Request for Information (RFI) / Sources Sought Notice – Repair B6413 Secure Space, Barksdale AFB, Louisiana
This RFI is issued by the U.S. Army Corps of Engineers (USACE), Fort Worth District, for market research purposes regarding a Progressive Design-Build (PDB) project under Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a. The project involves converting approximately 14,000 square feet of existing hangar space into a Sensitive Compartmented Information Facility (SCIF), Special Access Program Facility (SAP-F), and open storage space at Hangar B6413, Barksdale Air Force Base, Louisiana. The scope includes demolition of an existing concrete masonry unit (CMU) storage room, comprehensive build-out with multiple office configurations, conference and briefing rooms, training areas, breakrooms, server rooms, and restrooms. The project also requires structural and architectural planning for a future second floor with elevator and stairwells. All exterior alterations require State Historic Preservation Office (SHPO) approval due to the facility's location in a designated historical district. The finished facility must integrate NIPR, SIPR, JWICS, and SAP networks with advanced Access Control and Audio/Visual systems, and comply strictly with ICD/ICS 705 standards for STC-rated walls, doors, and post-construction sound testing, with heightened acoustic requirements for "Sound Group 4" areas.
The Target Price Range (TPR) for construction is $18,395,930.02 to $19,345,000.00 within a total Programmed Amount of $20,000,000.00 (or $19,500,000.00 baseline). The Government targets formal award of Phase 1 (Design and Preconstruction Services) in the Second or Third Quarter of FY27, with a Period of Performance of approximately 1,000 calendar days following Phase 2 Construction execution. Interested parties must submit responses as a consolidated PDF or Word document by Thursday, September 30, 2026, no later than 10:00 A.M. Central Daylight Time, including a confirmation of interest, a brief capability statement addressing secure facility construction experience, progressive design-build mechanics, and advanced technical methods, and complete answers to the Project Delivery & Acquisition Strategy Questionnaire. The absolute cutoff for technical inquiries is Thursday, September 22, 2026, at 10:00 A.M. CDT. Responses must be emailed to Contracting Specialist Nicole Esser (Nicole.r.esser@usace.army.mil) with a carbon copy to Contracting Officer Shayla Lucas (shayla.j.lucas@usace.army.mil). A virtual Industry Day will be scheduled with details to be published subsequently on SAM.gov. Note: Federal Acquisition Regulation (FAR) does not apply; an Other Transaction Agreement serves as the sole governing contract.

NOTICE TYPE : Special Notice: Progressive Design Build Services Under Other
Transaction Authority- Repair B6413 Secure Space- Barksdale AFB, Louisiana
SUBJECT : Sources Sought (RFI) - Repair B6413 Secure Space
DISCLAIMER : This is a Request for Information (RFI) / Sources Sought Notice only. This notice is issued solely for market research, information, and planning purposes. It does not constitute a Request for Proposals (RFP), a Request for Qualifications (RFQ), or a commitment by the Government to write, issue, or award an agreement or contract. The Government will not pay for any information or administrative costs incurred in response to this notice. All response costs will be borne solely by the interested party.
PROJECT OVERVIEW & POTENTIAL PATHWAY:
The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting public market research to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs).
This project will potentially be executed as a Progressive Design-Build (PDB) project utilizing Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a. Prospective partners are advised that the Federal Acquisition Regulation (FAR) does NOT apply to this potential procurement path. The negotiated, bilateral Other Transaction (OT)
Agreement would serve as the sole governing contract.
SCOPE OF WORK: This project is to convert approximately 14,000 square feet of existing hangar space into Sensitive Compartmented Information Facility (SCIF), Special Access Program Facility (SAP-F), and Open Storage space at Hangar B6413, Barksdale AFB, Louisiana. The scope of work includes the demolition of an existing CMU storage room within the hangar space and the comprehensive build-out of the multi-functional floor plan to accommodate various open and private office configurations, conference and briefing rooms, training and planning areas, breakrooms, server rooms, and restrooms.
Furthermore, the project requires structural and architectural planning for a future second floor, incorporating the necessary floor plate, mechanical room, restrooms, communication stub-ups, elevator, and stairwells. Because this facility is located within a designated historical district, any exterior alterations will require consultation and approval from the State Historic Preservation Office (SHPO). The finished facility will require the integration of NIPR, SIPR, JWICS, and SAP networks, alongside advanced Access Control and Audio/Visual systems. Strict compliance with ICD/ICS 705 standards is mandatory throughout the project lifecycle, particularly regarding the installation of STC-rated walls and doors, as well as the execution of post-construction sound testing to ensure successful facility accreditation. Contractors must account for heightened acoustic requirements; any room utilizing audio equipment for presentations or teleconferencing is classified as “Sound Group 4” under ICD 705 and will necessitate correspondingly higher STC ratings.
Target Price Range (TPR): The Government has established a Target Price Range (TPR) for construction between $18,395,930.02 (the estimated Construction Budget) and $19,345,000.00 (the strict CCL / CWE limit), within a total Programmed Amount (PA) of $20,000,000.00 (or $19,500,000.00 baseline).
Projected Award Date: The Government targets the formal award of the potential Agreement Phase 1 (Design and Preconstruction Services) on or about Second or Third Quarter of FY27.
Period of Performance (POP): Approximately 1000 calendar days following the potential execution of the Phase 2 Construction modification.
