About this file

This is a Justification and Approval (J&A) document for other than full and open competition for Oracle Database Tuning services required by the Product Manager Global Combat Support System - Army (GCSS-Army). The document justifies a Firm-Fixed-Price purchase order under the authority of 10 U.S.C. 3204(a)(1) for Oracle Database Tuning services that can only be provided by authorized Oracle resellers.

The requirement includes database tuning, optimization, and technical support services to be performed by Oracle Advanced Customer Services engineers for the period December 2024 through December 2029 (base plus 4 option years). The services will support SAP Oracle Database tuning, SQL performance optimization, and systems capacity planning. Previous awards were made competitively to Affigent LLC (August 2023) and DLT Solutions LLC (August 2021 and April 2018). The government plans to compete this requirement among authorized Oracle resellers through SAM.gov, as the services are no longer available through CHESS/ESI contract vehicles. The work will be performed at Redstone Arsenal, AL. The document is signed by Contracting Officer Conrad Baker and dated December 5, 2024.

Department of Army Justification and Approval for Other than

Full and Open Competition

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: GCSS-Army requests a FFP contract be awarded for Oracle Database Tuning to authorized Oracle vendors. ACC-RI projects award for and will obligate fiscal year , Operations and Maintenance, Army funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: GCSS-Army has a requirement for a follow-on contract for Oracle Support Services for Database Tuning and related travel. The period of performance (PoP) The proposed action will include GCSS-Army estimates a dollar value of including options, based on the Independent Government Estimate.

Oracle’s consultants will provide analysis and database tuning recommendations and help IT staff move data between systems. This includes assistance with performing specialized production tasks and enabling operational optimization for complex Oracle environments. Specific services include assistance with Systems Applications and Products in Data Processing (SAP) Oracle Database Tuning and optimization, technical and performance advice and guidance based on analysis of database metrics, and suggestions for improving Structured Query Language (SQL) performance based on database metrics analyzed to maximize performance of existing SAP Oracle Databases.

Oracle consultants will analyze the project’s objectives and ascertain possible constraints such as partnerships, resources, road maps, dependencies, and operational requirements.

Services will be performed in one (1) task area:

Task Area 1: Oracle Advanced Customer Services (ACS) Engineering Services – Database Tuning

During the PoP being requested, The Oracle ACS Senior Advanced Support Engineer will continue to provide analysis and tuning recommendations , for

a. Assist with performing specialized production tasks and enabling operational optimization for complex Oracle environments. Specific services may include assistance with one or more of the following activities:

(1) Database and systems capacity sizing

(2) Optimize portal applications performance

(3) Oracle applications performance optimization

(4) Oracle applications testing, capacity planning and guidance

Est Dollar Value:

b. Assist with maximizing the supportability and operational integration of Oracle database deployed with third party applications. Specific services may include assistance with one or more of the following activities:

(1) Technical advice and guidance for the Oracle database deployed with third party applications

(2) Performance optimization for the Oracle database deployed with third party applications

(3) Migration advice and guidance for the Oracle database deployed with third party applications

c. SAP Oracle database Tuning and optimization

(1) Technical and Performance advice and guidance based on analysis on database metrics

(2) Suggestions for improving SQL performance based on database metrics analyzed

The goal is to maximize performance of existing SAP Oracle databases as GCSS-Army is ramping up for new users.

4. Authority Cited: 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) and 6.302-1(c), Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions.

5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR 6.303 and 6.304.

The supplies or services to be ordered are unique or highly specialized by brand name.

The requirement for continued Oracle Database Tuning Services to diagnose poor performing SQL code is not covered under the existing system integration contract with the lead system integrator. These services require access to Oracle internal systems, tools, and methodologies that are only available to authorized Oracle resellers.

No other configuration other than Oracle currently in use at GCSS-Army can meet the agency’s need without unacceptable delays. There is no proven product with maturity that is widely used within the DoD community to support GCSS-Army’s requirements.

If this request is not approved, the Army will not have an enterprise system that provides the Army with a modern and adaptable tactical logistics sustainment solution. The existing tactical logistics Standard Army Management Information System would not be

Est Dollar Value:

replaced. The Army would forego increased adaptability, flexibility, openness, and efficiency in support of its unique tactical logistics sustainment requirements. There would be no enhancement capability that allows for the mobilization, deployment, employment, sustainment, and redeployment of Army and Joint Forces.

The success of GCSS-Army’s SAP solution center relies on its ability to provide consistent and reliable response time. Without these database tuning, GCSS-Army users could be adversely impacted. The existing GCSS-Army solution needs the continued Oracle Database Tuning consulting to ensure acceptable transaction for the solider.

6. Efforts to Obtain Competition: In alignment with our existing procurement framework, we have traditionally leveraged the NASA Solutions for Enterprise-Wide Procurement (SEWP) program to fulfill our requirements. Following a thorough review of our procurement options, including the Computer Hardware Enterprise Software and Solutions (CHESS), Enterprise Software Initiative (ESI) and NASA SEWP, we have collaborated with the OEM to assemble a comprehensive list of authorized resellers for this product. These vendors will participate in a competitive Request for Quotation (RFQ) process, which will be posted on SAM.gov, and will be competing against each other for this opportunity.

7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes that would enable future actions to be competed without restriction. Oracle Database Tuning has successfully met the Government’s requirements and GCSS-Army does not foresee a change in the requirement for the foreseeable future. If the Government determines Oracle Database Tuning is no longer required, the Government will seek competition through other products to the maximum extent practicable in the future for required functionality.

IAW AFARS 5139.101-90(a)(1), it is mandatory for the Government to utilize the CHESS and the DoD Enterprise Software Initiative vehicles. If the product is not on these vehicles, the Government is free to use any other vehicle to procure its requirements.

There are currently no service agreements in place, and an alternative acquisition method will be utilized. ACC-RI will compete this action on the open market.

8. Market Research: IAW FAR Part 10, the Government conducted the following market research for this acquisition:

GCSS-Army is continually monitoring the marketplace searching for better technologies and overall IT solutions to improve and enhance the Army’s ERP systems. GCSS-Army conducted market research in September/October 2024. The Oracle Database tuning services are outside of the scope of the ITES-3H contract but are available on NASA SEWP V and the open market. Oracle offers its technical support services to customers only through Oracle authorized resellers.

The market research for this requirement was initiated through release of Request for Quote (RFQ) #511952 submitted through the CHESS portal on , with a closing date of . RFQ for Market research only was created since it is a requirement in order to request a Statement of Non-Availability (SONA) and also to determine the required item specifications, potential products available, and the vendors

available to provide the required brand name equipment. Of the CHESS (ITES-3S) contract holders, vendors submitted quotes to the RFQ, vendors submitted intent to bid, and vendors did not respond to the Government’s RFI. ACC-RI will post RFQ on SAM.gov for competition among Oracle’s approved vendors.

This change in CHESS availability was due to Oracle terminating technical support/ maintenance service from the base GSA BPAs, eliminating GSA and CHESS as viable options for competing this requirement. Since the product is not available on CHESS, a SONA & ITAS waiver were requested/approved.

ACC-RI reached out to Oracle to obtain a list of authorized resellers who can provide the software licenses and support that are required on for this action. In addition, to the open market, NASA SEWP V provides Government Wide Acquisition Contracts to purchase the required Oracle authorized products, maintenance, and technical services to help support the installation, configuration, and implementation of the Oracle solution, albeit via a non-DoD contracting method

Previous award was made to a small business.

9. Interested Sources: To date, no other sources have expressed a written interest in this requirement and there is no other product in the marketplace to replace Oracle.
