About this file
This Statement of Need (SON) details Travis Air Force Base's requirement for one handheld X-ray Fluorescence (XRF) Analyzer for the Aircraft Metals Technology section. The analyzer must be capable of non-destructive elemental composition testing across various materials including metals, alloys, minerals, soils, and plastics, with specific technical requirements including portability, rapid analysis (seconds to minutes), detection of elements from magnesium to uranium, high accuracy, user-friendly interfaces, and self-calibration capabilities.
The document specifies additional procurement requirements including a mandatory 12-month equipment warranty, inclusion of all freight/handling/labor charges, delivery to 350 Ragsdale BLDG 803 at Travis AFB, California 94535, and supports the 60th Air Mobility Wing, C-5/C-17 Depot at Robins AFB, and the Centralized Air Force Manufacturing Center. The XRF Analyzer will be utilized by Aircraft Metals Technology and Aircraft Structural Maintenance of Fabrication Flight for identifying unmarked/locally procured metals and streamlining metal recycling processes.

CAO 30JUL25
Statement of Need for
XRF Analyzer
Description: 60 MXS is requesting to purchase a handheld XRF Analyzer for the Aircraft Metals Technology section. Having this equipment enables an immediate and accurate non-destructive chemical analysis of a wide range of materials elemental identification. Aircraft Metals Technology and Aircraft Structural Maintenance of Fabrication Flight will utilize the handheld XRF-Analyzer to identify unmarked and locally procured metal along with identifying ferrous and non-ferrous scrap metals for streamlining the metal recycling process. The handheld XRF-Analyzer will support 60th AMW, C-5/C-17 Depot Robins AFB, and the Centralized Air Force Manufacturing Center.
The contractor shall provide the following:
1. Equipment: One (1) Handheld XRF Analyzer
a. XRF Analyzer must be Non-Destructive Testing that can analyze the elemental composition of materials without damaging or altering the sample.
b. XRF Analyzer will be used for qualitative and quantitative elemental analysis of a wide range of materials, including metals, alloys, minerals, soils, plastics, and more.
c. XRF Analyzer must be Portable, allowing for on-site analysis in various locations such as industrial settings, mining sites, archaeological sites, and recycling facilities.
d. XRF analyzer must provide rapid results, typically within seconds to minutes, making them efficient tools for quick material identification and sorting.
e. XRF Analyzer must be able to detect a wide range of elements, from light elements like magnesium and aluminum to heavy elements like uranium and lead, to include ferrous.
f. XRF Analyzer must offer high accuracy and precision in elemental analysis, providing reliable results for quality control and research purposes.
g. XRF Analyzer must come with user-friendly interfaces and software that make operation and data interpretation straightforward for users.
h. XRF Analyzer must be capable of self-calibration using a provided standard to verify scan accuracy within manufacturer specifications prior to use.
