About this file

This is a Questions and Answers document for Solicitation 040ADV-26-R-0019, addressing clarifications on key personnel requirements, project scope, and operational procedures for a pipe rehabilitation project.

The document clarifies four primary areas: (1) Key personnel assignments must each be filled by separate individuals with no dual-role assignments permitted; (2) GPO will consider equivalent combinations of relevant experience, technical training, and professional certifications in lieu of stated education requirements on a case-by-case basis for positions requiring bachelor's degrees; (3) Only two excavation pits are required for pricing purposes based on previous drain assessment reports, with additional pits addressed through change order if needed; and (4) Extended work hours are permitted until 7:00 PM on days when CIPP lining installation and curing operations are in progress, with all associated costs borne by the contractor. Overnight unattended equipment operation is permissible only after equipment specifications are submitted to and approved by the GPO Safety Department. All requests for extended hours and overnight operations require three-day advance coordination with the Contracting Officer's Representative (COR) on an individual basis rather than through blanket pre-construction conference approval.

Solicitation 040ADV-26-R-0019 Questions Responses

Question 1: Key Personnel — Dual-Role Assignments

Reference: Section C, Paragraph 14 and Section H.1

Sections C.14 and H.1 state that each key personnel position "shall be filled by one full-time equivalent (FTE) for the total duration of this project." Given the nature of the project scope

(approximately 510 linear feet, 8-week performance period), may a single individual serve in more than one key personnel role simultaneously — specifically, may the Project Manager also serve as the Quality Control Lead and/or Safety Lead — provided that individual meets the minimum qualifications for each role? Or does GPO require five separate individuals for the five designated key personnel positions?

- Dual role assignments are not allowed under this contract. Each key personnel position must be filled by a separate individual. All proposed key personnel must meet the minimum qualifications for their respective role.

Question 2: Key Personnel — Alternative Qualifications

Reference: Section C, Paragraph 14 — Key Personnel Minimum Education Requirements

For key personnel positions requiring a bachelor's degree (Project Manager, Quality Control

Lead, Safety Lead), the solicitation states the education requirement is "waived for 10 years of experience in a similar role." If a proposed candidate does not hold the required degree and has fewer than 10 years of experience but more than the stated minimum (e.g., 5–9 years), will GPO consider equivalent combinations of experience, professional certifications, and/or technical training as meeting the education requirement?

- GPO may consider equivalent combinations of relevant experience, technical training, and professional certifications in lieu of the stated education requirement. Such determinations will be evaluated on a case-by-case basis to ensure the candidate meets the intent of the requirement.

Question 3: Additional Access Pits

Reference: SOW Section 4, Task 4.2 — Excavation

The SOW states the Contractor shall "excavate a minimum of two (2) access pits" to support inspection, cleaning, and CIPP lining operations. Based on the 2025 SSES assessment, the west-side piping had multiple blockages that limited inspection access, and additional access points may be required to successfully complete the CIPP rehabilitation of all nine sections.

a) If more than two access pits are required to complete the work on all nine pipe sections, should the Contractor include the cost of additional pits in the firm fixed price, or will additional pits be addressed via change order or contract modification?

b) If additional pits should be priced in the base proposal, how many total pits should offerors assume for pricing purposes? Or should we handle this as a change order during the project?

- Based on previous drain assessment reports, only two (2) excavation pits are required to perform the work.

Question 4: Extended Work Hours and Overnight Equipment Operation

Reference: RFP Section F.7; SOW Section 4, Task 4.3 — CIPP Lining Installation

The stated normal business hours for this project are 7:00 AM to 3:00 PM. The CIPP lining process may require the Contractor to remain on site beyond 3:00 PM to complete liner installation and initiate the curing process. Additionally, once a liner is installed and curing has begun, equipment may need to remain running overnight unattended to maintain pressure and ensure the liner cures properly.

a) Will the Contractor be permitted to extend work hours beyond 3:00 PM on days when CIPP lining installation and curing operations are in progress?

- Yes, GPO will support the Contractor extending work hours until 7PMon days when

CIPP lining installation and curing operations are in progress. Any costs associated with extended hours, including overtime or weekend work, shall be borne by the contractor.

b) Will the Contractor be permitted to leave curing equipment running overnight unattended to ensure proper liner cure and placement?

- The Contractor must provide all equipment specifications to the GPO Safety Department for review prior to determining whether overnight, unattended operation is permitted.

c) If extended hours and overnight equipment operation are permitted, is the standard 3-day advance coordination with the COR required for each occurrence, or can a blanket approval be established for all lining days at the pre-construction conference?

- Yes, the contractor must coordinate with the COR three days in advance for each request for extended hours and/or overnight equipment operation.
