About this file

This Performance Work Statement (PWS) details requirements for a contractor to provide airshow narrator and sound/audio technical services for the Shaw Air Force Base (SAFB) Air and Space Expo from 27-29 March 2026. The contractor must supply an experienced airshow narrator with at least 5 years of experience to manage crowd activities, provide narration for flying demonstrations, make announcements, participate in safety briefings, and handle media relations. Additionally, the contractor must provide a comprehensive audio system capable of supporting approximately 50,000 spectators in the general crowd area and a separate VIP pavilion audio system.

Key technical requirements include a central control system with a 12-channel mixer, wireless microphones, CD player, and dedicated generators, as well as remote/auxiliary PA systems with specific audio equipment specifications. The contractor must also coordinate with the Air Force Thunderbirds' support team and maintain personal liability insurance. Compensation is structured as a lump-sum payment within 30 days after performance, with provisions for partial payment if the event is cancelled due to extraordinary circumstances. The PWS explicitly prohibits the contractor from soliciting donations or charging admission, as Air Force shows are free to the public.
