1 PROPOSED AIR HANDLER 7 NEW COMPONENT LAYOUT

APPENDIX A

11 11 11

APPENDIX B – NEW AIR HANDLER 7 SEQUENCE OF OPERATION, CONTROL DIAGRAM, AND

POINTS LIST

UNIT STARTUP

ALL SAFETIES OR LOCKOUTS MUST BE RESET OR NOT IN ALARM BEFORE THE SUPPLY FAN

CAN START. ANY ISOLATION DAMPERS (IF APPLICABLE) MUST ALSO BE DRIVEN OPEN

FIRST. THE SUPPLY FAN SHALL START AND VARY ITS SPEED BASED ON A DUCT STATIC

PRESSURE SENSOR AND ACCORDING TO A 1 INCH DUCT STATIC PRESSURE SETPOINT

(ADJUSTABLE).

THE SUPPLY FAN ARRAY MOTORS SHALL OPERATE TOGETHER AT THE SAME SPEED

BASED OFF OF A PI LOOP AND SHALL NOT HUNT OR REACT TOO FAST TO CHANGES IN THE

DUCT STATIC PRESSURE. IT IS NOT ANTICIPATED THE FAN SHALL EVER GO UNOCCUPIED

AND WILL OPERATE 24 HOURS A DAY UNLESS A SAFETY OF ANY SORT SHUTS IT DOWN.

DISCHARGE AIR TEMPERATURE CONTROL

THE UNIT SHALL OPERATE ACCORDING TO A DISCHARGE AIR TEMPERATURE SETPOINT

CONTROL STRATEGY. IT SHALL OPERATE THE HEATING OR COOLING VALVES ACCORDING

TO A PI LOOP TO MAINTAIN A DISCHARGE AIR SETPOINT.

THE DISCHARGE AIR SETPOINT SHALL BE RESET BASED ON THE OUTSIDE AIR

TEMPERATURE. THE DISCHARGE AIR RESET SHALL BE A PROPORTIONAL RESET AND THE

SETPOINT SHALL BE 55 DEG. F. (ADJUSTABLE) WHEN THE OUTSIDE AIR TEMPERATURE IS

65 DEG. F (ADJUSTABLE) OR HIGHER. THE DISCHARGE AIR SETPOINT SHALL BE 65 DEG. F.

(ADJUSTABLE) WHEN THE OUTSIDE AIR TEMPERATURE IS 30 DEG. F. (ADJUSTABLE) OR

BELOW. THE DISCHARGE AIR TEMPERATURE SETPOINT SHALL PROPORTIONALLY ADJUST

BETWEEN THIS RANGE ACCORDING TO THE CORRESPONDING OUTSIDE AIR

TEMPERATURE RANGE SETPOINTS. ALL SETPOINTS SHALL BE ADJUSTABLE BY A

BUILDING FACILITY OPERATOR THROUGH THE BAS GRAPHIC.

HUMIDIFICATION MODE

WHEN THE RETURN AIR RELATIVE HUMIDITY (RH) FALLS BELOW THE RH SETPOINT OF 40%

(ADJUSTABLE), THE AIR HANDLER SHALL ENTER THE HUMIDIFICATION MODE. THE

ADIABATIC HUMIDIFIER SHALL INCREASE ITS HUMIDITY OUTPUT UTILIZING A PI LOOP TO

MAINTAIN THE RETURN RH SETPOINT.

IF THE DUCT RELATIVE HUMIDITY RISES ABOVE THE HIGH LIMIT SETPOINT OF 80%

(ADJUSTABLE) THE HUMIDIFIER SHALL REDUCE CAPACITY WITHOUT SHUTTING THE AIR

HANDLER OR HUMIDIFIER OFF AND SHALL REDUCE THE HUMIDIFIER CAPACITY TO KEEP

THE DUCT RELATIVE HUMIDITY BELOW THE HIGH LIMIT SETPOINT. IF THE DUCT RELATIVE

HUMIDITY REMAINS ABOVE THE HIGH LIMIT SETPOINT FOR MORE THAN 1 MINUTE

(ADJUSTABLE) THEN THE HUMIDIFIER SHALL BE SHUT DOWN AND AN ALARM SHALL

NOTIFY OPERATORS AT THE FRONT END GRAPHIC.

NEEDLEPOINT BIPOLAR IONIZATION CONTROL

THE NEEDLEPOINT BIPOLAR IONIZATION SYSTEM SHALL BE ACTIVE WHENEVER THE

SUPPLY FAN IS OPERATING. THE SYSTEM SHALL BE SHUT DOWN WHEN THE SUPPLY FAN

IS SHUT DOWN.

ULTRAVIOLET LIGHT SYSTEM

THE ULTRAVIOLET LIGHTS SHALL REMAIN ACTIVE AND WASH THE COOLING COIL AT ALL

TIMES. THE UV LIGHT SYSTEM SHALL NEVER BE TURNED OFF UNLESS MANUALLY DONE

SO AT A SHUT OFF SWITCH.

DEHUMIDIFICATION MODE

WHEN THE RETURN AIR RELATIVE HUMIDITY (RH) RISES ABOVE THE RETURN HIGH LIMIT

SETPOINT OF 70% (ADJUSTABLE), THE AIR HANDLER SHALL ENTER THE

DEHUMIDIFICATION MODE.

THE COOLING COIL CONTROL VALVE SHALL OPERATE ACCORDING TO A PI LOOP TO

MAINTAIN A DISCHARGE AIR TEMPERATURE SETPOINT OF 50 DEG. F. (ADJUSTABLE). ANY

REQUIRED REHEAT SHALL BE DONE AT THE VAV BOX AND NOT AT THE AIR HANDLING

UNIT.

