Statement of Work (SOW)

STATEMENT OF WORK

Integration and Launch of TROPICS Pathfinder

May 29, 2020

Purpose:

The National Aeronautics and Space Administration (NASA) Launch Services Program (LSP) has a requirement for launch services to deliver the TROPICS Pathfinder 3U spacecraft into a circular orbit that has an altitude between 450 km and 600 km and an inclination of 30 degrees or higher. The spacecraft will be available for turnover on October 15, 2020 and shall be placed into orbit on or before June 30, 2021. The launch service provider shall perform launch vehicle planning, analysis, design, development, production, integration, and testing required to provide the launch service appropriate to transport the payload to the desired orbit. Reference the Launch Service Interface Requirements Document (LSIRD) (Attachment A) for additional detail/background.

Ground Rules:

TROPICS Pathfinder will not have any go/no-go or “hold” authority during countdown

TROPICS Pathfinder spacecraft will not require any electrical interface with the Launch Vehicle (LV) and will not be active for launch

TROPICS Pathfinder will not contain any hazardous materials, pressure vessels, pyrotechnic devices or radioactive material

TROPICS Pathfinder will not have a propulsion system TROPICS Pathfinder and its dispenser will be qualified to the environments defined in Attachment A The TROPICS Pathfinder project will provide the 3U Planetary Systems

Corporation (PSC) CubeSat Deployer (CSD), 6 each Moog Shockwave isolators, and the fasteners necessary to attach the isolator to the LV (reference Attachment A)

The TROPICS Pathfinder project will provide all documentation/data necessary to demonstrate compliance with all applicable mission specific technical/safety requirements

The TROPICS Pathfinder project will be responsible for obtaining all spacecraft Radio Frequency and remote sensing regulatory licensing required by the US Government

TROPICS Pathfinder integrated dispenser assembly will be delivered to the contractor for LV integration on the date and to the location specified by the contractor

The LV shall be of US origin

NASA LSP will prepare the Orbital Debris Analysis Report (ODAR) for TROPICS Pathfinder and provide it to both the contractor and the TROPICS Pathfinder project

Requirements:

The contractor shall:

1. Provide a solution that meets the detailed interface and mission design requirements identified in Attachment A.

2. Include NASA LSP on all communications, data requests, and exchanges with the TROPICS Pathfinder project.

3. Conduct a kick-off meeting with NASA LSP and the TROPICS Pathfinder project, by teleconference no later than ATP + two weeks.

4. Conduct coordination teleconferences with the TROPICS Pathfinder project and NASA LSP on at least a bi-weekly basis and transmit a post-teleconference memo documenting the meeting minutes and any actions taken to the TROPICS Pathfinder project and NASA LSP within 5 working days of each meeting.

5. Provide at kick-off and whenever updates are required, a mission specific schedule that identifies all integration/launch campaign milestones and deliverables due from the TROPICS Pathfinder project, NASA LSP, and the contractor.

6. Provide at kick-off and whenever updates are required, a listing and description of all documentation/data submittals required by the TROPICS Pathfinder project to demonstrate compliance with all applicable technical and safety requirements required by the contractor, the LV provider, the launch range, and the local/state/federal Government

7. Produce a baseline TROPICS Pathfinder integrated dispenser assembly to LV Interface Control Document (ICD) no later than ATP + 2 months and produce updates, as required. This document shall include anticipated environments at the TROPICS Pathfinder to dispenser interface and all technical requirements that must be met by the TROPICS Pathfinder project.

8. Provide a baseline ICD requirement verification matrix no later than ATP + 2 months and produce updates, as required.

9. Perform integration of the TROPICS Pathfinder integrated dispenser assembly onto the LV.

10. Provide telemetry confirmation of TROPICS Pathfinder deployment.

11. Provide NASA LSP all qualification and ICD documentation/verification evidence within two weeks of requirement completion.

12. Provide and maintain a non-deploying contingency mass simulator for the

TROPICS Pathfinder integrated dispenser assembly if required by the LV provider.

13. Conduct a Mission Readiness Review (MRR) at a mutually agreeable time/date with the TROPICS Pathfinder project, NASA LSP, and the LV provider (if applicable) approximately one month prior to TROPICS Pathfinder integrated dispenser assembly to LV integration to verify that TROPICS Pathfinder and the dispenser have met all technical/safety/regulatory requirements for the mission, that plans for LV integration are in place and ready to execute, and that the LV remains on schedule to support the mission.

14. Generate a list of any actions and/or constraints resulting from the MRR within one week of the review and track them to closure. All actions and constraints shall be closed prior to LV integration.

Deliverables:

All deliverables shall be provided electronically via email in PDF format unless otherwise specified. All deliverables shall be submitted to the appropriate contracting officer and the NASA technical contacts listed below.
