About this file

This document contains questions and answers related to a federal solicitation for mechanical kits for the UH-60V helicopter program. The solicitation seeks proposals for mechanical installation kits including items such as center console kits, cooling system kits, electrical harnesses, and antennas. Several questions relate to missing or incorrect technical drawings in the original solicitation package. The government provides responses that include revising documents and attachments, and extending the proposal due date to allow time to address deficiencies. Other questions clarify pricing requirements, the treatment of government furnished equipment, and evaluation criteria.

Mechanical A-Kit Question and Answer Log Attachment 0012

Question # Reference Document Reference Section Question Government Response 1 TDP 1060929‐701 The Following documents are missing: Drawings 1061901, 1062049, and 1082223 are not applicable to this Mechanical A‐kit procurement, so we intentionally excluded them from the GFI package. We will provide drawings 1062026, 1062028, and 1062030; those were accidently omitted.

The 1060929 drawing is the top‐level, kit collector drawing for the entire UH‐60V Digital Cockpit Upgrade TDP, to include the Mechanical A‐kit, Electrical A‐kit, and Mechanical B‐kit.

The TDP utilizes collector drawings as an organizational tool such that the entire drawing package traces up to one part number via associated next higher assemblies. Drawing 1060929 decomposes into additional sub‐collector kit drawings organized by functional group. We included the 1060929 drawing as part of the GFI since it’s the top level‐drawing, but we intentionally excluded the lower level Electrical A‐kit and the B‐kit drawings that don’t apply to this procurement. Accordingly, offerors should use the Mechanical A‐Kit Kitting List (Attachment 0005) as the primary reference point for this procurement effort, not the 1060929 drawing. The requirement for this contract is to deliver all the items identified on the Mechanical A‐Kit Kitting List; which defines the deliverables at the installation kit drawing level, which is the level beneath the collector and sub‐collector drawings.

2 TDP 1060929‐701 Drawing "Kit Collector, UH‐60V," 1060929‐701 has multiple find numbers with flag number 4 additional reference notes It is not clear if all the ‐ 701 find numbers should be in scope for offeror to provide, or if the find numbers with flag note 4 should be excluded Please clarify/ confirm the scope of work

The electrical installations associated with flag note number 4 are out of the scope of this procurement effort. Those installations are only applicable to the UH‐60V Engineering Development Model (EDM) aircraft, tail numbers 90‐26242 and 90‐26302. Offerors should use the Mechanical A‐Kit Kitting List (Attachment 0005) as the primary reference point for this procurement effort, not the 1060929 drawing. The requirement for this contract is to deliver all the items identified on the Mechanical A‐Kit Kitting List; which defines the deliverables at the installation kit drawing level, which is the level beneath the collector and sub‐collector drawings.

3 TDP 1060947‐501 Drawing "Cockpit Systems B‐Kit Collector", 1060947‐501 has a note as follows: "Do not provision both FN2&FN3"; 060948‐901 configuration is for Kits manufactured with emergency control panel 1060996‐101. 1060948‐903 configuration is for Kits manufactured with emergency control panel 1060996‐103, which incorporates UH‐60M design improvements under mod record 3. Should offeror provide both part numbers per the drawing BOM as called out or some other variation that is described in the text above? Please clarify/ confirm the scope of work

Please refer to the UH‐60V Mechanical A‐Kit Kitting List (Attachment 0005) which shows the required Kit number as 1060948‐903 for the CENTER CONSOLE B‐KIT INSTALLATION. The offeror is to propose only the 1060948‐903 Kit.

4 TDP 1061505 Drawing states to not provision specific find numbers per note. Please clarify/ confirm the scope of work

Note 2 on drawing 1061505 references two configurations for the RIGHT SEATWELL PROVISIONS Kit (1061306‐301 and 1061306‐303). Please refer to the UH‐60V Mechanical A‐Kit Kitting List (Attachment 0005) which shows the required RIGHT SEATWELL PROVISIONS Kit number as 1061306‐303. In regard to Note 2, the offeror is to propose the 1061306‐303 Kit only .

