About this file

This Statement of Objectives outlines requirements for the modernization of the Army's fire support command and control products. The Army seeks to establish an indefinite delivery indefinite quantity contract to support development of an open architecture artillery execution suite to replace the current AFATDS 6.8 baseline. This will consist of fire support coordination, technical fire direction, and tactical fire direction capabilities leveraging the Tactical Assault Kit software. The effort will also focus on improving the Joint Targeting Integrated Command and Coordination Suite minimum viable product currently under development for fielding in FY25. The contract will establish a pool of traditional and non-traditional contractors to issue both fixed-price and cost-plus task orders as appropriate for tasks such as product integration, software development, and development of specific fires applications.

Statement of Objecves (SOO)

1. Overall Program Objecves. The Program Manager Mission Command Office (PM MC) connues to modernize its Fire Support Command and Control Products including the Advanced Field Arllery Taccal Data System (AFATDS) and the Joint Targeng Integrated Command and Coordinaon Suite (JTIC2S). The common objecves for each product is to be a data-centric, modular open systems architecture with applicaon based microservices that are hardware agnosc/cloud nave and leverage AI/ML technology advancements. Specific/unique to each product is:

a. AFATDS Arllery Execuon Suite (AXS) or some other industry provided open architecture will displace the current AFATDS 6.8 baseline. AFATDS AXS will consist of 3 major sub- components at echelon that enable Fire Support Coordinaon, Technical Fire Direcon, and Taccal Fire Direcon and leverage Taccal Assault Kit (TAK) soware.

b. Joint Targeng Integrated Command and Coordinaon Suit (JTIC2S) modernizaon efforts displace the Joint Automated Deep Operaons Coordinaon System (JADOCS) and will focus on improving on the JTIC2S Minimum Viable Product (MVP) currently under development and planned for fielding to the Army at the end of FY25. JTIC2S will also leverage TAK.

2. Development Objecves

a. Understand and adopt the values and principles described in the Agile Manifesto htps://agilemanifesto.org.

b. Implement an Agile development process that maximizes DevSecOps automaon with connuously priorized roadmaps and backlogs that provides the ability to change direcons rapidly.

c. Develop a DevSecOps culture and pracce that demands cross-funconal, cross-team collaboraon to implement automated pipelines to the maximum extend for rapid soware changes and deployment throughout the Army for the Fires C2 systems.

d. A User Centered Design (UCD) process that engages warfighters and operators to captured detailed UX requirements and specific mission task improvement goals.

3. Engineering Objecves.

a. Develop all products using TAK open architecture.

https://agilemanifesto.org/

b. Develop hardware agnosc/cloud nave, datacentric, Fires Soluons.

c. Maximize use of exisng soware (e.g. COTS, GOTS, etc.) to rapidly deliver incremental capability, supporng a compressed SW development meline and reducing Total Cost of Ownership.

4. Contracng Approach Objecve.

a. Establish a Digital Fires Indefinite Delivery Indefinite Quanty (IDIQ) as a FAR-based mul-award contract modeled aer the Air Force Advance Batlefield Management System (ABMS). It will support the modernizaon of arllery fires and Joint Targeng planning, coordinaon, and execuon.

b. Establish a manageable pool of contractors/developers tradional and non-tradional to the Fires community. We ancipate the pool to consist of several dozen.

c. Ability to issue Task Orders for different roles, ie. Program Integraon, Soware Developer.

d. Award fixed-price and/or cost task orders as appropriate to opmize performance.

e. Priorize and incenvize responsiveness, teamwork, quality, and speed of delivery over extensive planning, documentaon, and rigid adherence to scope that can become outdated.

f. Government to issue TOs to develop a fires digital infrastructure and serve as lead systems integrator.

g. Consorum to establish “Best of Breed” team(s) as appropriate to the task to modernize AFATDS and JTIC2S.

h. Government to issue task orders for the development of specific Fires sub-products/applicaons, i.e. Taccal Fire Direcon App, Technical Fire Direcon App, Fire Support, 4D visualizaon.

i. Establish a consorum where an experienced program integrator can consolidate each developer’s sub-product/applicaons into a coherent and funconal soware.

j. Establish a potenal transion point where a consorum could connue to expand the AFATDS AXS Soware Development Kit (SDK), Fire Support Element – Minimum Viable Product, and JTIC2S MVP currently in development as an oponal GFI
