Scope of Work (SOW)
July 25, 2024
Background
The Olympia Forest Sciences Laboratory (OFSL) main building is approximately 16,400 SF, with six outbuildings and is located on a 10-acre parcel, approximately 4 acres are wooded, and have standing trees.
Throughout OFSL’s wooded areas A & B (see drawing) there is overgrown vegetation, dried shrubs, low hanging branches, dead branches and dead trees/stumps which are a multi safety hazard. Primarily this combustible material is a fire hazard to the OFSL facility located 30 yards away from this wooded area. Secondary, they provide a hiding sanctuary for homeless personnel encampments and their drug paraphernalia usage. The removal of this vegetative debris will eliminate the potential of combustible materials and simultaneously provide law enforcement a clear view of this wooded area (intruders, homeless encampments). Addressing the tree limbs and shrubs in OFSL areas B (B4, B5 and B6) are also security measures to remove intruder hiding areas and provide law enforcement a clear view of the OFSL property.
GENERAL REQUIREMENTS
1.0 Description of Services:
Base
A. De-limb trees (branches hanging lower than 12 feet in height), clearing/removal of shrubs and debris in areas A (A1, A2 and A3).
B. De-limb trees (branches hanging lower than 12 feet in height), clearing/removal of shrubs and debris in areas B (B4, B5, B6)
C. Wood debris from areas A1, A3, and B6 shall be ground/chipped in-place and then spread evenly like beauty bark.
D. Wood debris from areas A2, B4, and B5 shall be hauled off and disposed of offsite.
E. Precautions needed be taken to not damage utilities, irrigation system (waterlines & sprinkler heads) as well as preserve any sidewalks, curbs, and adjacent landscaping (identified during prework site walk).

F. The contractor shall provide all management, supervision, labor, personnel, transportation, and all equipment necessary required to complete this project and the bid proposed shall cover any and all items cost incurred by the Contractor, such as but not limited to rental fees, hauling and dumping fees, etc. All work shall be performed in accordance with this statement of work, all federal, state, and local laws and regulations.
2.0 Location and Description
Olympia Forestry Sciences Laboratory 3625 93rd Ave., SW, Olympia, WA 97512-9193
From I-5 exit 99, head west on 93rd Ave SW, OFSL is approximately 1 mile on the left at the corner of Jones Rd and 93rd Ave SW.
2.1 Accessibility
The work will be performed outside, within the 10 acres (grounds) primarily level. There are exterior water bibs and power outlets on site. Contractor is required to provide portable restroom unit.
3.0 Performance Period
Expected completion date of this project is 45 days after award.
4.0 Prework Conference:
A. Prior to commencement of work, the Contracting Officer (CO) or the Contracting Officer
Representative (COR) will schedule a meeting with the contractor to discuss the contract terms, work requirements and schedule. At the conference, the Contractor shall designate, in writing, the name and phone number of the Contractor’s on-site representative and their contract responsibilities and authority.
B. A post award conference will be scheduled and held within 15 days after the date of contract award. The conference will be held online via teleconference, MS Teams or Zoom.
5.0 Contractor Representative
A. Provide an onsite contract representative who will oversee the performance of the work specified in this contract. Designate in writing to the CO, the name of the contract representative and an alternate(s) who shall have the authority to act for the Contractor on all contract matters relating to daily operation of this contract.
B. The Contractor’s representative and alternate(s) must have tree trimming/landscaping management, supervision and operational experience as well as be able to read, write, speak, and understand English. Notify the CO/COR at least 10 work days in advance of any subsequent change of personnel in this position.

6.0 Hours of Operation
Performance of work shall be limited to between 7:30 a.m. and 6:30 p.m., The Contractor shall plan/conduct activities with minimal interference to staff working at the OFSL facility. The project site shall be open to public access and free of hazards on weekends. Any activities requiring closure to the OFSL staff shall be scheduled with the COR or OFSL Admin Officer at least 7 days in advance.
7.0 Federal Holidays
A. The Contractor is not expected to perform work on national holidays, or the day the holiday is observed. In the event that a schedule coincides with a national holiday, the services normally scheduled for that day shall be performed either the day before or the day after the holiday. Government personnel observe the listed dates as holidays:
1) New Year's Day - 1st day of January.
2) Martin Luther King, Jr's. Birthday – 3rd Monday of January.
3) President's Day - 3rd Monday of February.
4) Memorial Day - last Monday of May.
5) Juneteenth Day - 19th of June
6) Independence Day - 4th of July.
7) Labor Day - 1st Monday of September.
8) Columbus Day - 2nd Monday of October.
9) Veteran's Day - 11th day of November.
10) Thanksgiving Day – 4th Thursday of November
11) Christmas Day – 25th of December
12) Any other day designated by Federal Statute, Executive Order, or Presidential proclamation.
B. When a holiday falls on a Saturday, the preceding Friday is observed. When a holiday falls on a Sunday, the following Monday is observed. Observance of such days by Government personnel shall not by itself be cause for an additional period of performance or entitlement to compensation except as set forth within the contract.
8.0 Tasks
A. The Contractor, the COR and the OFSL Admin Facility Specialist shall walk the site together prior to commencing the work and make notation of any special conditions and existing damage. The same shall then walk the site and note any changes and the corrections shall be made prior to the final invoice approval for payment.

B. De-limb trees (branches hanging lower than 12 feet in height), clearing/removal of shrubs and debris in areas designated by the contract.
C. The Contractor shall be responsible for removing branches, foliage, etc. Wood debris for this project shall be ground/chipped in-place and then spread evenly like beauty bark in form Areas A1, A3, and B6
D. The contractor shall be responsible for hauling off wood debris from areas A2, B4, and B5 and proper disposed of offsite.
9.0 Inspection and Acceptance
Compliance Inspection / Project Closeout:
A. The Contracting Officer or the Contracting Officer's duly authorized representative will periodically inspect work completed to ensure compliance of assigned Tasks and accept the services to be provided under this contract.
B. Inspection and acceptance will be performed by the COR, at contractor’s request.
