About this file
This is a Government Format Pricing Model (GFPM) Excel spreadsheet for the Abrams Integrated Logistics Services (AILS) contract opportunity. The document details a five-year contract to provide comprehensive field support services for the U.S. Army, specifically supporting the Abrams Family of Vehicles, Joint Assault Bridge, and Assault Breacher Vehicle, including Foreign Military Sales (FMS) countries.
The pricing model covers multiple ordering periods with various labor categories across CONUS and OCONUS locations, including Project Management, Field Service Representatives, Vehicle Maintenance, Modification Work Orders, New Equipment Training, and Total Package Fielding. The total proposed price is $141,977,668.45, with annual periods ranging from approximately $24.6 million to $26.8 million, plus a 6-month option period. Labor categories span 21 distinct roles, with required hours for each period totaling 1,448,547 hours, divided between CONUS (5,247,409 hours) and OCONUS (2,719,600 hours) locations. The document provides a detailed breakdown of labor rates, escalation, travel costs, and other financial components for potential offerors.

INSTRUCTIONS
INSTRUCTIONS TO OFFERORS
| General | |
| 1 | The Prime Offeror shall complete this Government Format Pricing Model (GFPM). |
| 2 | All proposed direct labor rates shall be in line with justifying data (historical/incurred costs, salary survey, BLS OES etc.) for each identified locality. |
| 3 | Subcontractor offerors shall complete the subcontractor GFPM (GFPM-Subs). |
| 3a | The Government has included a separate subcontractor GFPM attachment (GFPM-Subs) for the prime offeror to provide each subcontractor. The subcontractor GFPM shall be utilized for each subcontractor to show its compliance with providing a full labor buildup, per labor category and to ensure compliance with the Government provided floor rates. |
| 3b | All subcontractors must provide the subcontractor GFPM (GFPM-Subs) to the prime offeror for submittal to the Government as part of its prime offeror proposal OR each subcontractor must submit this file directly to the Government. |
| 3c | To promote consistency between subcontractor files and prime offeror files, the Government has provided a "Sub - FBLR Summary" tab within the GFPM-Subs for the subcontractor to be able to more easily transfer its proposed FBLRs, for its provided labor categories, to the prime offeror for the prime offeror to include in its proposal. |
| "Minimum Qualifications" Tab | |
| 1 | This tab is for offerors to certify that the provided employees meet or exceed the minimum education/experience requirements identified by the USG and to provide an offeror specific labor category name for each labor category identified in the SOW. |
| 2 | In Column E, a person legally authorized to bind the offeror shall enter their name for certification. This person is certifying that the offerors (prime & subcontractor) will provide personnel that meet the minimum qualifications in accordance with the SOW throughout the entire performance period of this effort. In Column G the same person shall enter the date of certification. |
| "Totals" Tab | |
| 1 | Offerors shall input offeror name into cell C2. |
| 2 | Offerors shall input its Phase-In FFP into cell C3. |
| 3 | The FAR 52.217-8 6-Month "Option to Extend Services" is automatically calculated by multiplying the total "Ordering Period 5" prices by 50.00%. |
| 4 | The total proposed price is calculated in cell F44. |
| 5 | No other offeror input necessary, all totals will auto-populate from the "Ordering Period 1", "Ordering Period 2", "Ordering Period 3", "Ordering Period 4", "Ordering Period 5" tabs. The USG may utilize this tab while evaluating the Most Probable Cost to the Government. |
| "Ordering Period 1", "Ordering Period 2", "Ordering Period 3", "Ordering Period 4", and "Ordering Period 5" Tabs | |
| 1 | Offeror input is required in all applicable cells highlighted in yellow. |
| 2 | The "Ordering Period Labor Categories & Hours" (columns A - H) contain all of the performance locations and labor categories that the USG anticipates to be necessary for completion of this effort. The "Req. Hours" column (Column F) contains the total number of hours to be proposed for each of the USG identified labor categories. The hours may be allocated to the prime contractor and/or subcontractors. All Proposed (prime & subcontractor) labor hours must be equal to the total number of hours identified in the "Req. Hours" column. |
| 2a | In the "Prime Contractor CPFF Labor" table (columns J - X in the Ordering Period 1 (OP1) tab and columns J - V in the OP2, OP3, OP4 & OP5 tabs), offerors shall input the proposed number of hours that will be completed by the prime contractor for each of the USG identified labor categories. Offerors are required to submit fully burdened labor rates for each of the USG identified labor categories (column U in the OP1 tab and column S in the OP2, OP3, OP4 & OP5 tabs). Offerors shall insert all of the cost elements (direct labor, DBA Insurance, fringe benefit cost, labor overhead costs, general & administrative cost, fee etc.) that make up all of the fully burdened labor rates proposed for each of the USG identified labor categories (columns L - T in the OP1 tab and columns K - R in the OP2, OP3, OP4 & OP5 tabs). Columns V - X in the OP1 tab and columns T - V in the OP2, OP3, OP4 & OP5 tabs automatically calculate based on the offeror's inputs. |
