About this file

This document is a Questions and Answers (Q&A) addendum for a United States Space Force (USSF) cyber training pilot program. The document details 14 specific questions and corresponding government responses regarding training requirements, including instructor qualifications, accreditation standards, delivery methods, and program scalability. Key details include: the training must be delivered at a contractor facility in the Continental United States, with no remote delivery option; instructors must have specific cybersecurity certifications (CCNP, CEH, OSCE3, GIAC, GXPN); course instruction must be accredited by a recognized academic institution, preferably within the Space Force University Partnership Program; and the program includes a 100-hour capstone event that will be evaluated using multiple feedback mechanisms. The government envisions this pilot potentially expanding into a larger effort, with any future procurements complying with the Competition in Contracting Act (CICA).

Paragraph

Reference Question/Comment Government Response

1 PWS §5.0 Requirements 2

“All course instruction shall be accredited by a recognized academic institution, preferably one within the Space Force University Partnership

Program or an equivalent DoD-recognized partner.”

Will the government consider proposals from vendors whose programs are delivered in partnership with accredited institutions

(e.g., articulation agreements, MOUs), but are not themselves accredited entities, as meeting the accreditation requirement?

If the articulation agreement or MOU is with an accredited academic institution, preferably within the UPP, and it provides direct academic credit toward a degree, the Government will consider the proposal as meeting the accreditation requirement.

2 PWS §5.0 Requirements 2

“Should be aligned with one of the 14 Space

Force University Partnership Programs or an equivalent relationship to the Department of

Defense.”

Will participation in other DoD education initiatives such as

SkillBridge, AF COOL, or apprenticeship programs be considered equivalent to formal affiliation with a Space Force University

Partnership Program (UPP) institution?

Consideration will depend on how the relationship is structured with the university or academic institution and whether it demonstrates a clear academic affiliation comparable to the UPP.

3 PWS §5.0 Requirements Page 1-2

“Provide an instructor staff with the applicable certifications: CCNP, CEH, OSCE3, GIAC, GXPN… resumes must clearly demonstrate certification & qualifications.

If a proposed instructor lacks one of the listed certifications (e.g., GXPN) but holds equivalent or higher-level credentials (e.g., OSCP, OSWE) and has substantial operational experience, will that satisfy the PWS qualification requirements?

If the instructor has a higher-level certification combined with substantial operational experience, it must be clearly articulated in the resume and would satisfy the PWS qualification requirement.

PWS §6.0 Period and Place of Performance

Place: Contractor facility or mutually agreed upon Continental United States (CONUS) location.

Would the government consider a remote delivery model, if it enables greater access to high-quality instructors or more efficient use of training resources?

No, remote delivery model WILL NOT be considered.

PWS §4.0 Objectives / §5.0

Requirements

“Offer a scalable program design that may support future iterations.”

Does the government envision this pilot program scaling to additional cohorts, locations, or USSF units in the future? If so, should offerors address long-term scalability and sustainability plans in their technical proposal?

This pilot may expand into a larger effort in which some, most, or all cyber training is provided by a contractor, depending on the effectiveness of the pilot. Any follow-on procurements will comply with the Competition in Contracting Act (CICA).

PWS §3.0 Scope / §5.0

Requirements N/A N/A

Will the 100-hour capstone event be evaluated based on student performance, instructor-led design, lab environment quality, or a combination? Are there specific criteria or rubrics used?

The quality of the capstone will be evaluated using multiple feedback mechanisms to the

USSF program manager. These will include student feedback, lab environment, USSF

Career Field Manager assessment, and projected operational training requirements that will be provided by the government.

7 N/A N/A N/A Is there a recommended or minimum instructor-to-student ratio that the government expects for in-residence training delivery?

No. A minimum instructor-to-student ratio has not been established for this pilot.

8 N/A N/A N/A

If a contractor is exclusively providing training services and not engaged in systems engineering, evaluation, or advisory roles, can a single statement of “no OCI” be submitted instead of separate forms for each category?

A single "No OCI" statement is acceptable

9 N/A N/A N/A

Can the government clarify the role of Wits Solutions, Inc. in the evaluation process? Will they participate in source selection or only support technical analysis?

Wits Solutions, Inc. provides Contract

Specialists under a support services contract.

They perform advisory tasks such as document preparation, file management, and technical analysis. In accordance with FAR 7.503(c) and

DFARS 207.503, they do not perform inherently governmental functions, serve as SSA or SSEB members, or make decisions reserved for

Government officials.

10 N/A N/A N/A

For the Rough Order of Magnitude, does the government prefer pricing to be broken down by module, by labor category, or by student-week format for clarity and comparability?

See amended Attachment 01 Addendum to

52.212-1 & 52.212-2.

PWS §8.0 Government

Furnished

Property/Equipment

(GFP/GFE)

3 N/A

The PWS states no GFE will be provided. If future delivery requires on-site or mobile cyber range capabilities at a government location, would GFE or access to lab systems be reconsidered?

The intent for future delivery is intended to be completely outsourced to the contractor with a delivery method that does NOT require GFE.

12 PWS §5.0 Requirements 2

List of 14 Space Force UPP universities; “All course instruction shall be accredited by a recognized academic institution, preferably one within the Space Force University Partnership

Program…”

Would a signed MOU or formal instructional partnership with a university listed in the Space Force University Partnership

Program—such as Howard University—be considered sufficient to meet the accreditation requirement outlined in the PWS?

Yes. If the training transfers into academic credit toward a degree or certificate program with the university, it will be accepted.

13 N/A N/A N/A

Will participation in future delivery opportunities under this pilot require a separate competition, or will awardees of this pilot be considered for follow-on work under sole-source or expanded scope arrangements?

Any follow-on procurements will comply with the Competition in Contracting Act (CICA).

PWS §10.0 Inspection and

Acceptance

USSF will inspect all deliverables for completeness and quality. Final acceptance will occur after review of training outcomes and deliverables.

Are there any existing cyber training standards, frameworks, or evaluation rubrics the government plans to use when assessing instructional quality or training outcomes for this pilot?

See attachment 5.
