STATEMENT OF WORK / PERFORMANCE WORK STATEMENT
Aluminum Headforms for Ballistic Helmet Testing
“Multi-size Adaptable for Testing without Channels” (MATCH) Ballistic Headform
SCOPE
The objective of this contract is to obtain sixty (60) aluminium headforms and four (4) aluminium molds in support of ballistic helmet testing. Three sets of specialized headforms will be acquired for each of four sizes, small (SM), medium (MD), large (LG), and extra-large (XL) comprising a total of twelve sets of headforms. Each set of headforms will consist of five geometries, one for each of the principal shot orientations to be used in ballistic penetration testing from the back, front, crown, left and right sides of the headforms. One geometry matched aluminium female compression mold will be required for each of the four sizes. This effort requires expertise in computer modeling and design, machining of complex parts from metals, and the making of molds for compression applications.
• Each completed headform will have recessed cuts of 0.25-inch depth into the interior flat surfaces of the large cut-out regions where 0.25-inch-thick replaceable flat steel ballistic fragmentation protection plates will be inserted. Nine (9) steel ballistic fragmentation protection plates will be required for each set of headforms possessing cut-outs.
BACKGROUND
This effort will support the on-going body armor testing effort for the U.S Army at the indoor ballistic firing ranges located at the U.S. Army Aberdeen Test Center (ATC). To keep pace with testing demands ATC is looking to acquire ballistic headforms for clay-backed testing of combat helmets. ATC is a multi-purpose test center with diverse test capabilities and facilities. The unique combination of ATC's experienced personnel, state-of-the-art facilities, instrumentation, equipment, automotive courses, firing ranges, and industrial fabrication/repair capabilities provide a comprehensive facility available for testing a wide variety of military items, both domestic and foreign, as well as commercial items. ATC also conducts or supports tests at other locations throughout the world with its extensive mobile instrumentation systems and personnel who are experienced in a wide variety of military testing applications.
PLACE OF PERFORMANCE
Performance will take place at the U.S. Army Aberdeen Test Center (ATC), Aberdeen Proving Ground (APG), Maryland.
HOURS OF NORMAL OPERATIONS
ATC is currently operating under an alternative work schedule. Normal hours of operation are 0700 – 1630 Monday through Thursday, and Friday 0700 - 1530.
TECHNICAL INFORMATION
Technical drawings for the MATCH ballistic headform will be provided by the government during phase 2 of the solicitation to assist the bidding process and guide the development of the headforms. After the contract award is made the government will also provide computer-aided-design models (CAD) of the headforms to assist in their development. The CAD models for the MATCH headforms may require modification at the request of the government during the contract. Technical drawings or CAD models of the molds will not be provided by the government at the start of the contract. The vendor will be required to create the molds and associated CAD models as a contract deliverable. The final versions of all CAD models generated during the contract are required to be provided to the government as a deliverable at the end of the contract. Please refer to the contract solicitation for information on how to request access to the technical drawings. Approval for access to the technical drawings will be required to submit a bid for this contract. The release of the technical drawings is subject to determination of acceptability based on the distribution statement provided as part of this solicitation.
DATA RIGHTS
The Government has unlimited rights to all documents and materials produced under this contract. All documents and materials to include the source codes of any software produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the vendor without written permission from the classification authority for the MATCH headform system. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
DELIVERY REQUIREMENTS
All items will be delivered 14 weeks from the contract award date. The date to deliver the items shall be December 31st, 2023.
PERFORMANCE REQUIREMENTS
Task 1: Create sixty (60) aluminium headforms for ballistic testing of protective helmets, modify computer-aided-design models (CAD) for each headform, and provide them with the finalized CAD models to the government at the completion of the effort. The headforms are variants of the Multi-Size Headform developed by the United States Army and will be manufactured to the same specifications. The items delivered will be three (3) sets of five (5) aluminium headforms and the associated CAD models of the front, back, crown, left side and right side shot orientations in four (4) sizes including small (SM), medium (MD), large (LG), and extra-large (XL). Each headform geometry will have large cut-out regions specific to each of the principal shot orientations for packing of ballistic clay. Each headform will have recessed cut-outs in the interior flat surfaces and 0.25-inch thickness replaceable steel ballistic fragmentation protection plates.
Task 2: Create four (4) aluminium headform molds for filling of the headforms with ballistic clay by compression molding and provide them with the computer-aided-design models (CAD) for the molds to the government at the completion of the effort. Models for the headform molds will be created and modified as necessary by the vendor.
Task 3: Each headform will have permanently etched or engraved unique serial and model numbers indicating its type, size and shot orientation. These number labels will use at least ¼-inch or 7 mm height lettering and be located to the right of center on the front facing surface near the bottom of the headform between the intersections of the coronal (front to back) and sagittal (side to side) planes and the base of the headform.
Serial numbers for each item are provided in tables 1 and 2.
Task 4: The vendor shall provide certificates of conformance to the dimensional specifications listed on the drawings for each headform complete with serial number, and date of manufacture, at a minimum. Certificates of conformance will also be provided for each headform mold and will adhere to the same dimensional tolerances as the headforms.
Internal mold dimensions are to be determined by the vendor in cooperation with the government.
Task 5: The vendor shall arrange the shipment and delivery of goods to the receiving warehouse located at government facility. In addition, vendor shall provide package tracking number to the Technical Point of Contact (TPOC).