| 2b | Offerors shall insert direct labor rates in the OP1 tab for the applicable labor categories in Column L (L5 - L7, L9 - L14, L16, L18, L21 - L27, L29 - L31). Note: Per section L of the RTOP, the proposed direct labor rate must meet or exceed the USG floor rates referenced in the OP1 tab in Column K (K5 - K31). |
| 2c | Some labor categories are listed more than once as identified by the ID#. Proposed rates are only required to be input once for each labor category, as they will autopopulate in any additional locations. For example, ID 002 appears in Row 6 and Row 8. Once proposed rates are input into the applicable yellow cells for ID 002 in Row 6, they will autopopulate for the same labor category (ID 002) in Row 8. |
| 2d | Offerors that do not account for Defense Base Act (DBA) Insurance in its indirect rates shall utilize column N in the OP1 tab and Column L in the OP2, OP3, OP4 & OP5 tabs to input its DBA Insurance premium for all applicable OCONUS labor categories. DBA Insurance shall be proposed in the direct labor build up as it is not included in the Travel/Material/ODC cost. |
| 3 | In the event a Prime Offeror proposes a direct labor rate below the floor rate in error, the GFPM corrects this error by utilizing the floor rate (as calculated by the pre-populated formula in column M in the OP1 tab) to compute the Prime Offeror costs that contribute to the Prime Offeror proposed FBLR in column U. |
| 4 | Subcontractor offerors shall submit a detailed cost build up for each proposed fully burdened labor rate utilizing Attachment 0016 (GFPM-Subs). Subcontractors may choose to submit the cost build up data as part of the prime contractor's cost submission or as a separate submission directly to the Government. If reconciliation differences exist between the prime contractor's pricing submission and the subcontractor cost build up spreadsheets, the Government will rely on the data entered into the prime contractor's Government format spreadsheets to make any reasonableness/realism determinations. |
| 4a | In the "Subcontractor Labor" table (columns Z - AN in the OP1 tab and columns X - AL in the OP2, OP3, OP4 & OP5 tabs), offerors shall input the proposed number of hours that will be completed by the subcontractor for each of the USG identified labor categories. Offerors are required to submit fully burdened labor rates for each of the USG identified labor categories (column AH in the OP1 tab and column AF in the OP2, OP3, OP4 & OP5 tabs). Offerors shall insert all of the cost elements (FBLRs, prime overhead costs, prime general & administrative cost, prime fee etc.) that make up all of the fully burdened labor rates proposed for each of the USG identified labor categories (columns AA - AG in the OP1 tab and columns Y - AE in the OP2, OP3, OP4 & OP5 tabs). Columns AI - AK in the OP1 tab and Columns AG - AI in the OP2, OP3, OP4 & OP5 tabs automatically calculate based on the offeror's inputs. If necessary, subcontractors may submit additional cost data in it's own format to further justify the proposed single elements of the subcontractor labor costs. |
| 4b | In column AL in the OP1 tab and AJ in the OP2, OP3, OP4 & OP5 tabs, the prime offeror shall enter the name of the subcontractor(s) proposed to complete the hours associated with each labor category. If the prime offeror proposes more than one subcontractor for a single labor category a single FBLR (inclusive of prime contractor indirect adders and fee) shall be proposed. The proposed FBLR (inclusive of prime contractor indirect adders and fee) shall be a blend of each subcontractor’s proposed FBLR. In column AM in the OP1 tab and AK in the OP2, OP3, OP4 & OP5 tabs the prime offeror shall indicate if the proposed subcontractor FBLR is a "blended" FBLR. In column AN in the OP1 tab and AL in the OP2, OP3, OP4 & OP5 tabs the prime offeror shall enter the billing nomenclature for each of the subcontracted labor categories, all subcontracted labor categories shall be differentiated from prime labor categories. |
| 5 | Columns AP - AR in the OP1 tab and Columns AN-AP in the OP2, OP3, OP4 & OP5 tabs calculate a single composite fully burdened labor rate (prime and subcontractor) for each of the USG identified labor categories. |
| 5a | All values populate based on the offerors input in the "Prime Labor" and "Subcontractor Labor" tables. No offeror input is necessary. |
| 6 | The Travel Plug Figures in cells D46 - D49 in all OP tabs are pre-populated plug figures. |
| 6a | Offerors may input a proposed discount rate on the Travel - Lodging plug in cell E46 in all OP tabs. |
Offerors may input a proposed discount rate on the Travel - M&IE plug in cell E47 in all OP tabs.
