About this file

This Statement of Work details a road reconstruction project for the Williams Creek Campground in the San Juan National Forest, Colorado. The United States Department of Agriculture (USDA) Forest Service requires reconstruction of 2.2 miles of roads within the campground, including eight specific road segments (NFSR 716.1 through 716.3). Work involves reshaping the roadbed, reestablishing ditches, cutting shoulders, and adding new surface material using CDOT class 6 1"-minus road base aggregate. The project requires compacting the new aggregate to a 4-inch depth across a 12-18 foot width, with a minimum 4% road crown.

The project is scheduled to begin on October 6, 2025, and must be completed by April 24, 2026. Key contract requirements include mobilization, road reconditioning, traffic control, and aggregate procurement. The campground will be closed to the public during construction. Contractor deliverables include a proposed project plan (due within five business days of contract award) and weekly status reports. The anticipated contract value is between $100,000 and $250,000, and it is designated as a total small business set-aside. The solicitation will be governed by Federal Acquisition Regulation Part 15, with a competitive negotiation approach.

· Williams ck cg loop 1 (NFSR 716.1)

· Williams ck cg south spur loop (NFSR 716.1A)

The new surface will be constructed with a crown of no less than 4%. Additional work will include cleaning lead-out ditches, cutting the washboard, filling potholes and covering large rocks. Once the approved roadbed is prepared, commercially purchased aggregate consisting of CDOT class 6 1”-minus road base material with a pi between 2-9 shall be hauled, placed and compacted using layer placement method 204.11(a)(1) to a 4” depth and a 12' to 18' width.

Williams creek campground will be closed to the public during this contract.

2.0 Background

Williams Creek Campground was constructed in the early 1960’s. The campground is now one of the most popular and largest in the San Juan National Forest. 301 - Untreated Aggregate Courses

Aggregate shall be compacted using compaction method (a)(1) (roller compaction) sps 204.11. Place aggregate at a compacted depth of 4 inches and a 18 foot width. Aggregate will be paid for by the ton based on supplied load tickets under pay item 301.

303 - Road Reconditioning

Scarify the road surface to a depth that will remove all washboards, do not blade roads when conditions are so dry that operations are ineffective. Pull aggregate from the shoulders back into the roadway to build a no less than 4% crown.

Remove all deleterious material including rocks over six inches and cast over the fill slope. Pull ditches to a 3:1 slope removing material and provide for positive drainage.

The crushed aggregate shall be 1 inch minus modified cdot class 6 with a plasticity index between 2-9 conforming to gradation table 703-3.

One current aashto t-27 sieve analysis shall be provided for the crushed aggregate at the start of the project. The test may be conducted by the commercial pit operator. Written results shall be supplied to the cor. The payment for materials testing and certification of aggregate is incidental to and included under the pay item 301.
