Special Notice: Progressive Design Build Services Under Other Transaction Authority - Permanent-Party Barracks #104 at Fort Hood, Texas, to accommodate 250 Soldiers.
NOTICE TYPE: Sources Sought / Request for Information (RFI) for Market Research Purposes Only
SUBJECT: Sources Sought (RFI) – Fort Hood Barracks #104
1. DISCLAIMER: This is a Request for Information (RFI) / Sources Sought Notice only. This notice is issued solely for market research, information, and planning purposes. It does not constitute a Request for Proposals (RFP), a Request for Qualifications (RFQ), or a commitment by the Government to write, issue, or award an agreement or contract. The Government will not pay for any information or administrative costs incurred in response to this notice. All response costs will be borne solely by the interested party.
2. PROJECT OVERVIEW & POTENTIAL PATHWAY: The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting public market research to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs).
This project will potentially be executed as a Progressive Design-Build (PDB) project utilizing Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a. Prospective partners are advised that the Federal Acquisition Regulation (FAR) does NOT apply to this potential procurement path. The negotiated, bilateral Other Transaction (OT) Agreement would serve as the sole governing contract.
3. SCOPE OF WORK:
The proposed project consists of constructing a permanent-party barracks at Fort Hood, Texas, to accommodate 250 Soldiers in modern housing located near existing unit headquarters and motor pools. The facility shall be designed and constructed, at a minimum, as Type II construction in accordance with applicable codes and criteria. The facility will include living and sleeping quarters, bathrooms, storage and service areas, a day room, comprehensive furnishings-related interior design, self-contained HVAC systems, fire protection and alarm systems, antiterrorism features, PACS, CCTV, EMCS connectivity, building information systems, cybersecurity measures, accessibility provisions, and applicable sustainability and energy-efficiency measures. Supporting work will include utilities and connections, site development, parking, paving, sidewalks, curbs and gutters, storm drainage, lighting, landscaping, signage, and roadway and pedestrian waterway crossings. Post Construction Award Services will also be included. The project site is currently clear of buildings; however, portions of the site previously contained structures that were reportedly demolished to depths of approximately eight feet, with demolition debris potentially placed back into the excavations as uncontrolled fill. These conditions may require additional geotechnical investigation, removal or remediation of unsuitable materials, and special foundation systems. An existing asphalt parking lot is located in the southwest corner of the site, and concrete sidewalks border the southern edge; no existing roadways are located within the project site.
• Target Price Range (TPR): The Government has established a Target Price Range (TPR) for construction between $99,628,420.00 (the strict CCL) and $110,698,420.00 (the estimated Construction Budget), within a total Programmed Amount (PA) of $125,000,000.00.
• Projected Award Date: The Government targets the formal award of the potential Agreement Phase 1 (Design and Preconstruction Services) on or about Third or Fourth Quarter of FY27.
• Period of Performance (POP): Approximately 1000 calendar days following the potential execution of the Phase 2 Construction modification.
