About this file
This document is a Small Business Subcontracting Questionnaire for a USDA APHIS solicitation related to RFID livestock ear tags for swine. The solicitation requires offerors to submit a subcontracting plan if their total contract value exceeds $700,000, with specific small business participation goals: 21% Small Business, 5% Small Disadvantaged Business, 5% Women-Owned Small Business, 3% HUBZone Small Business, and 5% Service-Disabled Veteran-Owned Small Business.
The questionnaire is designed to determine if a potential contractor is a large business (based on 750 employees for NAICS code 334419) and whether they can provide opportunities for small business subcontracting. Contractors must use Attachment 4 to submit their subcontracting plan, and failure to meet subcontracting goals may negatively impact performance evaluations. The overall solicitation seeks plastic tamper-evident low-frequency RFID 840 USDA Official ID button-type swine ear tags to promote nationwide swine traceability.
