.1.4 Permits. No digging, construction, or alteration of real property is anticipated as part of this project since the intent is to use the existing infrastructure. If the pre-proposal site visit or a submitted proposal reveals the need for construction work, the contractor must meet any applicable certification requirements to be considered for award.

The Contractor shall coordinate with 31 CS/Plans representative and with Base Civil Engineering (CE) on TRIRIGA completion before any digging is accomplished. The form(s) shall be submitted at a minimum of 14 calendar days after award. The contractor shall complete and process all permits, the AF 332, and AF813 Environmental Study forms, (or other forms, as required) to 31 Communications Squadron Plans Flight (31 CS/SCXP) approximately six (6) weeks prior.

2.1.5 Integrated Product Team (IPT). The contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Contracting Officer (CO), the 38 CSI-B, representatives of 31 CS/SCX and all required base personnel from Aviano AB, Italy. The contractor shall provide a worldwide “Meet Me” Telecon capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the Task Order. The contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e-mail addresses. CDRL A004

2.1.6 Quality Assurance. The Contractor shall provide a Quality Control Program for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them (CDRL A003).

2.1.7 Contractor Personnel

2.1.7.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation. The contractor’s PM shall sign Section 11A. (Installation Activity) on AFTO Form 747 Cyberspace Infrastructure System Acceptance Form which is used as a system commissioning document at the completion of the project. The form will be provided by 31 CS/SCX personnel.

2.1.7.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC. The site POCor alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

2.1.7.3 Personnel Requirements. The Project Manager, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English. The ability to read, write, speak and understand Italian is not required, but would be optional.

2.1.8 Warranty. The Contractor shall warranty the products of its manufacturer to be free from defective materials and workmanship. Break-fix support for hardware, software, speakers, wiring, and any and all other unspecified components of this system related to the new GV system shall be provided for one year after the GV system acceptance date, to include all field trips, telephone support, and shipping costs.

2.1.9 Manuals and Practices. The Contractor shall provide the latest version of operation, installation, overview system schematics, maintenance manuals and practices, users guide for each system installed, as provided by the original manufacturer with all new or new equipment. CDRL A001

2.1.10 In-brief/Out-brief. The Contractor shall conduct a briefing with the site (31 CS/SCX) POC or designated representative at the beginning and conclusion of the project. The in-brief shall inform the customer of implementation plan and necessary support issues. The out-brief shall inform the customer of implementation results and necessary maintenance issues (including warranties).

2.1.11 System for Award Management (SAM) - RESERVED

3.0 SPECIFIC REQUIREMENTS

3.1 Outside Plant Requirements. The contractor shall EDFI&T the two-way, VHF RF communications infrastructure for the new, turnkey Giant Voice system. The contractor shall provide new siren speaker arrays, new solar power panels, and new Motorola APX6500 (or equivalent) radios. All radios shall be J/F-12 certified and compliant. The radios shall use the current authorized frequency for the GV system. Contractor shall confirm with 31 CS/SCXP.

3.1.1 The Contractor shall install seven (7) new omni-directional speakers, and three (3) directional speakers to provide the sufficient audible voice coverage for the entire base populace. See Table 1 and Figure 1.

3.1.2 The contractor shall reutilize the existing metal (steel) poles for the GV towers; the locations of the poles are depicted in Figure 1.

3.1.3 The contractor shall ensure the appropriate voltage and current are provided to the GV siren speakers and Siren Controller Units’ electrical load. The contractor shall test the voltage, current, wire size, distance, transformer size, fuses, breakers, batteries, solar power regulator, current limiting devices, and other variables to ensure they are correctly utilized to drive the new load.

3.1.4 The contractor shall coordinate with 31 CS/SCX and Base Civil Engineering before energizing all new power loads.

3.1.5 The Contractor shall install the proper weatherproof head and liquid tight devices and weatherproof sealants to prevent moisture, water, and insects from entering the dedicated electrical, communication systems and enclosures. The Contractor shall install the 2in electrical PVC tubing conduits, weatherproof and waterproof sealants, connectors, couplings, straps, tape, and cable ties for securing power cables and siren speaker wires.

3.1.6 The Contractor shall install ten (10) new solar power panel units with a voltage regulator to provide the backup electrical power to the sirens and display the battery voltage status. The Contractor shall ensure proper grounding for the GV poles and associated speaker assemblies, IAW NECs, NFPA 780 and UL96A standards.

