STATEMENT OF WORK

SCOPE OF CONTRACT

The contractor shall furnish all equipment, supplies, materials, labor, supervision, transportation, and incidentals necessary to provide landscaping services at the Sequoia National Forest, Supervisor’s Office in accordance with the following specifications, terms, and conditions.

LOCATION AND INSPECTION

The Sequoia National Forest Supervisor’s Office building is a one-story building containing approximately 10,816 square feet, containing grounds that are landscaped with plants found native to the area. The general areas of focus pertaining to this contract will be on the landscaped areas in the front, back, and both sides of the building, picnic areas in the front and back of the building, parking lots, drainage swales, and surrounding sidewalks located at 220 East Morton Ave, Porterville CA 93257. The work area for this contract includes all improvements on government property south of the fence between the Supervisor’s Office and Porterville Work Center, plus the small picnic area north of the fence boundary underneath the eucalyptus trees, encroaching within the Porterville Work Center which includes hardened surface area, landscaping, and irrigation systems (see appendix A & C for details).

The site is in Porterville, CA approximately 50 miles north of Bakersfield, CA via State Highway 65 and 70 miles southeast of Fresno, CA via State Highway 99.

GOVERNMENT FURNISHED PROPERTY

The Government shall provide the following Government-furnished property, as needed:

• Trash Dumpster

• Recycling Dumpster

• Green Waste Dumpster

• Pre-Installed Irrigation System

CONTRACTOR FURNISHED PROPERTY

The Contractor shall furnish all tools, materials, equipment, etc. necessary for successful performance of the contract requirements.

PERSONAL CONDUCT

Due to the nature of the duties under this contract, the Contractor shall, to some extent, represent the Forest Service to the public. They will be expected to always keep themselves neat and to conduct themselves in a manner that will not bring discredit to the Forest Service. Failure to represent the Forest Service in a satisfactory manner may be grounds for default of this contract.

PRE-WORK CONFERENCE

Prior to the commencement of work, the Contracting Officer will arrange a meeting with the Contractor at the Sequoia National Forest Supervisor’s Office at a mutually agreeable time. The Contractor, the Contracting Officer and/or their authorized representatives will attend the meeting to discuss work schedules, the scope of the contract, responsibilities of both parties, and to promote a better understanding between the contractor and Forest Service personnel.

SUPERVISION

Before beginning work, the Contractor shall designate, in writing, a person as lead during the Contractor’s absence from the work site. The Contractor shall list the extent of authority their representative will have on the job. The Contractor or the acting lead representative shall receive orders and instructions from the Contracting Officer’s Representative (COR) and shall take such action as is required to keep the job in progress under the terms of the contract. Ensure all doors are closed and locked.

WORK STANDARDS AND CONDUCT

All work under this contract shall be performed in a skillful and professional manner. The Contracting Officer may, in writing, require the Contractor to remove from the job any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable or of questionable character or for the theft, possession and/or removal of materials, supplies, equipment, or any Government -owned property.

The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity, and shall be responsible for taking such disciplinary action with respect to employees as may be necessary.

The Contractor shall prohibit his/her employee(s) from disturbing equipment for official Government use, except as authorized elsewhere in this contract.

The Contractor shall assure all gates and entrances are closed and locked securely upon leaving the premises.

The Contractor will be notified on non-compliance and will be requested to correct the condition at his/her expense. Repeated failure on this item may be grounds for termination of the contract.

SCHEDULE OF DUTIES

A record of work performed will be indicated on a form provided by the Forest Service. The record will show the duties to be performed each month, annually, etc.

GENERAL – This contract will cover performance of landscaping services in:

a. Sequoia National Forest Supervisor’s Office Grounds (all landscaped areas, drainage swales, parking lots, sidewalks, patio areas)

b. Surrounding Sidewalks

SPECIFICATIONS OF WORK TO BE PERFORMED

Services performed must be recorded using the “Sequoia National Forest Supervisor’s Office Landscaping Log of Work”. Contractor shall submit completed log of work twice monthly to Contracting Officer’s Representative (COR).

TWICE MONTHLY SERVICES

The following work shall be accomplished in all landscaped areas, drainage swales, patios, parking lots, and surrounding sidewalks (see appendix A – Site Layout).

1. Dispose of any litter and misc. debris found on premises, to included landscaped areas, drainage swales, patios, parking lots, and surrounding sidewalks.

2. Sweep/blow outside porches at entrance and exit doors, patio areas, parking lots, and sidewalks.

3. Maintain, trim, prune, and water native plants per individual species requirements (see Appendix C - Planting Plan & Information appendix for detailed planting list and layout).

4. Remove weeds from total landscaped area, drainage swales, and along surrounding sidewalks.

5. Examine irrigation system for any leaks or needed repairs. Furnish materials needed and perform any repairs to irrigation system (see Appendix B - Irrigation System Information appendix for details).

6. Maintain irrigation schedule and timers (see Appendix B - Irrigation System Information appendix for details).

7. Examine overall landscape for any dead or dying trees/plants. Replace any dead trees/plants with same species.

QUARTERLY SERVICES

1. Pressure wash cement sidewalks, patios, and wood decks.

INFORMAL VISITS

The Contracting Officer and/or their appointed representative shall visit the work areas to observe the Contractor’s work and progress.

CONTRACT PERIOD

The contract period is from the date of award (estimated August 2023) through April 1st, 2024, with the potential to exercise up to four (4) subsequent option years, upon Government request.

BASIS OF PAYMENT

Payments will be made monthly after completion of the month’s work and upon receipt of a properly prepared invoice submitted through IPP. Payment will not be made for any day on which no regular work is performed.

Although work is not required on federal holidays, duties are still required to be performed twice monthly. This work may be performed the day before or after the holiday, as long as maintained office is presented on the first workday after the holiday.

Maintain, trim, prune, and water native plants per individual needs (see Appendix C -

Planting Plan & Information appendix for detailed planting list and layout).

Remove weeds from total landscape area, drainage swales, and along surrounding sidewalks.

Furnish materials and perform any irrigation system repairs (see Appendix B - Irrigation

System Information appendix for details).

Maintain irrigation schedule and timers (see Appendix B - Irrigation System Information appendix for details).

Replace any dead plants with same species.
