VA Northern California Health Care System 15 December 2021 Statement of Work

A/E Design Services for Project 612-206 Construct and Renovate for Sterile Processing and COVID 19/Clean Storage, Mather

1. INTRODUCTION

A. This document contains requirements for Architect & Engineering (A/E) services for the development of construction documents for constructing 21,321 Square Feet (SF) of new construction (14,900 SF new warehouse storage; 5,921 SF mezzanine; 500 SF connecting bridge); and 7,075 SF of renovation (6,075 SF Sterile Processing & 1,000 SF Clean Storage). The existing warehouse Building 652 at the medical center will become home for sterile processing, expanded biomedical support and clean storage functions. These functions are significantly undersized given the increased demand for equipment, sterile processing and storage. Project will construct a 5,921 SF mezzanine within Building 652 with a 500 SF connecting bridge to surgery in Building 700 totaling 6,421 SF. Project also converts 7,075 SF of warehouse space to Sterile Processing and Supply (SPS) and Clean Storage. To make room for new construction, project will demolish, replace, and right size an existing non-ADA compliant 1,589 SF mezzanine inside of Building 652 for Biomedical Maintenance and Emergency Cache for pandemic response. The bridge between Buildings 652 and 700 will provide direct access for SPS to the Operating Rooms. Project will correct over $175,000 in facility condition and physical security (PSDM) deficiencies. This new warehouse space will also allow for the disposal of the Sacramento Warehouse lease, a 9,900 SF lease that is about to activate (SCIP Project VHA21-612-2015-30612). New lease is not yet operational in the Capital Asset Inventory; therefore, it cannot be selected for disposal under the SCIP Asset tab. Project also includes two parking spaces with electric chargers for GSA plug-in hybrid vehicles. The current SPS in Mather meets no VHA design guides or standards. It needs a complete remodel for space function and flow. It requires new HVAC and exhaust to meet new SPS requirements. This project will relocate SPS closer to the hospital using the existing warehouse space and connect directly to the OR floor instead of carrying SPS items down public corridors. A new warehouse will be constructed on new land to manage this change.

B. The A/E shall develop and provide VA the following: three (3) different floor plan options as part of the Concept Design Documents and Schematic Design Documents. The A/E shall develop the construction documents with Specifications, Narratives, and Cost Estimates for all disciplines involved in the design of the new and remodeled space. A/E shall provide all necessary/required professional engineering services to include, but not limited to: investigative/ evaluation/ design services, tools, equipment, materials, labor, travel, expertise, supervision, testing, analysis, and specialty services to accomplish all items and requirements outlined in this Statement of Work (SOW).

C. A preliminary/pre-proposal site visit is strongly encouraged. A/E shall coordinate with the Contracting Officers Representative (COR) prior to coming on site. A/E must take appropriate safety precautions when conducting field investigations and notify the COR of any/all hazardous material, substances and/or circumstance discoveries. The following resources will be made available to the A/E: all on-file hospital drawings for applicable disciplines (i.e. Site, Civil, Architectural, Structural, Seismic, Plumbing, Fire Protection, Mechanical, Electrical, etc.). Not all hospital drawings are in electronic format or up to date, but any available as-builts will be provided. However, the A/E shall be responsible for field verification of existing conditions of all utilities, structures and barriers.

2. SCOPE OF WORK

A. Background & Project Overview: This project includes 21,321 SF of new construction (14,900 SF new warehouse storage; 5,921 SF mezzanine; 500 SF connecting bridge); and 7,075 SF of renovation (6,075 SF Sterile Processing & 1,000 SF Clean Storage). New lease is not yet operational in the Capital Asset Inventory; therefore it cannot be selected for disposal under the SCIP Asset tab. Project also includes two parking spaces with electric chargers for GSA plug-in hybrid vehicles.

The A/E shall prepare an analysis for the building and building connection to B700 for SPS. The A/E shall provide Concept and Schematic Design drawings, feasibility recommendations, and cost estimates of three (3) options for the configuration of the new and remodel space. At 35% design the VA will require staff sign off on the newly developed and vetted architectural layout before moving to 65%/95%/100% submittals.

The project construction budget is $15,500,000.

B. PHASE 1 – A/E Evaluation, Concept Development and Schematic(s) Development: The A/E shall conduct an evaluation / assessment and provide a report with recommendations on workflow and inclusions of the Laboratory suite. This will be due 60 calendar days after Notice of Award (NoA). Within 105 calendar days of NoA the A/E shall provide the 3 options on the floor plan renovation for the 25% submittal in preparation for the 35% selected floor sign off option. A floor plan option will be decided at the 25% and official 35% signature floor plan will be approved before moving to the 65/95/100 sets. The following design parameters shall be considered and addressed in the report:

· Sterile Processing Service (SPS) equipment layout and requirements