3.1.7 The Contractor shall ensure proper lightning protection for the new SCUs, radios, and radio antennas.

3.1.8 The contractor shall install the omni-directional antennas, antenna cables, connectors, and brackets, which will be connected to the VHF radios (Motorola APX6500, or equivalent) in the siren control units.

3.1.9 The contractor shall install the omni-directional antenna, antenna cables, connectors, and brackets, which will be connected to the VHF radio (Motorola APX6500, or equivalent) in the communications room of the Command Post (Bldg. 1360), and Alternate Command Post (Bldg. 1135), respectively, and Radio Maintenance Shop (Bldg 1442). Contractor shall confirm with 31 CS/SCX (and Command Post personnel) for the exact locations.

3.1.10 The siren control units shall be sized with the appropriate number of 12VDC batteries for the speaker arrays. All GVTs shall be powered by primary 220V AC power source and backed-up by solar power panels, except for GVT (CL567), which is solar only. The contractor shall coordinate and confirm with Base Civil Engineering for power requirements, if necessary.

3.1.11 Contractor shall install the GPS time server, GPS antenna, antenna cable, power supply, switch, and mounting bracket for maintaining accurate synchronization and timing of the Primary CP, Alternate CP, and Radio Shop central control station desktop consoles.

3.1.12 Upon project completion the contractor shall provide configuration management, the as-built drawings (visio, pdf), detailed system communications schematics, and documentation of the installed system, in PDF format, including the predicted and tested audible coverage areas. (CDRL A001)

3.2 Installation Requirements.

3.2.1 Restoration. Any wall penetrations shall be restored to meet NFPA 1, NFPA 70 and NFPA 72 and Local CE (civil engineering) standards.

3.2.2 Grounding. The contractor shall install new ground copper cable to the Telecommunication Main Ground Bus-Bar (TMGB), near the terminal in all communication rooms. Contractor shall properly ground the GV equipment, associated devices, wirings, siren speakers, SCUs, poles, all site facilities, structures, inside and outside, for personnel safety and equipment protection. Grounding and lightning strike protection shall meet requirements as set forth in MIL-STD 188-124C, Grounding, Bonding and Shielding; electrical power IAW NFPA 780 and UL 96A standards, and base, local, state and federal codes, laws, and National Electric Code’s most recent edition, and Technical Order (TO) 31-10-24 “Installation Practices – Communication Systems Grounding, Bonding, and Shielding,” including those in paragraph 5.1.

3.2.3 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the Rural Utilities Service (RUS) Bulletin 1753F-803 (PE- 33), building electrical system Articles 230, 250, 280, 800, 810 of the NEC, and MIL-HDBK 419A Vol. I and II, Grounding, Bonding & Shield for Electronic Equipment & Facilities. Shields shall be grounded and continuous throughout the cable distribution system.

3.2.4 Power Source. The Contractor shall ensure adequate electrical power for the new SCUs and Central Control Units. The SCU on each GV pole shall operate on the primary electrical (220V AC) power and backup solar power panels that charge the 12VDC batteries.

3.3 Giant Voice (GV) System Installation. The contractor shall install a new, turnkey GV system to provide prerecorded and intelligible voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises. The contractor shall use the most stringent of the directives and standards, including (but not limited to) those in para 5.1. Contractor shall install (7) new omni-directional speakers, three (3) new directional speakers, and a new solar panel package on each of the ten existing galvanized steel GV poles. The speakers shall be directed towards/within the boundaries of the base to provide adequate GV coverage and to avoid bleed-over into the local, surrounding communities. The Contractor shall replace the GV system to provide secure, digital, end-to-end communications method via 256 bit AES encryption package to prevent malicious, unauthorized access, or accidental operation of the system and to protect user data. Refer to Table 1 and Figure 1.

The new GV system shall also provide an interactive map with geographical unit selection to send and receive emergency alerts and contain a color-coded display with detailed status and communication diagnostics information of each node in the GV system and its end devices, such as remote terminal units (RTUs), AC power, amplifiers, batteries, siren(s) activated, sequence ID, along with a time and date stamp, unacknowledged alarms and reports, log alarms and events, and overall system activity and health status.

3.3.1 The Contractor shall provide and install ten (10) new outdoor siren controller units and SCU enclosures. The new enclosures shall be weatherproof, waterproof, and NEMA 4X rated. The contractor shall install the lightning arrestors for protecting the radio transceivers. The new solar power panels shall be installed and positioned in the direction to garner maximum sunlight energy possible.

