Labor Category Education/Experience Requirements Duties
MANAGEMENT
Program Manager
Bachelor’s degree in a related field with at least 10 years’ experience in a management position, managing 50 or more employees preferred. This role requires deep expertise in leadership development and talent programming across the talent lifecycle, especially with senior leaders and executives;
program management; supporting high-impact and highly visible programs; and large-scale, national program rollout.
Serves as the Contractor's primary contract manager and shall be the Contractor's authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), government management personnel, and customer agency representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates. Duties also include ensuring all programs run within scope, time, and budget constraints and is responsible for a team of task and functional leaders, subcontractors, and support personnel.
Business Manager
Bachelor’s degree, 10 years of work experience in federal contracting with emphasis on accounting or finance, and at least 5 years of managerial experience.
Serves as the point of contact for finance and accounting.
Oversees the collection, analysis, and NF533 reporting of the contract to the Government. The Business Manager is responsible for the direction and coordination of several business office operations, including contract administration and procurements. The Business Manager shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), the task order monitor(s), government management personnel, and customer agency representatives. Reports to the Program Manager.
Deputy/Assistant Program Manager
Bachelor’s degree in related field and at least 5 years of supervisory experience required.
Serves as the Contractor's second line overall contract management. The absence of the Program Manager shall be the Contractor's authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), government management personnel, and customer agency representatives.

Reports to the Program Manager and is responsible for the overall management of teams and tasks and ensuring that technical solutions and schedules in task orders are implemented in a timely manner. Performs enterprise-wide horizontal integration planning and interfaces to other functional areas. Works directly with senior level government officials on projects such as business development.
Supervisor Bachelor’s degree and at least 4 years of related experience

Administrative Assistant
High school diploma or equivalent and at least 5 to 10 years of experience. Proficiency with Microsoft Office Suite and ability to learn other software tools. Possess good communication and listening skills, be detailed, and customer service- oriented.
Supports program/project management by performing secretarial/administrative duties such as scheduling meetings; maintaining files; preparing travel orders and vouchers; reserving conference rooms; receiving callers;
assisting with graphics preparation and presentations;

Clerk
Performs routine office work to support NSTEM activities and projects. May answer incoming telephone calls and messages via social media (including email) and log and refers calls/messages to appropriate personnel. May relay simple information when no subject matter knowledge is involved. Operates office machines such as office copiers, printers, projector, and fax machines. Assembles copies of correspondence as instructed.
May prepare reports, orders, and materials for various activities and projects. May set up virtual meetings and activities as required.
High school diploma or its equivalent.
Contracts Manager
Bachelor’s degree in contract management and/or administration, public administration, business management or a closely related field a minimum of years of related experience.
Responsible for directing identification, development, and implementation of the entire range of contract formation and negotiation. Prepares proposals, negotiate contracts and administers commercial and government contracts following company policies and legal requirements. Drives implementation of strategic contract opportunities with the most significant impact on the company. Coordinates with all levels of management to gather, analyze, summarize, and prepare recommendations on sourcing strategies, practices, and procedures. Participates in developing Quality Control Plan.
Financial Analyst
Bachelor’s degree in business administration or a related field with 6+ years of prior relevant experience or Master’s with 4+ years of prior relevant experience.
Performs complete analytical and evaluative duties connected with budget formulation, execution, and reconciliation. Develops financial operating plans and procedures; projects financial needs and costs; prepares periodic funding reports; analyzes expenditures related to planned spending and ensures adjustments are made on time.

Payroll Clerk
Associate degree or the equivalent in related work experience of 8 years.
Responsible for all tasks involved in processing payroll specific to NASA Internship Program.
Duties may include collecting timesheets, calculating wages, and ensuring timely funds disbursement.
Responsible for compiling and recording employee time and payroll data. Responsibilities may include computing employees' time, production, and commissions, computing lost wages, and deductions or preparing paychecks. Compile payroll data, including hours, vacation time, garnishments, insurance, and 401(k) deductions—review timesheets for completeness and accuracy. Contact supervisors and managers for any missed time. Process weekly and bi-weekly payroll; review payroll journals for accuracy;
reconcile errors as needed. Compile internal management reports from payroll software. Responsible for compiling and recording employee time and payroll data.
Responsibilities also may include computing employees' time worked, production and commissions, and computing and posting wages and deductions or preparing paychecks.

Ability to liaise internally and externally on administrative matters.
Performs high-level secretarial work under the supervisor of a supervisor and/or manager. Reviews materials prepared for supervisor's approval for typographical accuracy and proper format. Maintains recurring internal reports, such as time and leave records, office equipment listings, correspondence controls, training plans, etc. Requisitions supplies, printing, maintenance, or other services. Types, takes, and transcribes dictation, and establishes and maintains office files. Answers telephone and emails, responds to routine questions and requests and refers calls and visitors to appropriate staff. Controls mail and assures timely staff response; may send form letters. As instructed, maintains calendars, makes appointments, and arranges for meeting rooms. Makes travel arrangements as appropriate.

