COMMERCIAL ITEM DESCRIPTION

TWINE, FIBROUS, LINER, (WAXED AND BLOCKING)

The General Services Administration has authorized the use of this Commercial Item Description in preference to MIL-T-2520D.

1. CLASSIFICATION

1.1 Classification. This commercial item description covers twine of the following types as specified (see 5.2):

Type I - Waxed 32-, 60-, or 120-pound breaking strength Type II - Blocking 230- or 300-pound breaking strength

1.2 Part or identifying number (PIN). A document based PIN to identify types of items is included in section 5 .

2. SALIENT CHARACTERISTICS

2.1 Design and construction. The twine shall be natural colored, and shall be fabricated from flax fiber processed to meet the requirements of this Commercial Item Description. The type I twine shall be waxed and mildew resistant treated. The mildew treatment shall be applied with the wax or to the twine prior to waxing. The mildew inhibitor shall be 1.5 ± 0.5 percent of 2,2 methylene-bis (4-chlorophenol) or RO-59tmWP anti-mildew treatment, at the supplier’s preference. The type II blocking twine shall have a hard polished surface. The type I and type II twines shall conform to the physical requirements listed in tables I and II.

2.2 Identification. Each package shall be labeled or ticketed for fiber content in accordance with the Textile Fiber Products Identification Act.

2.3 Put-up. Unless otherwise specified (see 5.2), the twine shall be furnished without knots or splices on 1 pound minimum net weight balls or tubes . A plus or minus tolerance of 10 percent in weight will be permitted on any one holder provided that the average weight does not fall below the specified minimum. Each holder shall contain not more than three pieces, and no piece shall be less than 25 feet in length, or each holder shall contain not more than two pieces with no minimum length applicable. The holders shall be wound so that each turn and layer is free from entanglement.

3. QUALITY ASSURANCE

3.1 Certification. The contractor shall certify, and maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product conforms to the producer's own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.

3.2 Quality conformance inspection. Unless otherwise specified, sampling for inspection shall be performed in accordance with ASQ Z1.4, ‘Sampling Procedures and Tables for Inspection by Attributes.’

3.3 Visual examination. Each lot of twine shall be examined for consumer type defects, defined as follows:

Defects in design, construction, or workmanship; any cut, kink, broken strand, loose strand, finish other than specified; any spot or stain clearly noticeable; color other than specified; type other than specified.

The lot size shall be expressed in units of holders, and the sample unit shall be one holder.

4. PACKAGING

4.1 Packaging. Twenty-four balls or tubes of twine, put-up as specified, shall be packaged in a snug-fitting fiberboard box conforming to style RSC, type CF, class domestic, grade 200 of ASTM D1974/D1974M and ASTM D5118/D5118M.

4.2 Packing. Forty-eight balls or tubes of twine, packaged as specified, shall be packed in snug-fitting fiberboard shipping container conforming to style RSC, type CF, class domestic, grade 275 of ASTM D1974/D1974M and ASTM D5118/D5118M. The shipping container shall be of a size palletizable in accordance with MIL-STD-147.

4.3 Palletization. When specified (see 5.2), twine packed as specified shall be palletized in a 4-way entry pallet in accordance with load type Ia of MIL-STD-147.

4.4 Marking. In addition to any special marking required by the contract or purchase order, interior packages, shipping containers, and palletized unit loads shall be marked in accordance with MIL-STD-129.

5 . NOTES

5.1 Intended use. The twine is intended for use in serving and whipping rope ends and splices, for aircraft rigging, and for use in ammunition fuses.

5.2 Ordering data. Acquisition documents must specify the following:

a. Title, number, and date of this document.

b. Type and breaking strength required (see 1.1).

c. When put-up other than specified is required (see 2.3). .

d. When palletization is required (see 4.3).