5 TDP 1061417 Notes and Remarks state, "NHA…", What does "NHA" mean in this application NHA means Next Higher Assembly. Based on Note 2 and the "Notes or remarks" column on the Parts List, the offeror is only to propose Find Numbers 3 through 6 on drawing 1061417.

6 TDP 1061416 All find numbers within the drawing are listed as GFE; none of the find number drawings are provided; does the offeror need the drawings?; is the intent for the offeror to gather the GFE and kit/ package the find numbers under 1061416 without modification?

Drawing 1061416 and the next higher assembly drawing 1062011 were inadvertently included in the drawing package. The offeror is not to propose any of the items shown on either drawing.

7 TDP 1061256 Find numbers 2‐5 have note 8 attached; "Item Provided as GFE as part of 70600‐03420‐ 011"; where is 70600‐03420‐011 called out as provided?; what defines 70600‐03420‐ 011?; what disassembly (if applicable) is required for kiting into this 1061256 kit, and what is the offeror supposed to do with as extra hardware (if applicable)?; please clarify/ confirm the scope of work

The offeror is not to propose Find Numbers 2 through 5, nor Find Number 6. The drawing will be updated to indicate that Find Number 6 is to be provided as GFE. The offeror should only propose Find Number 7. The reference to 70600‐03420‐011 is not applicable to this solicitation. The offeror is not to propose any disassembly in order to provide this Kit.

Question # Reference Document Reference Section Question Government Response 8 It was stated in the Industry Day presentation that the validity period for the proposal is

180 days. Based on the projected award schedule there is about 11 months between proposal submission and award. How will the USG address the discrepancy of having a shorter validity period than the projected evaluation/award time?

The proposal validity period will be reaffirmed in the event the USG requests Proposal Revisions during the course of the evaluation. The USG reserves the right to request extensions of the proposal validity.

9 Will the Government allow an illustration on an 11x17 page to count as one page?

No, additional details will be provided in the formal Request for Proposal

Drawing 1061901 defines the requirements for marking and painting the aircraft, so it is out‐of‐ scope of the Mechanical A‐kit. It only applies to Corpus Christi Army Depot (CCAD) who will be installing the UH‐60V A and B‐kits on the aircraft; therefore, it was intentionally excluded from the GFI package.

Drawing 1062049 is not applicable to the Mechanical A‐Kit procurement effort; therefore, it was intentionally excluded from the GFI package. It defines the requirements for the UH‐60V Data Transfer Device (DTD) and associated maintenance access and USB cables, which are B‐kit items being procured and delivered to CCAD via a separate procurement contract.

599‐1200‐003, 899‐1200‐003, 1010081‐1, 1010094‐01, 1010095‐01, 1010097‐01, 1010135‐10, 1010145‐1, 1010125‐1, 1010163‐01, 1010109‐001, 1010100‐1‐47, 1010118‐25, 1010118‐07, 1010130‐30, 1008514‐10, 902220‐804, and 902456‐801 are Government Furbished Equipment (GFE) items; therefore, these items should not be provided by the contractor as part of this Mechanical A‐kit procurement effort. Items marked as GFE will be supplied directly to the government via separate contract vehicles or removed and reused by CCAD from the inducted 60L aircraft.

Parts 1038865‐1, 1038867‐1, 1039949‐1, 1038836‐1, 1038820‐1, 1038860‐1, 1038887‐1, 1038847‐1, 1038838‐1 are GFE items; therefore, they should not be provided by the contractor as part of this Mechanical A‐kit procurement effort. Drawing 1061416 and 1062011 should have been excluded from the GFI package.

Drawings 1062206, 1062150, 1062348, 1062305, 1062457, 1062367, 1061434, 1061434, 1062424, 1062373, 1062026, 1062442, and 1082223 are electrical A‐kit installation drawings which are outside the scope of the Mechanical A‐kit procurement. Therefore, these drawings were intentionally excluded from the GFI package.