3.3.2 The contractor shall install five (5) new obstruction lights on top of five poles (CL306, CL196, CL217, CL037 and CL230). Obstruction lights must be incandescent and comply with ETL 11-29. The height shall not exceed 60ft.

3.3.3 The new GV system shall provide pre-recorded voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement, and other messages, to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises. The pre- recorded messages will be provided upon contract award.

3.3.4 Features and Capabilities. The new GV system shall provide the following features and capabilities:

3.3.4.1 The contractor shall provide a solution to install the new weatherproof high power speaker arrays (HPSA) and controllers at the current siren locations. The new siren speaker arrays shall provide adequate and intelligible live voice and prerecorded message coverage for the entire base populace including the following populated areas (see Figure 1).

3.3.4.2 The siren speakers shall deliver alert, warning and informational messages of what to do before, during and after an emergency, threats, exercises or disaster by the operators from the central control stations at the Primary Command Post (CP) Bldg 1360, and Alternate Command Post (Alt CP) Bldg 1135.

3.3.4.3 The Primary CP (Bldg 1360) and Alt CP (Bldg 1135) Central Control stations shall transmit emergency announcements as live voice messages to alert and warn base personnel through remote siren speakers via microphone to any individual zone, group of zones, or all zones’ speakers.

3.3.4.4 The Contractor shall ensure the locations of the speakers shall provide sufficient intelligible voice and tone coverage and the sound shall be controlled and not bleed over into the surrounding communities. The new GV system shall have volume control capability that can be remotely controlled from the GVT(s). The software shall have the ability of providing dB adjustments for all poles, groups, or individual poles without having to physically visit each location.

3.3.4.5 A detailed sound propagation analysis shall be performed to determine the exact siren speaker’s size and intelligible voice coverage. CDRLA006. Sirens’ speaker output levels shall not exceed the safety threshold and limitations IAW standards in paragraph 5.1. The approximate sound propagation and coverage is depicted in Figure 1.

3.3.4.6 Activation and Control Subsystems: The contractor shall use new J/F-12 approved, digital operation VHF (Motorola APX6500 or equivalent) radios, and the latest software for the GV system. The contractor shall provide the central control activation and communication system with the FSK format. The GV system shall be a stand-alone network/system and not connect to the base network. The new GV system shall provide the graphical intuitive interface with the following features:

a. Operator can enable polygon activation to select and activate sirens

b. Individual site and zone activation

c. Schedule automated activations sent from the control center

d. Operator can click on any siren color coded icon to view detailed individual status

e. Operator can utilize the alarm logger to retrieve specific event information based on siren site number and/or date & time. All accurate and real time siren system alarms and events are logged for the operator to view as they occur or after they have already occurred

f. Operator has the ability to monitor communication statistics for each site and reconfigure, add, remove sites as necessary

g. Accurate detailed siren system reports can be retrieved for analyzation, troubleshooting, appropriate corrective action taken, and maintenance

3.3.4.7 The Contractor shall provide the latest software versions for the new GV system which shall be compatible to and integrate with the Government Furnished Equipment (GFE) Blackberry AtHoc IP Integration Module. The Contractor shall integrate and test to ensure the new GV system is compatible, functional, and properly operates with the GFE Blackberry AtHoc IIM64. The AF EMNS PMO has the current contract to perform the integration and migration of the GFE Blackberry AtHoc IIM64 with the AtHoc net-centric Network Alerting System. The Base will coordinate with AFMC AFLCMC/HNI to request support for the IIM64 and with HQ ACC/A3O Lead Command to request support for the integration and migration scheduling of the new GV system with the AtHoc network alerting system.

3.3.4.8 The new GV system shall allow operators to activate remote siren controllers independently, in groups, or an entire system. The system shall be equipped with a silent test diagnostic that allows it to test all major system components without producing an audible signal.

3.3.4.9 Each Speaker Array shall be equipped with a siren controller unit, solar power panels, new J/F12 approved digital operation VHF radio (Motorola APX6500 or equivalent), and 256-bit encrypted control and status monitoring. The Siren Controller Unit utilizes a separate vented battery cabinet that isolates the batteries from the electronic circuitry.

3.3.4.10 The Siren Controller Unit shall use extremely efficient hot swappable pulse width modulated amplifiers or single board amplifiers to provide the highest reliability and efficiency in a small modular weatherproof enclosure. Controller units shall be powered from standard 12VDC batteries, and the sirens shall operate continuously for at least 30 minutes in tone and voice on battery backup.

