About this file

This scope of work document outlines requirements for the purchase of ozone and NOx monitoring equipment for the US Forest Service Region 5 Air Quality Program. The program requires the purchase of 5 ozone monitors to measure ozone concentrations during fire incidents, with each monitor requiring a CO sensor and rugged outdoor enclosure to attach to particulate monitoring equipment. An additional 2 NOx/NO/NO2 monitors are required to directly measure nitrogen oxide levels. The NOx monitors must fit existing shelter enclosures and meet EPA Federal Equivalent Method standards for precision. The ozone monitors must also meet FEM standards and integrate with communication equipment. The performance period for the purchases outlined in the scope of work is September 1, 2023 through November 30, 2023. This scope of work corresponds to solicitation 127EAS23Q0017 issued by the Department of Agriculture Forest Service for the procurement of ozone and NOx monitors.

R5 Regional Air Quality Program

Purchase of Ozone and NOx/NO/NO2 Monitoring Equipment

Scope of Work

Purchase of 5 Federal Equivalent Method (FEM) ozone monitors to measure ozone concentrations and has customizable sensors, one required sensor option is CO. Also, purchase 2 NOx/NO/NO2 monitor to direct measure absorbance of NO2 and total reactive oxides of nitrogen for the USFS R5 Regional Air Quality Program in support of FS smoke monitoring.

Background

NOx/NO/NO2

The Region 5 Air Program will be starting to use NOx/NO/NO2 monitors again. The monitor will be going into a particulate monitor site already in place throughout the Sequoia NF and the Sierra NF. These monitors are designated by the EPA as Federal Equivalent Method (FEM) level of precision. These monitoring sites are used by the FS fire program and by our local partners NPS and San Joaquin Air District. All sites will have the same monitoring equipment: a particulate matter monitor, an NOx/NO/NO2 monitor (2B Technologies), and an ozone monitor (2B Technologies).

Ozone

The Region 5 Air Program needs to replace old ozone monitors. Each ozone monitor will be going on temporary particulate monitors that are deployable during fire incidents. These monitoring sites are used by the FS fire program and by our local partners NPS and San Joaquin Air District. All sites will have the same monitoring equipment: a particulate matter monitor (EBAM) and an ozone monitor with a CO sensor.

Technical Requirement/Tasks

NOx/NO/NO2

• The new monitor will measure as a FEM monitor designated by the EPA. Capable of fulfilling our data requirements and consistency to the public and our partner agencies (EPA, NPS, CARB, local air districts, and other public health officials).

• Direct measurement of atmospheric nitrogen oxide, nitric oxide, and total reactive oxides of nitrogen.

• The monitors will need to fit existing ETKO shelters.

Ozone

• The new monitor will measure as a FEM ozone monitor. Capable of fulfilling our data requirements and consistency to the public and our partner agencies (EPA, NPS, CARB, local air districts, and other public health officials).

• Have capability of adding other sensors. One required sensor is CO.

• Be in a rugged outdoor enclosure with the capability to be attached to the crossarm of an

Environment Beta Attenuation Monitor (EBAM). Please see manual for E-BAM-9805- Rev-G page 12.

• Has capability of connecting to an Oceaneering Inc., communications box.

Performance period: 9/1/2023 to 11/30/2023.