Drawing 1061434 is not applicable to this Mechanical A‐kit procurement. It covers the B‐kit installation for the UH‐60V Data Concentrator Units (DCUs), which are Contractor Furbished Equipment (CFE) that will be supplied to the government via a separate contract vehicle. IAS B‐ KIT COLLECTOR drawing 1062003 should not have been included in the GFI package.

Section B and SOW 3. Section B "FOB Origin" is in conflict with SOW 3.10.7 "The Contractor shall ship kit parts Free on Board Destination (FOB) destination CONUS to Texas and/or Alabama as set forth in each delivery order issued under this contract." Question: Please confirm that shipment is FOB Origin, as per Section B of the Solicitation rather than FOB Destination as stated in the SOW.

SOW is incorrect and will be revised to reflect FOB Origin. The Government intends to ship the kits via Government Bill of Lading. An amendment will be issued to correct the SOW.

12 SOW and CDRL B0001 pages 12 and 13 SOW 3.15.2 states " The contractor shall prepare the Cost and Hour Report (Flex File)

IAW DI‐FNCL‐82162

and deliver IAW CDRL B001." Clarification: Finance Reports are not normally required for an FFP Contract. Please clarify why the Cost and Hour Reports are required for an FFP contract.

The cost and software data reporting (CSDR) requirement is mandatory for major defense acquisition programs (as defined in 10 U.S.C. 4201), and major automated information system programs (as defined in 10 U.S.C. 2445a) as specified in DoDI 5000.02, Operation of the Defense Acquisition System and the DoD 5000.04–M–1, CSDR Manual over $50 million, regardless of contract type. Based on the guidance, this contract action meets the established threshold for CSDR data and therefore is a requirement to this contract. The CSDR is approved by the Defense Cost and Resouce Center (DCARC) a suborinate office of the DOD Office of Cost Assessment and Program Evaluation (CAPE) at the Pentagon. This is the office that determines and approves the CSDR plan in accordance with DOD standards.

13 Attachment 0006/ Section L

Pages 9‐10/ iii Volume III Can the government provide the Iron Mountain and Axient Corp POCs email addresses and phone numbers to establish the required NDA documents?

Any Offeror needing this information should send an email the Contract Specialst and it will be provided in an email.

14 SF33 pages 23‐47 Given the volatile nature of the material prices in global supply chain, Offeror respectfully requests the Government include Clause 52.216‐4, the Economic Price Adjustment Clause, in the RFP.

The Government does not agree with this requested change. This clause applies to standard supplies which this requirement does not include. Offerors should take the cost of inflation into their proposed prices for each year.

22 Attachment 0006 top of p. 2, Section L.1.d Will the Government please clarify what is, and what is not, included in the 60 page limit for Volume I?

Table of Contents and Summary page are excluded from the 60 page limit for Volume 1.

23 Attachment 0006 p. 6, Section L.2.c.ii, paragraph 3 “The Offeror shall provide a Table of Contents showing each file submitted as part of the Price Volume with a short description of the contents of the file. Hyperlink each of these entries in the Table of Contents to the respective files.”

1.Will the Government please clarify whether their intent is for the offeror to consolidate all Volume III pricing files into an Adobe Portfolio?

2.If the offeror is to submit Volume III files as an Adobe Por olio, will the Government please clarify whether their intent is to use the Portfolio’s View > Portfolio > Details view to view the description of the portfolio’s included files or whether the Offeror is to include a separate Table of Contents.pdf with links to specific documents?

3.If the offeror is to submit an Adobe Por olio with links to individual documents that are not .pdf (i.e., .xlsx), will the Government please provide instructions to linking non ‐ .pdf documents correctly so they will properly open in their native format?

24 SF33 Section A pg 1 Contractor began preparations for Black Hawk after the draft TDP and RFP release.

However; with over 1400 components and the time lapse between draft and actual release TDP, we have had difficulty getting the supply chain to provide updated material quotes in time to support this proposal. Contractor respectfully requests a 30 day due date extension to allow time to provide a current and accurate proposal.