3.3.4.11 The amplifier shall be a modular component, which is hot swappable or single board amplifier, allowing easier maintenance and increased redundancy.

3.3.4.12 The remote siren controllers shall allow for multiple activation sequences to be programmed from the primary or alternate control stations or locally at the siren site.

3.3.4.13 The new GV system shall be programmed to perform automatic testing of all speakers in the system, weekly and/or monthly routine report, quiet testing, growl testing, or a full system test.

3.4 System Interface. The new GV System shall provide the following features:

a) Application Programming Interface (API) or a way to remotely activate audible alerts.

b) Standard TCP/IP network protocols, RS 232, RS-485 and audio-in input.

c) The API shall conduct all interactions using XML messages conforming to the OASIS (Organization for the Advancement of Structured Information Standard) Common Alerting Protocols (CAP) Standard

d) Target activation of specific sirens or speakers.

e) The API shall allow an external system to initiate specified pre-recorded audio alerts in the Giant Voice/PA system

f) Request reports on the status of delivery and activation of an alert already in progress; specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.

g) Terminate an alert already in progress.

h) Request reports on system health status, replying with a detailed response.

i) The Giant Voice system shall allow the activation of target siren or speaker via RF or dry-contacts or audio-in input.

3.5 Pre-programming. The new GV system shall be pre-programmed with the following messages. The pre-recorded messages will be determined at the Walk-through.

3.5.2 Broadcasting Tones:

3.5.4 Control System will perform the following functions:

· Reset - used to reset all poles

· Cancel - used to cancel a message in mid-stream

· Strobe light (On/Off)

3.6 Zone Selectable. The new GV system shall provide a speaker zone selective functions and configurations. All zones are linked to provide simultaneous activations and selective zone ability to activate each individual zone. The GV system shall allow for the pre-configuration of ten (10) zones, which can be selected by the operator to promptly issue an announcement to the selected area. The zone configuration will be determined at the walk-thru. Contractor shall confirm number of zones with 31 CS/SCX and Command Post.

3.7 Central Control Stations. The GV system shall be capable of being activated, monitored, and controlled, send and receive real-time accurate siren status, and all system alarms and activities from the Primary CP (Bldg 1360) and Alt CP (Bldg 1135). The Contractor shall install the latest Firmware which shall provide an easy to use, customizable graphical user interface (GUI) that allows operators to selectively activate sirens or make live voice announcements on the map to launch the messages. The interactive map displays the accurate color-coded status of each node in the network and its end devices such as siren speaker arrays. The actual trouble signals and/or correspondent color- coded status shall notify the operator of equipment degradation or failure. The Contractor shall provide the GPS time servers, GPS antennas, cables and mounting brackets for maintaining the accurate timing and synchronization of the central control desktop computers.

3.8 Primary Central Control Station, Command Post, Bldg 1360: The contractor shall provide a 22in monitor, inkjet printer, Desktop PC with Windows 10 OS, two-way central communications software package, Smart UPS and noise canceling microphone. The desktop PC console, communication control unit and desktop microphone shall be installed on the Command Post operator station. The Motorola APX6500 radio (or equivalent) shall be installed in the communications room. The antenna cable shall be installed and connected to the fiber glass omni- antenna. The electrical power outlet shall be available for the radio power. The Primary central control station will communicate over the wireless RF communications infrastructure to all remote GV siren poles. Contractor shall provide and install the GPS time servers, GPS antennas, LMR400 coaxial antenna cable, antenna surge protector and mounting brackets for maintaining the accurate timing and synchronization of the central control PC console. Contractor shall confirm all equipment placement (locations) with 31 CS/SCX.

3.9 Alternate Central Control Stations, Alt CP, Bldg 1135 and Radio Maintenance Shop, Bldg. 1442: The contractor shall provide a 22in monitor, inkjet printer, Desktop PC with Windows 10 OS, two-way central communications software package, Smart UPS and noise canceling microphone for each station. The desktop PC console, communication control unit and desktop microphone shall be installed on the Alternate Command Post operator station and Radio Maintenance Shop operator station. The Alternate central control station will communicate over the wireless RF communications infrastructure to all remote GV siren poles. Contractor shall provide and install the GPS time servers, GPS antennas, LMR400 coaxial antenna cable, antenna surge protector and mounting brackets for maintaining the accurate timing and synchronization of the central control PC console. Contractor shall confirm all equipment placement (locations) with 31 CS/SCX.

