About this file

This document is a Buy American—Balance of Payments Program Certificate (Standard Form 252.225-7000) for a federal solicitation related to Function/Waveform Generators issued by the Department of the Air Force Headquarters Air Force Academy. The form requires offerors to certify the origin of end products and components, specifically identifying whether products are domestic, from qualifying countries, or foreign-sourced.

The certificate mandates that offerors declare each end product's country of origin, with specific requirements for Commercially Available Off-The-Shelf (COTS) items and non-COTS components. Offerors must disclose any end products that are not domestic, including those manufactured in the United States that do not qualify as domestic end products. The government will evaluate offers according to Defense Federal Acquisition Regulation Supplement (DFARS) Part 225 policies, with qualifying country end products evaluated without restrictions from the Buy American statute or Balance of Payments Program.