| 6b | The Material/ODC Plug Figures in cell F52 in all OP tabs are pre-populated plug figures. |
| 6c | Offerors may input an indirect ceiling rate that may apply to the Total Travel/Material/ODC cost in cell E57 in all OP tabs. No fee shall be applied to Travel/Material/ODC. |
| 6d | The total Travel/Material/ODC amount will be the sum of the USG plug figures, proposed travel discounts, and proposed indirect costs. (Cell F59 in all OP tabs) |
| 7 | The Total Price for each ordering period is equal to the sum of all prime contractor labor costs, subcontractor labor costs, Travel/Material/ODC costs, and any applicable indirect costs. The total price for each ordering period is identified in cell F62 in all OP tabs. |
| 8 | The DBA, Fringe Benefit, Labor OH, G&A, and FCCOM columns are unlocked and editable. |
| "Escalation" Tab | |
| 1 | This tab provides the data for the labor escalation rates which apply to all option periods of performance tabs. |
| 2 | Per section L, for evaluation purposes only, this solicitation has set a minimum escalation for each period of performance. Offerors may choose to increase this rate in column C of the escalation tab, but shall not propose an escalation rate which is below the USG minimum. |
| "Composite Labor Rates" Tab | |
| 1 | This tab organizes all proposed composite (prime and subcontractor) costs, fees and fully burdened labor rates. All values automatically populate based on offerors input on the "Ordering Period" tabs. |
| 2 | No offeror input is necessary. |
| "Prime Ceiling Rates" Tab: | |
| 1 | The Government is requiring prime contractors to propose a cost ceiling on their fully burdened labor rates (FBLRS) (less fee), where the ceiling is equal to the proposed FBLR (less fee) for each labor category plus 10% for CONUS or 20% for OCONUS. This tab includes a formula that auto-calculates these ceiling rates for each period. |
| 2 | No offeror input is necessary. |
| "Subcontractor Ceiling Rates" Tab: | |
| 1 | The Government is requiring prime contractors to propose a cost ceiling on their subcontractor fully burdened labor rates (FBLRS) (less fee), where the ceiling is equal to the proposed subcontractor FBLR (less fee) for each labor category plus 10% for CONUS or 20% for OCONUS. This tab includes a formula that auto-calculates these ceiling rates for each period. Subcontractors bid as “Fixed Rates”, including but not limited to FFP-LOE, Labor-Hours, Time and Material (T&M), are expected to be fixed over the life of the contract and proposed Subcontractor “Fixed Rates” will be added to Section H, “Special Instructions,” of the resulting task order. However, in the event of unforeseen circumstances related to subcontractors, this tab shows the ceiling rates per labor category for any subcontractor who performs work under the proposed subcontractor allotted labor categories. |
| 2 | No offeror input is necessary. |
| "CLINs" Tab: | |
| 1 | This tab organizes all proposed costs and fee in a format aligned with the planned CLIN structure. |
| 2 | No offeror input is necessary. |