ECONOMIZER MODE

WHEN THE OUTSIDE AIR TEMPERATURE FALLS BELOW 50 DEG. F. AND THE DAT SETPOINT

IS 55 DEG. F. OR ABOVE, THE UNIT SHALL ENTER THE ECONOMIZER MODE. THE MIXING

DAMPER SHALL OPERATE ACCORDING TO A PI LOOP TO BRING IN UP TO 100% OUTSIDE

AIR TO MAINTAIN THE DAT SETPOINT.

IF THE DAMPER IS OPEN 100% TO THE OUTSIDE AIR AND THE DAT IS STILL RISING, THEN

THE UNIT SHALL MODULATE THE COOLING COIL CONTROL VALVE OPEN AND OPERATE

ACCORDING TO A PI LOOP TO MAINTAIN THE DAT SETPOINT.

MINIMUM OUTSIDE AIR REQUIREMENTS

THE MINIMUM OUTSIDE AIR DAMPER POSITION SHALL BE SET TO 10% OUTSIDE AIR

DAMPER POSITION (ADJUSTABLE) TO PROVIDE APPROXIMATELY 2,625 CFM OR 15%

OUTSIDE AIR TO AIR HANDLER 7. THE AIR HANDLER SHALL MAINTAIN THE MINIMUM

OUTSIDE AIR DAMPER POSITION SETPOINT AT ALL TIMES UNLESS THE UNIT ENTERS THE

ECONOMIZER MODE.

SYSTEM SAFETIES

THE AIR HANDLER FAN AND ALL OTHER SYSTEMS SHALL BE IMMEDIATELY SHUT DOWN

WHEN THE DUCT HIGH LIMIT OR LOW LIMIT SWITCHES ARE ACTIVE AND SHALL APPEAR IN

METASYS AS A HIGH PRIORITY ALARM.

THE FREEZE STAT SHALL SHUT DOWN THE AIR HANDLER WHEN THE AVERAGE AIR

TEMPERATURE FALLS BELOW 35 DEG. F. (ADJUSTABLE). THE UNIT SHALL OPEN THE 3 WAY

VALVE 100% TO THE HEATING COIL AND AN ALARM SHALL APPEAR IN METASYS AS A HIGH

PRIORITY ALARM IN THE EVENT OF A FREEZE SITUATION.

THE FIRE DAMPERS OR THE SMOKE DETECTORS SHALL SHUT DOWN THE SUPPLY FAN

AND ALL OTHER SYSTEMS WHEN SMOKE OR FIRE IS DETECTED AND SHALL NOTIFY OR

COMMUNICATE THE ALARM TO THE BUILDING FIRE PROTECTION PANEL ACCORDING TO

ALL FIRE AND LIFE SAFETY CODE REQUIREMENTS.

SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES

PART 1 – GENERAL

1.1 DESCRIPTION

A. This specification defines the general requirements and procedures for submittals. A submittal is information submitted for VA review to establish compliance with the contract documents.

B. Detailed submittal requirements are found in the technical sections of the contract specifications. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective technical specifications at no additional cost to the government.

C. IHS approval of a submittal does not relieve the Contractor of the responsibility for any error which may exist. The Contractor is responsible for fully complying with all contract requirements and the satisfactory construction of all work, including the need to check, confirm, and coordinate the work of all subcontractors for the project.

Non-compliant material incorporated in the work will be removed and replaced at the Contractor’s expense.

1.2 DEFINITIONS

A. Preconstruction Submittals: Submittals which are required prior to issuing contract notice to proceed or starting construction. For example, Certificates of insurance; Surety bonds; Site-specific safety plan; Construction progress schedule; Schedule of values; Submittal register; List of proposed subcontractors.

B. Shop Drawings: Drawings, diagrams, and schedules specifically prepared to illustrate some portion of the work. Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be integrated and coordinated.

C. Product Data: Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions, and brochures, which describe and illustrate size, physical appearance, and other characteristics of materials, systems, or equipment for some portion of the work. Samples of warranty language when the contract requires extended product warranties.

APPENDIX D - EDITED VA SPECS

01 33 23 - 22

D. Samples: Physical examples of materials, equipment, or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged. Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project. Field samples and mock-ups constructed to establish standards by which the ensuing work can be judged.

E. Design Data: Calculations, mix designs, analyses, or other data pertaining to a part of work.

F. Test Reports: Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work. Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.

G. Certificates: Document required of Contractor, or of a manufacturer, supplier, installer, or subcontractor through Contractor. The purpose is to document procedures, acceptability of methods, or personnel qualifications for a portion of the work.

H. Manufacturer's Instructions: Pre-printed material describing installation of a product, system, or material, including special notices and MSDS concerning impedances, hazards, and safety precautions.

I. Manufacturer's Field Reports: Documentation of the testing and verification actions taken by manufacturer's representative at the job site on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must indicate whether the material, product, or system has passed or failed the test.

J. Operation and Maintenance Data: Manufacturer data that is required to operate, maintain, troubleshoot, and repair equipment, including manufacturer's help, parts list, and product line documentation. This data shall be incorporated in an operations and maintenance manual.

K. Closeout Submittals: Documentation necessary to properly close out a construction contract. For example, Record Drawings and as-built drawings. Also, submittal requirements necessary to properly close out a phase of construction on a multi-phase contract.
