About this file
This statement of work outlines the technical requirements for repairing a crack in the water tank of a 2018 Freightliner M2 vehicle owned by the Stanislaus National Forest. The contractor will be required to remove necessary components, relieve stress in the crack to stop propagation, weld a new section or implement other best practices, add support to dampen future stresses, perform touch-up painting as needed, conduct a 24-hour hydrostatic test, reinstall the water tank and reconnect all components, and perform a road test of at least 30 miles on Forest Service roads including dirt roads with a full water tank. The government will inspect the work at three checkpoints and provide the vehicle, while the contractor must supply labor, parts, and pay categories in their bid as well as skilled welders and multiple mechanics. Travel will be the responsibility of the contractor if their shop is over 100 miles from the Forest Supervisor's Office.

Project 16 – CON – 7062 Water Tender Crack Repair and Prevention
General Information
1.0 Scope of Work
The Stanislaus National Forest possesses a 1500-gallon Water Tender vehicle manufactured by Boise Mobile Equipment on top of a Freightliner chassis. The water tender tank leaks due to a crack in the front passenger side of the water tank near the contact point between the tank and the front saddle. The crack has propagated from the crack source at the front passenger side of the tank and has extended throughout part of the bottom of the tank. Work shall include stopping crack propagation and eliminating factors contributing to future development of stress concentration. Vehicle should be repaired to fully operational status and be able to perform intended duties that support Forest Service goals.
Work should be conducted in a timely manner and communication on progress and issues should be done thoroughly and often.
2.0 Background
This vehicle must be able to drive over rough terrain carrying a full tank of water to aid the fighting of fire. For the vehicle to perform its prescribed duties the present issues and/or underlying issues must be resolved. This will involve stopping the crack from spreading and preventing future stress concentration to prevent future leaking.
After many attempts to facilitate a solution with the manufacturer of the water tender the Forest Service has decided to contract a local repair service. The crack is currently welded from warranty work by Boise Mobile Equipment but continues to leak.
The water tank is made of thin stainless steel. Due to stresses that occur during normal use and driving operations the water tank has developed denting, cracking, and thus leakage near the contact point between the water tank and the saddle on the front passenger side of the water tank. The crack has extended from the crack origin throughout part of the bottom of the tank.
Contractor Requirements
3.0 Technical Requirements / Tasks
1. Provide bid of labor, parts, and any other necessary pay categories to accomplish technical requirements and goals. Include any additional methods necessary to meet technical requirements. Include detailed statements for each item of work to be performed.
2. Remove all necessary components from tank and remove tank from vehicle chassis to make necessary repairs and assess underlying damage.
3. Relieve stress in crack to discontinue current and/or future propagation of crack by removing affected section of tank and updating flange or use other proven best practice that is deemed necessary from contractor’s inspection of tank and any underlying damage discovered.
4. Weld new section and/or other components necessary to ensure future leakage will not occur.
a. Ensure welding process preserves stainless characteristic of water tank
5. Add support to tank to dampen future stress forces
6. Touch-up paint as needed
7. Perform water test
a. 24-hour hydrostatic test:
i. Fill the water tank to full capacity and allow 24 hours to elapse with the water tank above a dry surface.
ii. After completion inspect tank for signs of leakage or failures.
iii. Report any findings to government personnel.
8. Reinstall water tank to chassis
a. Reconnect all components and cycle to verify field ready operational status.
9. Road Test
a. Test full tank on roads comparable to Forest Service roads.
i. Test should include dirt roads.
ii. Test should be at least 30 miles long.
4.0 Government Furnished
4.1 Vehicle Information

4.2 Inspections
Inspections are required at three checkpoints by Contracting Officer’s Representative (COR) and/or Technical Representative(s) for the purpose of verifying quality of work
1. Inspection before welding begins (Between Technical Requirements 3.3 and 3.4)
2. Inspection before touch-up paint and tests (Between Tech. Req. 3.5 and 3.6)
3. Final Inspection
5.0 Deliverables / Schedule
Key Deliverables
Item No. Deliverable Objective Due 1 Estimate/Plan Provide plan to meet the Technical Requirements Pre-award 2 Inspection before welding begins Verify contractor and USFS are in agreement regarding repair. Ref. Task 4.2.1 Inspections
Notify COR to schedule inspection before welding begins
3 Inspection before paint touch up and tests
Verify contractor and USFS are in agreement regarding repair. Ref. Task 4.2.2 Inspections
Notify COR to schedule inspection before paint touch up and test
4 Final Inspection Verify completion of all work described by contractor and agreed upon by USFS and that all components are operational and cycled
Notify COR to schedule inspection when contractor completes all requirements
6.0 Travel
USFS will deliver vehicle to contractor’s shop and retrieve vehicle upon completion from contractor’s shop if the contractor’s shop is located within 100 miles of the Stanislaus National Forest Supervisor’s Office at 19777 Greenley Road, Sonora, CA 95370. Contractor will be responsible for pickup and delivery of vehicle if contractor’s shop is located outside of 100 miles of the Stanislaus National Forest Supervisor’s Office.
Travel will be necessary for the road test and should begin and conclude at location of repair.
7.0 Contractor’s Key Personnel
Multiple mechanics will be necessary to complete the technical requirements. In addition, a skilled welder will be needed to weld stainless steel.
