About this file

This document is a detailed requirements specification for electric motor vehicle battery packs intended for military use with Tesla motors. The battery pack must meet stringent technical specifications, including supplying 1000A continuously for 20-40 seconds, maintaining a 400VDC nominal voltage, completing at least 5 discharge cycles between charging, and being fully chargeable within 12 hours (threshold) or 3 hours (objective). Critical requirements include integrated safety systems through a battery management system, CANbus interface capabilities, compatibility with North American Charging Standard, thermal operation from -5°C to 90°C, and physical constraints of weighing less than 720 lbs with a footprint of 32x50x7 inches (threshold).

The contract requires delivery of 8 battery packs with integrated equipment, comprehensive documentation package (including test reports, certifications, technical manuals, mechanical drawings, and CAN data files), and charging equipment. The solicitation is a Request for Information (RFI) issued by the Department of the Navy Naval Air Systems Command, seeking information from potential small businesses about their capability to meet these battery pack requirements. Interested parties are asked to respond by 5:30 PM on 20 June 2025, providing details about their small business status, capacity to perform the work, and compliance with relevant regulations. The RFI emphasizes that this is an information-gathering exercise and does not constitute a formal procurement solicitation.