Note: the central control station in the Radio Maintenance Shop shall be used for troubleshooting and maintenance only and shall not have any activation capability of the GV system.

3.10 Backup Power for Control Stations. The contractor shall provide each central control station, not protected by a facility UPS, with its own backup power (UPS) to maintain operations during temporary losses of base utilities. Backup power capacity for Fire Alarm systems is defined in the National Fire Alarm Code, NFPA 72 and section 5.1. As stated in Annex of NFPA 72, mass notification systems should have the same backup power capacity as fire alarms. NFPA 72 states that the secondary supply for the control station shall be capable of supporting alarm operation for a minimum of 4 hours.

3.11 Backup Power for Siren Speaker Locations. Each siren speaker location shall have new batteries backup power to maintain operations during emergencies that could result in temporary loss of normal base utilities IAW NFPA 72. Each siren speaker shall have the batteries which are charged and shall be capable of operating the system under quiescent (non-alarm) load for a period of 72 hours and then shall be capable of operating the system under an emergency condition for 60 minutes at maximum connected load.

3.12 Wiring and Infrastructure. The contractor shall provide and install new signaling wiring to include RF cables and devices to provide reliable, robust, redundant, and resilient control and communications of the new GV system.

3.13 Electrical Power. Contractor shall use the existing electrical power sources to provide power to the GV system. The base Civil Engineering Squadron (31 CES) will identify the facility and power for supplying the electrical power. In addition to coordinations with 31 CS/Plans, the Contractor shall coordinate with and obtain approvals from base Civil Engineering Electrical Shop on power removal, modification, and/or installation feeds at each site. Installations must comply with NFPA 70 (National Electric Code) and UFC 3-520-01 low voltage requirements.

3.14 Coordination. All support shall be coordinated with and approved by 31 CS/SCX and 31 CES.

3.15 Audible Signal. When broadcasting tone alerts for different warnings and when used as a vocal GV system for command and control instructions, the speaker system shall produce an audible signal and intelligible voice messages to any personnel located in the Base populated areas.

3.16 Music and Voice. The new GV system shall be capable of broadcasting standard military music selections and pre-recorded voice messages.

3.17 Onsite Training. Upon completion of the installation process, the Contractor shall provide User Training to the designated Site Staff in accordance with the customer requirements. User training shall include step-by-step instructions on the utilization of all features of the new system as well as basic system troubleshooting. The Contractor shall provide operational training to the users and system training to the Operators/Maintainers as needed. Instructional sessions shall be permitted to be videotaped for future training purposes. The Government shall retain the right to duplicate and distribute the training material for future training purposes. This training shall include setup, configuration, operations, and user diagnostic, repair and replacement. The contractor shall coordinate with the 31 CS/SCX to obtain a classroom for the instruction on the system, include the operational and maintenance requirements of the system for up to twenty (20) students utilizing a government approved training plan. CDRL A007

3.18 Debris Removal and Site Restoration. The Contractor shall remove equipment (electronics, cabling, and power) which is not used in the project, to include all spares. 1f needed, the Contractor shall coordinate with 31 CS/Plans on power removal, modification, and/or installation feeds at each site. Installations shall comply with NFPA 70 (National Electric Code) and UFC 3-510-01 low voltage requirements. The contractor shall coordinate the disposal of all equipment and residuals from this project including amplifiers, wiring, conduits, and cabling with 31 CS/Plans at Aviano AB, and as directed by the contracting officer, IAW environmental laws and regulations at Aviano AB, Italy. Prior to project completion, the contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard. The contractor shall restore the soil, ground, and all disturbed areas to their original conditions upon completion of the installation.

3.19 Final Acceptance. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the government representative from 31 CS/SCXP. This should be scheduled at least 5 calendar days prior to the acceptance. The contractor shall perform testing and inspections of the GV systems IAW the approved test plan. When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed, related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance. CDRL A005

3.20 Service Outages. The Contractor shall be responsible for preventing any unscheduled (i.e. cutting or disabling any in-service cables or equipment), Contractor-caused interruptions of communications capabilities. It is recommended the Contractor coordinate all planned, known outages with 31 CS/SCX, prior to start of installation. Notification and coordination shall be 7 days in advance of the outage if the implementation necessitates disruption of services, (e.g., communications, electrical, or other utilities).