TECHNICAL
Data Analyst
Bachelor's degree with specialization in a related field and at least two (2) year of relevant experience
Performs quantitative and qualitative data analysis; functions as an internal consultant to the organization; develops reporting solutions and analytic methodologies; establishes and presents data analysis for internal and external customers. Responsible for the process of business needs collection and documentation; data and systems analysis;
report design and creation; data findings formatting, aggregation, and presentation; results analysis;
documentation of processes and findings. Works directly with clients, project, and business leaders to identify analytical requirements.
Education Coordinator

Education Coordinator I – Bachelor’s degree and a minimum of 2 years of experience Education Coordinator II – Master’s degree and a minimum of 4 years of experience Education Coordinator III -doctoral degree and minimum of 6 years of experience educational standards and developments. Evaluates the effectiveness of equipment, supplies, and materials used in the implementation and devises strategies to incorporate state-of-the-art resources to optimize curriculum design, delivery, and effectiveness. Education Project Manager
Bachelor's degree with 6-10 years of experience or Advance degree with 3-8 years of experience
Works with NASA personnel to oversee a portfolio of mission-related activities and projects. An education project manager coordinates people and processes to deliver on-time activities and projects within budget with the desired outcomes aligned to objectives. May oversee from a minimum of 2 activities/projects at a time. An education project manager is a bridge between NASA technical management, stakeholders, and the teams tasked with executing the activity and/or project.
Education Specialist
(I, II, III)
Bachelor’s degree (Master’s degree preferred) in Education or a technical subject (science, technology, math or engineering).
Teaching Certificate and/or license is required. Four (4) years of Experience of related experience.
Education Specialist I – Bachelor’s degree and a minimum of 4 years of experience Education Specialist II – Master’s degree and a minimum of 6 years of experience Education Specialist III - Doctoral degree and minimum of 8 years of experience
Develops and delivers content to educators, students, and informal education communities through public education events, experiential learning opportunities along with design challenges and competitions, student enrichment, and virtual learning. Collect data on activity/project accomplishments and effectiveness through Lessons learned, reports, data collection, and briefings. Creates design, development, curriculum, guides, lesson plans, support materials, and professional development for formal and informal learning communities. Employs knowledge of current best practices and research in implementing NSTEM activities, projects, and programs. Collaborations with NASA mission directorates, academia, government entities, professional and community organizations, and commercial partners to advance NASA's mission and the NSTEM objective.
Education Technologist/
Specialist
Bachelor's degree (master's degree preferred) in instructional design, education technology, education, or similar area with a preferred minimum of 5 years of related experience.
Provides expertise in instructional methodology, tests, measurement, and curriculum development and review formatting, maintaining task lists and objective hierarchies, and writing courseware materials in designated format (study guides, workbooks, etc.). Works as an instructional developer with NASA and subject matter experts to ensure accurate content and design. Plans graphics integration into the curriculum. May track individual lesson status and reviews lesson materials before submission to ensure revisions do not impact engagement flow. Monitors lecture presentations to evaluate and assist with lesson organization and content.

Education Technology Coordinator
Bachelor's degree with 2 years relevant work experience;
Current knowledge of the latest software, online learning technologies and design standards. Knowledge of instructional design methodologies, pedagogical issues, and best practices for classroom, online and hybrid learning.
Coordinators the integration of technology into specific lessons, decide which activities should use more technology, and develop digital curriculum guidelines for teachers.
Helpful skills include the ability to work independently, advanced interpersonal skills, and the ability to train others with new technology. Experience using instructional software.
Evaluation Consultant
Bachelor's degree with 2 years relevant work experience;
Current knowledge of the latest program assessment and evaluation standards and models.
Knowledge of instructional design methodologies, pedagogical issues, and best practices for classroom, online and hybrid learning.
Provides educational workshops, instructor consulting, and the highest level of expertise to solve challenges with centrally supported teaching and learning tools. Prepare and develop training materials for mission-related activities and projects.
Evaluation Specialist
Doctoral degree with 6 to 10 years relevant experience
Develops performance indicators and measures, and program evaluation plans and guidelines. Produces deliverables related to surveying and other data collection, database administration, assessing and analysis of data.
Conducts studies to assess the effectiveness in meeting project goals and objectives and provides recommendations to aid in evidence-based decision-making processes.
Develops and conducts evaluation trainings.
Instructional Specialist
Bachelor’s degree in education or a related area preferred with a minimum 3 years of related experience.
Coordinates or develops education training programs.

Bachelor's Degree in Business Development or Marketing, or relevant field with a minimum of 3 years’ experience. Master of Business Administration (MBA) degree preferred. Previous experience as a Partnership Development Specialist or related role in industry, academia and/or government. Exceptional interpersonal and communication skills.
Works to identify potential partnerships to further the agencies and specifically its goals in STEM engagement.
Implements business plans, establishes effective networks with industry and academia and maintains valued customer relationships.

Senior Evaluation Specialist
Minimum of an advance degree in Education, Public Policy, Social Science, Business Administration, or a related field with a minimum of 6 years of relevant experience with a strong emphasis on quantitative and qualitative research. Must have a thorough knowledge of the principles, practices, and procedures of research and program evaluation practices.
Must have the ability to communicate ideas clearly and concisely both orally and in writing. Must have demonstrated ability to lead complex studies.
Leads and/or approves all efforts to establish program objectives and measurement indicators. Develops or approves performance indicators and measures and program evaluation plans and guidelines. Liaison/Specialist
Bachelor’s degree (Master’s degree preferred) in Education or a technical subject (science, technology, math or engineering).
Four (4) years of experience in Higher Education.
Builds and maintains relationships with university stakeholders to identify and facilitate collaborative opportunities that engage students, faculty, and administrators in mutually beneficial educational and research activities. Serves to increase awareness in the academic community of NSTEM opportunities and increase awareness within NASA of university expertise, technical capabilities, and student talent. Devises strategies to impact NSTEM priorities such as Broadening Student Participation in portfolio offerings. Possesses and/or obtains an understanding of barriers to participation and engagement and works collaboratively with internal and external stakeholders to implement mitigating practices.
