About this file

This document is an Attachment 01 - Cost Summary Format spreadsheet related to a federal contract opportunity for Radar Tank Level Indicators (TLIs). The spreadsheet provides instructions and templates for an offeror to input information on proposed labor categories, hours, rates, and other direct costs (ODCs) for the contract, including materials, specialized services, and travel. The spreadsheet includes worksheets for Year 1 and Year 2 labor estimates, support direct costs, a fully burdened labor details summary, a government cost summary format, and an offeror summary. Key details that need to be provided include the RFQ number, contract number, period of performance, prime offeror and subcontractor information, labor categories and hours, base and escalated labor rates, overhead and fringe rates, ODCs, and fee rates. The spreadsheet is designed to provide a standardized format for submitting cost information related to the federal contract opportunity.

Instructions

General Instructions and Information:
1. Offeror inputs shall be 1st entered in the "YR 1 Labor Estimate Details" worksheet.
2a. If the relevant RFQ is not identifying any option years in the prospective award; then the Offeror shall input its fiscal year (FY) information by worksheet with "Yr 1 Labor Estimate Details" and "Yr 1 Support Direct Costs" providing data for the first contractor FY in which costs are anticipated to be incurred.
If the Offeror's proposal is based on more the two FY, then the Offeror shall insert additional worksheets with the naming convention "Yr 3 Labor Estimates" and "Yr 3 Support Direct Costs", and so forth for additional FYs. The formulas in those sheets shall be consistent with the formulas presently in this
file. The "Gov't Cost Summary Format" and the "Offeror Summary" worksheets will require formula adjustments for any additionally created worksheets.
2b. If the relevant RFQ is identifying a base year with option years in the prospective award; then the Offeror shall input data by prospective Order year with "Yr 1 Labor Estimate Details" and "Yr 1 Support Direct Costs" providing proposed data for the Order's Base Year. If the Offeror's proposal is based on
more than the a Base Year and One Option Year, then the Offeror shall insert additional worksheets with the naming convention "Yr 3 Labor Estimates" and "Yr 3 Support Direct Costs", and so forth for additional Option Years. The formulas in those sheets shall be consistent with the formulas presently in this
file. The "Gov't Cost Summary Format" and the "Offeror Summary" worksheets will require formula adjustments for any additionally created worksheets.
3. When a worksheet (e.g., Yr 1 Labor Estimate Details) requires input of information; the cells requiring input are identified by "yellow" highlighted cells.
4. It is expected that an Offeror will not input data into all "yellow" highlighted cells . Note that "Yr 1 labor Estimate Details" worksheet has 60 rows available for proposed labor categories/employees. Example, if an Offeror is only proposing 5 employees, an Offeror shall only
input data into cells A12 thru G16 and I12 thru I16.
5. Do not fill-in data into a cell that starts with the word "Note", and is in red-lettering. Those cells are meant to only provide instructions on properly completing this file.
