PERFORMANCE WORK STATEMENT (PWS) – Annual Maintenance of newly repaired Fitness Center

Wood Floors (multi-year contract)

Buckley Space Force Base Fitness Center

17890 E. Steamboat Avenue, Building 35, Buckley SFB, CO 80011

1.0. Purpose:

The Fitness Center requires a yearly screen and coating maintenance for our newly refinished wood floors. The floors were in critical condition whereas if the repair and refinish project did not happen, the project would have quickly escalated and become a costly wood floor replacement type of project. To avoid this potential catastrophe moving forward, the Fitness Center must protect our wood floor areas with an annual contract, with a base year and four option year periods.

The wood floors are original to the building and the cost justification of repair and refinish are vastly different that annual refinish costs. Due to newer standards an oil-based finish was not used, and instead a water-based finish was applied. A water-based finish in high traffic areas will have a significantly shorter life span of up to a year.

The wood floor areas are widely used for mandatory PT testing, Unit PT, MWR Intramural Sports, Fitness Center activities and Base-wide events such as Commander Calls and Rank Promotion ceremonies.

The Fitness Center has become the event center and the community center over time, and the appearance will always be a representation of Buckley Space Force Base. Due to the increased cost of hard and soft woods due to inflation, labor shortages, increased costs of product, transportation problems and uneven supply and demand, the replacement of the 20+ year old wood floor areas would greatly impact the facility, the base, and the mission in a prohibitive monetary way.