3.21 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un- manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The contractor shall label all equipment and cables they install in accordance with ANSI/TIA/EIA-606-A-2002. The Contractor is responsible for coordinating and paying any repairs to base infrastructure caused by damage made by the Contractor through negligence or failure to adhere to installation Civil Engineering authority’s guidance on existing infrastructure (cables, power lines, equipment, etc.).

3.22 Installation Schedules. The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and system. CDRL A002

3.23 Weekly Status Reports. The Contractor shall prepare a Weekly Status Report and distribute IAW CDRL A003. The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements.

3.24 Red-Line and As-Built Drawings. The contractor shall submit drawings showing the “as built” configuration in Visio format, along with PDF format. The As-Built Drawings shall include the locations of all existing and new tower locations; the GPS coordinates of each tower location, the logical diagram of the new integrated GV system, the facility location of the GV equipment, a floor plan of the room location, power source facilities and connections, a rack elevation plan of the integrated GV equipment, and tested coverage areas for Aviano AB, Italy. The coverage area drawings shall be shown on a satellite image of the coverage areas with the street names, facility locations and other geo-references shown. CDRL A001

3.25 Restricted Access Areas. Aviano AB, Italy may have some restricted areas where access is limited and requires Government escorts. The contractor shall coordinate with the 31 CS/SCX, 14 calendar days in advance for escorts and accessibility.

3.26 Test Plan. The contractor shall submit a written test plan that details how they will test the new GV system and ensure compliance with Unified Facilities Criteria (UFC) 4-021-01. In addition, the contractor shall submit written step-by-step and troubleshooting instructions to system operator(s) for conducting periodic system tests. The test plan shall include the Cutover Plan. The new GV system shall be tested and demonstrated to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. The Contractor shall also test and demonstrate the GV system to the Government Quality Assurance evaluator (e.g., clear intelligible live voice announcements at approximately 2000 ft. away from the siren poles). CDRL A005

3.27 Acceptance/Installation Test Report. The contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan. CDRL A006

3.28 Cutover Plan. The Contractor shall provide a detailed cutover plan and schedule to delineate how the transition shall be implemented to minimize or avoid the existing GV system operation down time. This plan shall outline how the system shall be placed into service and clearly specify how the newly installed system shall connect to the existing GV RF infrastructure and network alerting system IAW CDRL A005.

3.29 Testing Requirements. The Contractor shall furnish all test equipment and personnel required to conduct all required testing. The Contractor shall perform the testing, optimize, and adjust the speaker volume level to prevent excessive distortion/echo of the voice message which will decrease intelligibility to unacceptably low levels. The Contractor shall conduct a live voice test and the government personnel will listen and assess the intelligibility/clarity of the voice announcement at a distance of 2000 ft away from each siren pole. The Contractor shall document all test results in a “Test Report(s)” and submit to 31 CS/SCX, 38 ES/ENII within five

(5) business days of completion of each test. During any testing phase, the Government reserves the right to perform any of the Contractor performed inspections and tests to ensure solutions conform to prescribed requirements. The Contractor shall bear the burden of any and all undisclosed costs. The Contractor shall provide on-site support during the acceptance testing IAW CDRL A006

3.30 RF Communications/Line of Sight Test. The contractor shall test digital two-way RF transmit and receive communications signals from the Central Control Stations and antennas to the remote Siren Controller Units and antennas. Test shall be accomplished to ensure robust, digital two-way RF communications signals strength of the new GV system.

4.0 GENERAL INFORMATION

4.1 Delivery Date. The delivery date shall be determined by the winning Contractor bid, but shall not exceed 180 days after the date of contract award. All work including installation, training, testing, and acceptance shall be completed within this timeframe.

4.2 Place of Performance. The place of performance is at Aviano AB, Italy.

4.3 Hours of Operation. The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed at Aviano AB, Italy. Normal duty hours are: 0730 – 1600 local time. Any other work schedule outside of normal duty hours requires 31 CS/SCX and Contracting Officer (CO) approval. The Contractor shall not perform work under this contract on US or Federal/bank holidays or site- unique down-days unless expressly authorized by the CO and coordinated with the host base 31 CS/SCXP.

Part or all of the facility may be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities. If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working hours in the Proposal.

4.4 Base Support. The laydown and dry storage areas will be provided upon request. The contractor shall request the amount of storage in their proposal and secure this area if needed. If the base cannot provide the request area, the contractor will be required to find another area.