Amendment 0002 to the solicitation extended the proposal due date to 5 July 2023.

25 SF33 Section A pg 1 Due to having an incomplete and inaccurate Technical Data Package up to this point, offeror asserts it will not be able to submit a bid for this effort within the stated timeframe. The unavailability of essential technical data has made it difficult to get accurate quotes and establish labor pricing. Offeror requests the proposal due date be extended to 45 days after the updated technical data is released to all offerors.

Amendment 0002 to the solicitation extended the proposal due date to 5 July 2023. After reviewing the 28 missing drawings, the Government has determined there is nothing in the drawings to warrant further extension of the due date beyond 5 July 2023. Amendment 0002 granted the potential offerors an extra 35 days due to the deficient drawings and that should be sufficient time to course correct.

26 SF33 Section A pg 1 Request proposal due date extension until 8 June 2023. Amendment 0002 to the solicitation extended the proposal due date to 5 July 2023.

Attachment 0006, Section L, Page 6 (3) General Instructions (a)

Section L states the following:

"(3) General Instructions.

(a) The offeror shall submit pricing information in Volume II ‐ Price. The offeror will complete the RFP Attachment 0008, "Pricing Template" in addition to Schedule B in the RFP. If discrepancies between the RFP Attachment 0008 and Schedule B arise, the prices in the RFP Attachment 0008 will take precedence."

Schedule B of the RFP states:

"The maximum quantity for CLIN 0003 is 230 kits. Pricing shall be submitted on Attachment 0008 ‐ Pricing Template. A Price Matrix will be incorporated into the resultant contract."

Question: Does the Government want us to complete Schedule B in the RFP document, or is completing Attachment 0008 sufficient?

The Government requests completion of both Attachment 0008, "Pricing Template", and Schedule B in the RFP.

Attachment 0006, Section L, Page 6 (3) General Instructions (a)

2‐Part Question:

1. If the Government wants us to complete Schedule B, do we use our unit price per year or use the average price per year multiplied by 230 as in Attachment 0008?

2. If we are to list a price by year in Schedule B, at which quantity per year should we base our price?

Please refer to Section L, (ii) VOLUME II ‐ Price, paragraph (3)(a)i.

Question 1. The offeror is to determine the average unit price for Years 1 through 5 at the quantity range 25‐48 and provide that average price as the unit price for CLIN 0003 in Schedule B.

Question 2. The offeror is not required to list a price by year for CLIN 0003 in Schedule B. The offeror is to provide an extended price in the column labeled "AMOUNT" by multiplying the unit price as described above by the quantity of 230 units.

Attachment 0006, Section L, Pages 6‐7 and Section M, Page

(3) General Instructions (a) i. and Total Evaluated Price (ii)

Section L States:

"The unit price for CLIN 0003 shall be based on the average unit price for Years 1 through 5 at quantity range 25‐48. The extended price for this CLIN is the aforementioned unit price multiplied by a quantity of 230, which represents the CLIN ceiling for the IDIQ."

Section M States:

"(6) Total Evaluated Price: The TEP will be used for evaluation purposes only. The sum of the evaluated prices of each CLIN will represent the TEP. The evaluated CLIN prices (for each of the various pricing structures) will be calculated as explained below..."

Question: For CLIN X003, is the Government using the average price per year for evaluation purposes only, or is the average unit price to be incorporated into the contract for the entire period of performance?

The average unit price per year for CLIN 0003 is for evaluation purposes, and a price matrix will be incorporated into the contract. Please refer to Schedule B, CLIN 0003, which includes the following language: "The maximum quantity for CLIN 0003 is 230 kits. Pricing shall be submitted on Attachment 0008 ‐ Pricing Template. A Price Matrix will be incorporated into the resultant contract." Please also refer to Section H‐2 of the RFP, which provides additional detail on the establishment and use of the Price Matrix.
