Market Survey Project Title: National Laboratory Certification Program (NLCP)

This is not a solicitation announcement. This is a sources sought synopsis only seeking responses from Small Businesses. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to this 541690 NAICS Code. Teaming is encouraged. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only.

The requirement is anticipated to include a one year base period with three (3), twelve (12) month option periods. After review of the responses to this sources sought announcement a solicitation announcement may be published in SAM.gov at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the questions listed below. In addition, please provide a capability statement addressing your organization's ability to perform as a prime contractor the work described below.

Project Title: _National Laboratory Certification Program (NLCP) Background:

The Center for Substance Abuse Prevention, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one-year cost reimbursement contract with three option years. The Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Substance Abuse Prevention (CSAP) is interested in highly experienced organizations able to maintain the National Laboratory Certification program. The National Laboratory Certification Program (NLCP) is the scientific and forensic laboratory certification program specified in the Mandatory Guidelines for Federal Workplace Drug Testing Program: Final Rule, Federal Register, 82 FR 7920 – 2017) October 1, 2017. The NLCP ensures those drugs testing results reported by laboratories for Federal agencies and for industries regulated by the Department of Transportation and the Nuclear Regulatory Commission are scientifically and legally supportable. There are 24 certified laboratories currently participating in the NLCP. This contract will provide the technical evaluations and reports CSAP/SAMHSA requires to ensure complete oversight of the NLCP. The contractor will be required to prepare performance testing samples, technical evaluations of the results on the performance testing samples, maintain a semi-annual laboratory inspection program, prepare technical reports, and conduct various administrative tasks. In addition, the contractor will develop and present inspector training, develop special reports, and conduct special projects related to testing biological specimens such as oral fluid, sweat, and hair for workplace drug testing. The NLCP is a cost recovery program. The contractor collects various fees from participants to offset the costs associated with applying and maintaining certification.

Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). A copy of the company capability statement will also be accepted. Responses are due on February 2, 2022. The anticipated period of performance is one year with three one year option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in Sam.gov.

Only Small Businesses may respond to this sources sought. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions:

1. Is your business a small business under the NAICS code?

2. Does your firm qualify as a small disadvantaged business?

3. If disadvantaged specify is your firm certified under Section 8(a) of the Small Business Act?

4. Are you considered a certified HUBZone firm?

5. Are you considered woman-owned or operated business?

6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned?

7. Is your business a large business?

8. Demonstrate your proven capability and current in-house capacity to provide urine samples on a quarterly basis for Performance Testing of forensic workplace drug testing laboratories, analyze and report the results in a manner such that any necessary laboratory remedial actions can be accomplished prior to the shipping of the next set of PT samples.

9. Demonstrate your proven capability and current in-house capacity to conduct a semi-annual laboratory inspection program using Federal workplace drug testing laboratory science subject matter experts, prepare technical critiques from the inspection reports, identifying laboratory deficiencies, issue the critiques to the laboratory in a manner such that any necessary laboratory remedial actions can be accomplished prior to the next inspection.

10. Demonstrate your proven capability and current in-house capacity to assess the science of workplace drug testing using urine, oral fluid, sweat (patch), and hair testing in a screening and confirmatory test laboratory program. Describe needs of States and Jurisdictions within the distinct and diverse context of each of the five NPN Regions and develop technical assistance approaches and tools to best address those needs within a Regional context.

11. Demonstrate your proven capability and current capacity to provide technical assistance in a variety of formats and media including site visits, training, telephone and teleconferences, presentations, email, meetings, workshops, and conferences.

12. Demonstrate your proven capability and current capacity for providing analytic support and technical writing and editing of written products such as revisions to scientific regulatory text and proposals, such as the two Federal Register Notices mentioned above, summaries of scientific research literature related to workplace drug testing, evaluation reports, briefing papers, concept papers, and presentations, and training materials.

13. Demonstrate your staff capability regarding formal academic training and relevant experience to perform the work referenced in the project description.

This is not request for proposal and in no way obligates the Government to award any contract. Responses to this notice shall be emailed to SAMHSAContracts@SAMHSA.HHS.GOV. Responses must be received no later than February 2, 2022 by 3:00PM Eastern Standard Time. The subject line must have the Reference No. 283-22-0576 and Market Survey Response.

No solicitation is currently available. Responses to this sources sought synopsis will not be considered adequate responses to the solicitation, a request to be added to a prospective offerors list, or a request to receive a copy of the solicitation. Reference No. 277-22-0576.
